1 Voluntary Prekindergarten Estimating Executive Summary December 7, 2009 Principals Office Office of Economic & Demographic Research (Chair) Executive Office of the Governor House of Representatives Senate Representative Amy Baker Gregory Martin, Designee Allyce Heflin Mark Armstrong, Designee The Voluntary Prekindergarten Estimating reviewed actual and school year and 2009 summer data through October 31, Based on these data, the conference adopted forecasted fiscal year enrollments and full time equivalent (FTE) enrollment for the Voluntary Prekindergarten Program (VPK) for , , and The revised fiscal year enrollments and FTEs are as follows: FTE VPK Change December 7, 2009 July 30, 2009 Change December 7, 2009 July 30, 2009 Actual (Not a full fiscal year) 0 106, , , , Actual , , , , Actual , , , , Estimated , , , , , , ,654 3, , , , , ,666 7, , , , , ,472 8, , , , , ,529 7, , , Updated data used for the revised estimates and forecasts are: school year and summer data through October 2009 (actual except for reconciliations) school year data through October Updated estimates of the Florida population of children aged four. The school year estimate was relatively unchanged, while the 2009 summer program year enrollment increased by 4.9% over the estimate from the July 30, 2009 conference. The FY enrollment is slightly higher mostly due to the May/June 2009 summer program. The FY FTEs are higher due to slight increases in both the enrollment and number of hours attended.
2 For the program year it is estimated that 63.46% of eligible four year olds participated in the VPK program. The participation rate is estimated to increase to 69.23% for the program year and is anticipated to reach 75% by the program year. The assumptions for the through forecasts are: 1. The uniform attendance policy that began with the program year will have an insignificant impact upon FTE. 2. By , 75% of the eligible four year olds will be participating in the program. The program will continue at the 75% participation level. 3. in the summer program has stabilized and is expected to remain around 10,000 enrollment throughout the forecast time period. 4. Round up calculations for summers 2010 through 2013 are only included for districts that were eligible for round up during summer The relationship of FTE to enrollment for through will remain at the school year and 2009 summer levels.
