1 Directive on the Assessment and Management of Environmental Noise

2 This Directive has been ratified by the European Parliament and is awaiting publication in the Official Journal.( around 23/5/02)

3 The Directive has six main objectives: To define a common approach to combat the harmful effects of exposure to environmental noise Establishment of common noise indicators and common methods to measure annoyance, LDEN and LNIGHT To require the development of Strategic Noise Maps to provide a global assessment and forecast of noise in a given area

4 The Directive has six main objectives contd.: To develop Action Plans to prevent or reduce if necessary environmental noise To make this information available to the public, Provide a basis for developing future Community measures to reduce noise emitted by major sources;- road and rail vehicles and infrastructure, aircraft, outdoor and industrial equipment and mobile machinery.

5 The major areas to which the directive applies includes: agglomerations which are areas with a populations in excess of 250,000 persons, major roads having more than six million vehicle passages per year, major railways having more than 60,000 train passages per year major airports with more than 50, 000 takeoffs and landings per year.

6 Directive does not apply to :- Noise caused by the exposed person himself, Noise from domestic activities, Noise created by neighbours, Noise at work places, Noise inside means of transport Noise due to military activities in military areas

7 Strategic noise mapping will be used for the following purposes:- the provision of data to the Commission the source of information for citizens a basis for action plans

8 Minimum Requirements for Strategic Noise Mapping An existing, a previous or predicted noise situation. the exceeding of the limit. the estimated number of dwellings, schools and hospitals in a certain area that are exposed to specific values of a noise indicator. the estimated number of people located in an area exposed to certain levels of noise.

9 Maps should put a special emphasis on noise emitted by:- road traffic rail traffic airports industrial activity sites, including ports.

10 Implementation and scheduling of the Directive No later than 3 years after entry into force of the directive, Member States must inform the Commission of the limit values they have set for their noise indicators Not later than 5 years after entry into force of the Directive, noise maps must be produced and approved of all large agglomerations with a population in excess of 250,000 persons. Not later than 6 years* after entry into force of the Directive, an action plan to reduce noise at places where limit values are exceeded and to protect relatively quiet area against increases in noise must be produced

11 Information for citizens and public participation Noise maps must be published, preferably on the Internet or any other on-line facility within two months of their approval. proviso that a public consultation process is carried out and the results of this consultation are taken into account in the action plan. Noise maps and action plans must be remade every five years after their initial date of preparation

12 Data to be sent to the Commission Annex VI A concise description of the agglomeration, major roads, railways and airports The responsible authority Noise control programmes and noise measures that are in place The computation or measurement methods used The estimated number of people( in hundreds) living in dwellings that are exposed to a listed band of values i.e Lden 55-59dB(A)

13 Data to be sent to the Commission Annex VI Where available and appropriate number of dwellings with special insulation against noise Dwellings with a quiet façade I.e 20dB difference between the façade with the highest exposure Must indicate how many major roads, railways and airports contribute to the above The estimated number of people( in hundreds) living in dwellings that are exposed to a listed band of values i.e Lnight 50-54dB(A)

14 Data to be sent to the Commission Annex VI In case of graphical presentation, strategic maps must at least show 60, 65, 70 and 75dB contours. A summary of the action plan not exceeding 10 pages.

Cartography - Maps and information from GIS Dept. Land use data - from GIS Dept. Population Data - from 1996 Census

17 Assumptions\ Errors Traffic is the dominant source of noise in Dublin. Rail, Point source, and Aircraft noise has no significant impact on ambient noise. Dublin is flat- no height contours. % HGV composition remains the same throughout the day and night Road surface is the same composition throughout Dublin Vehicle speeds are as per built up area limit of 30 mph SCATS data and vehicular count data are representative of annual traffic flow data. Roads with no traffic flow data, assumed to be 50 vehicles/hr
