On Sub-Program One - Improving the Business Environment and Competitiveness - progress continues with respect to developing the industrial zone management framework and upgrading plans, as well as progress on the preparation for the automation of the streamlined processes within the Citizen Service Centers. Further, the Cluster Competitiveness Consultants have been contracted thus allowing for the commencement of a critical set of activities under this Sub- Program. Further, the Government has reported initial achievement of results against DLR 2.1 which will be verified by the Independent Verification Agent shortly. On Sub-Program Two - Improving Access to Quality Infrastructure and Services the Annual Investment and Expenditure Plans continue to be developed in an increasingly participatory manner, the Performance Assessor has been recruited, and the results of the preliminary administrations of the annual performance assessment are currently under review by the Performance Assessor and the Independent Verification Agent. Based on the action plan that had been agreed by the Government and World Bank in CY 2018, the Government has made significant progress and the key program ratings are herewith upgraded. Technical assistance will continue to be offered to support enhancement of critical areas under the Program and to ensure further needed improvements as needed given the Government s recent deployment of the Implementation Support team. In response to a complaint regarding incomplete work covering a canal in Sohag, the Governorate committed to finish the remaining work within an estimated five month timeframe and the World Bank Team has committed to reviewing progress against this commitment until completion. Team will also monitor issues that may be flagged through the Program grievance redressal mechanism.
