3 Introduction The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY10 SOPE report 1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Progress toward achieving development objective(s): The project is on track to achieving the development outcome indicators. A positive trend in bed occupancy rates (BOR) is shifting some of the bed utilization from higher-level hospitals to lower-level hospitals, thus improving efficiency (BOR in lower-level hospitals increased from 37 percent to 46 percent; and in higher-level hospitals, it decreased from 98 percent to 82 percent from 2004 to 2009). Furthermore the number of secondary and primary facilities providing Emergency Treatment Units increased from 11 percent to 46 percent in the same period. In the preventive sector, the proportion of women screened for cervical cancer doubled from 1,011 to 2,367 per 100,000 women over 35 years and the percentage of women screened for anemia increased from 14 percent to 63 percent. Progress toward achieving development objective(s): The development objectives have been successfully achieved during the lifetime of the project and continue to have a transformational impact on Sri Lanka's renewable energy sector. Based on the current portfolio and pipeline of sub-projects, the grid connected renewable component is likely to exceed the end-of-project target by approximately 5-15 percent over the original target of 135 megawatts. The actual number of off-grid customers connected under the project will likely fall short of 160,000 households - the combined target of the original credit (100,000) and additional financing (60,000). This is mainly attributed to demand for off-grid solutions reaching an apex as a result of rapid grid expansion plans which was not anticipated at the time these targets were set. However, it should be noted that the project has overall provided electricity to approximately 500,000 people, which accounts for nearly 2 percent of the entire population of Sri Lanka. Progress toward achieving development objective(s): All 5 project development objectives have been achieved or over-achieved. The 17 intermediate targets have been achieved or are very close thereto, with the notable exception of the indicator for the National Backbone Network implementation, which is delayed but ongoing. Specifically, government services have been offered on-line through a newly-created national government platform; 732,500 citizens and businesses are conducting transactions with the central government on-line; certified technology experts have been established within 90 percent of government agencies; the country's technology and connectivity ranking internationally has been improved; internet access has been provided to 20,000 regular users in rural and remote areas; innovative health and education online services focused on the needs of the poor have been implemented; over 44,660 new jobs have been created in information and communication; and over 20,000 beneficiaries have been trained on information and communications technology. It would train skilled construction workers and help facilitate economic activity in the war devastated region through increased construction activity. Progress toward achieving development objective(s): Project implementation continues to be on track to meet its development objectives. A total of 41,853 out of a total of 49,675 houses are at various stages of completion, with a significant number completed. The European Commission co-financing Trust Fund of US$21.70 million equivalent was utilized 95 percent and targeted 8,514 houses were satisfactorily completed. Pace of implementation of IDA additional financing has improved as districts in North province are being cleared for resettlement. However, given that the project is closing December 31, 2011, the Government has a challenging task ahead to reconstruct the remaining houses. The project was restructured, or received Additional Financing during FY 10 Additional financing of SDR 6.1 million was approved to expand activities to scale up the impact and development effectiveness of the project. Progress toward achieving development objective(s): The project has made strong progress towards the achievement of its development objectives. The survival rate in the compulsory basic education cycle (Grades 1-9) has increased from the pre-program baseline of about 78 percent to 91 percent at the end of The increase in survival rates is seen in all the provinces of the country. The quality of education, as measured through cognitive achievement scores, is improving. An increasing pattern of cognitive achievement scores is reported for First Language (Sinhala and Tamil), English and Mathematics in the Grade 4 National Assessment of Learning Outcomes, and for First Language (Sinhala and Tamil), Mathematics, and Science and Technology at Grade 8, between the period 2005 and The upgrading of the school curriculum has been completed according to schedule, with the revised curricula for Grades 1-9 and Grades introduced into the general education system over the period The Program for School Improvement (PSI) which seeks to include local school communities, such as parents, past pupils and well-wishers, to support school based management, is very popular in zones and schools. At present, 62 zones (137 percent of target education zones) are participating in the PSI. The benchmark School Quality Index has been computed by 4,425 schools across all nine provinces on the basis of their internal self-evaluation on specified quality indicators. Progress toward achieving development objective(s): Overall implementation progress of the project is considerable though some delays are noted. The national roads component of the project has achieved a physical progress of 100 percent with a corresponding financial