8 Big Ideas/Goals: Transportation Element Transportation network should provide a safe and efficient means for all users including pedestrians, bicyclists, and drivers. Transportation system should support desirable patterns of community, neighborhood, and economic development The appearance and role of corridors should elevate the community s image and serve to unite the community

9 Transportation Element Principles For Transportation Development: Design for walkability & bike friendliness Create quiet neighborhood streets Reduce pinch-points Consider lifecycle costs & the overall impact of infrastructure development

10 Recommended Actions: Transportation Element 1. Coordinate the transportation & land use plans a. Acquire right-of-way for expansion of the arterial system into growth areas b. Require a traffic impact analysis for large scale projects c. Provide dedicated funding source for arterial and collector development

11 Recommended Actions: Transportation Element 2. Develop street connectivity and design standards a. Establish guidelines for greater street connectivity that includes pedestrian routes within subdivision standards b. Apply context sensitive design approach to street design Adjacent land uses; intensity of development; multiple modes of travel Bottom line: don t overbuild our streets where we want traffic to move slower c. Develop design criteria for arterial streets to include options for medians and improved pedestrian environments

12 Recommended Actions: Transportation Element 3. Create multi-modal corridors a. Establish site development standards that accommodate all modes of transportation. b. Identify a system of multi-modal corridors that safely connects all parts of the city and major destinations c. Establish guidelines for all new or improved collector streets to have multimodal features.

13 Recommended Actions: Transportation Element 4. Improve and Expand the Existing Trail Network a. Update Shawnee Trails Master Plan b. Connect existing trail links c. Identify a reliable funding source for trail development

14 Recommended Actions: Transportation Element 5. Expand the bike and pedestrian system a. Expand the approved bike routes along low volume streets b. Improve the bicycle-friendliness of Shawnee c. Remove barriers to expanding the bike system (improvements to crossing man-made barriers) d. Identify high priority sidewalk segments per an established sidewalk plan or safe routes to school plan e. Include sidewalks in all updated street design standards f. Establish a dedicated funding source to address gaps and maintenance of the sidewalk system

Ensure that Shawnee s future housing stock is affordable to all through conservation of existing housing and new diverse housing options. Create a reinvestment strategy that supports private market investment in older neighborhoods.

Revitalize and stabilize older neighborhoods Implement policies identified in the Development Policy Areas Expand rehabilitation and demolition programs Target public facility improvements to targeted neighborhoods Work with local non-profits to expand knowledge of property maintenance standards

Expand Housing Diversity Establish a non-profit development corporation to produce housing options that are too risky for the private market Purchase-rehab-resale; untested products; price points with little to no profit margin Direct city investments and redevelopment dollars toward mixed-income projects Review zoning code for barriers and hurdles

Encourage Infill Development Identify strategy for consolidating ownership of vacant lots in older neighborhoods Establish incentives for the development of vacant lots Provide public facility improvements that create favorable environments for private investment on underutilized sites

Integrate amenities into new neighborhoods Identify green space that should be added to the cities park system ahead of growth Implement connectivity standards for all modes of transportation Review zoning & subdivision regs with regard to landscaping and buffering