progress of 90.7 percent, and the rural roads component has achieved an overall physical and financial progress for Phase I of 95 percent and 88 percent and for Phase II of 11.3 percent and 8.2 percent respectively. Progress toward achieving development objective(s): Considerable progress has been made: 49,200 households increased their income by 30 percent; 320 focal villages and 380 village institutions maintaining their reestablished social infrastructure facilities; and over 4,000 hectares of abandoned paddy lands brought under cultivation. The project management is now facing a shortage of staff since services of officers more than 60 years of age are being terminated. The project may face difficulties to meet its objectives if the client considers developing only infrastructure in the villages using credit funds. Progress toward achieving development objective(s): The project continues to make progress toward achieving its development objectives. Despite the delay in implementation of nearly two years, full teams of international consultants and staff are now in place. With this capacity, the project activities are rapidly expanding to enhancing public safety of the 80 major dams, including 32 high-risk dams, through major rehabilitation and provision of safety facilities and arrangements to establishing sustainable dam safety arrangements in the country. Several field activities are being implemented and initiated towards these outcomes. Despite the initial setback, achievement of the project's development objectives is likely. Progress toward achieving development objective(s): Significant progress has been achieved by both AGD and DCS during this financial year. For AGD, construction work for the office building is progressing well and is expected to be completed before project completion. For DCS, key steps have been taken for statistical capacity building which includes preparation of baseline assessments in the area of national accounts, agriculture statistics and information and communication technologies. Training is a critical component which has picked up during Fiscal Year 2010 and DCS has been proactive in providing domestic and foreign training to its officials. There has been a lag of 4 months in starting the piling work for the DCS Building and the building work will not be completed by the end of the project closing date. The Bank team has briefed its Management and has requested for an extension of at least months and a request for extension from the Government is awaited. It would provide housing to eligible families. The intent is to rebuild the lives of IDPs who had not been covered by earlier projects and to integrate IDPs with non-idps through shared development. The project was restructured, or received Additional Financing during FY 10 The goal of the restructuring is: (i) the provision of housing expanded from the originally planned permanent housing to selected ldps in the refugee camps, to a limited number of poorest non-ldp households in adjacent communities across four divisions in Puttalam district; and (ii) the basis for selection of ldp beneficiaries for a housing cash grant will be expanded beyond the list of original eligible beneficiaries identified by the United Nations High Commission for Refugees (UNHCR) 2006 Survey. Progress toward achieving development objective(s): Overall implementation progress has improved. All houses to be constructed are at various stages of completion. Twenty-nine percent of Phase I houses are complete and 52 percent are at the final stage of completion. In Phase II, 10 percent are complete and 55 percent are at the final stage of completion. The pace of implementation of the water supply and sanitation component is improving. Work on the internal road component is on schedule and will start once the pipe laying under the water supply schemes is complete. The agreed 100 percent beneficiary eligibility audit is almost complete. The Government has increased the cash envelope to Rs. 325,000 to respond to inflationary forces affecting the housing program. In light of the decisions made by IDA management in relation to the request from the Government to make two changes to the project, the project has been formally restructured and is now expected to meet its development objectives. Progress toward achieving development objective(s): Project implementation is on schedule. The Project Coordinating Team is fully functional and all Project Steering Committees have been established. However, the project became effective in the latter part of the reporting period and is still in too early a stage for meaningful progress to be measured. Progress toward achieving development objective(s): Progress registered by the project leadership in laying the foundation for implementing the project is commendable. Key staff for the Project at national, provincial, district and local levels are already on board. The Environmental and Social Management Framework, the Local Authority Project Implementation Manual and Project Implementation Plan are completed. Draft reports of Social Impact Assessment, Financial Management Manual, Training Plan and 56 out of 77 Local Authority Participatory Development Plans have been completed and the Procurement Manual is nearing completion. Fund flow and allocation formula of capital grants for the first year are completed and submitted for Bank review. Progress toward achieving development objective(s): Following the rapid implementation start up since Board approval in mid-december 2009, progress toward achieving the development objective is significant. The Cash for Work assistance has reached 17,793 IDP households out of the 35,677 eligible IDP households already returned to places of origin, providing the only sources of livelihood/employment for them after the return.
