Evidence of substantial projects benefits are already emerging, based on rapid appraisals undertaken on completed infrastructure and enterprise sub-projects. Beneficiaries of Farm-to-Market Roads (FMRs) reported increase in income, reduction in travel time from farm to market, reduction in hauling costs of agricultural outputs, reduction in hauling cost of production input, and more than doubling of traffic density, increases in farmed area, more competitive prices for commodities, improved peace and order and increased school attendance and enrollments. Emerging impacts from enterprise development include an increase in average enterprise income due to increase in production volume and farm gate prices. 3 Value The results reported are based on Rapid Appraisal of Emerging Benefits (RAEB) of completed sub-projects. Users of Farm-to-Market Roads (FMRs) reported an increase in their average nominal household income levels by nearly 60% i.e. from PhP 89,234 to PhP 142,603. Specifically, farmers in FMR sites reported an increase of nearly 79% in their on-farm income level and 35% in reported real income increases. The RAEB captured a small sample of 14 completed Farm to Market Roads (FMRs) and two completed enterprise development sub-projects. Reported household real income increase from enterprise development is 31 and 46 % respectively. Findings on this indicator will be further analyzed in the Mid-Term Survey to potentially capture a larger sample of completed infrastructure sub-projects. PHINDPDOTBL Increased income of beneficiaries involved in enterprise development (Percentage, Custom) Value From the RAEB capturing the two completed enterprise sub-projects, beneficiaries of enterprise development reported an increase in average enterprise income by nearly 56% % i.e. from PhP 82,760 to PhP 129,151. Findings on this indicator will be further analyzed in the Mid-Term Survey to potentially capture a larger sample of completed enterprise sub-projects. 4 PHINDGEOTBL Emerging benefits, based on the sample of completed FMRs and enterprise sub-projects, show impacts of increased access to markets and production volume. The completed FMRs show evidence of reduced hauling costs of agricultural outputs and increase in production areas (rehabilitation of FMRs in Sultan Kudarat a total of 18.5 hectares of farmland previously unplanted with banana, palay, and corn. Provision of production support, better farm gate price and assurance of market resulted in increased area of cassava production (from 28 to 34.9 hectares). Production of calamansi in Oriental Mindoro increased from 97 to 113 hectares due to improvements in calamansi production, conversion of some farms to calamansi production, and revival of calamansi production by former calamansi farmers. The overall volume of calamansi production increased from 3,600 kilos per hectare to 6,400 kilos per hectare. The increase in production is attributed to 48% reduction in spoilage and increased production area for calamansi. For the mid-term, the project is currently preparing the MTR report based on a larger survey capturing beneficiaries from completed sub-projects. For the Mindanao cluster, it was measured that over 22,000 farmers report improved access to services. Overall Global Environmental Objective Indicators Increase in MPA management effectiveness in selected sites in GEF target areas (Number, Custom) Value Too early to measure. Biodiversity conservation and coastal resources co-management features incorporated in the PCIPs (No. of Provinces) (Number, Custom) Value Out of the 7 PCIPs formulated, 6 have already incorporated biodiversity conservation and coastal resources co-management features. These Provinces are: Quezon, Palawan, Sorsogon, Bohol, Eastern Samar, and Guimaras. Improved road networks linking production areas with markets, leading to reduction in travel time by at least 30% at end of the project (Percentage, Custom) Value Date 31-Dec Mar May Jun sub-projects of Farm to Market Roads (FMRs) are completed comprising of kms in total length. 14 of these sub-projects went through the Rapid Appraisal of Emerging Benefits (RAEB) assessment. The findings show an average reduction in travel time by farmers in transporting their produce from the farm to market areas by 61% i.e. from 16 to 6 minutes per km relative to travel time prior to project intervention. This will be further validated during the mid-term when a larger number of sub-projects are completed. Page 6 of 10

7 Producers satisfied with adequacy of access to post-harvest services and facilities (Percent Increase) (Percentage, Custom) Value facilities have been approved (of which some are for post harvest use), which include infrastructure support operation of the enterprise development sub-projects approved as of April Two of the facilities are completed. The mid-term will measure this indicator if a sufficient sample of completed sub-projects is available. Area provided with irrigation and drainage services (ha) (Core) (Hectare(Ha), Custom) Value , Communal Irrigation System (CIS) sub-projects have been approved covering 756 hectares. One of the 12 CIS is undergoing construction covering 100 hectares. The demand for irrigation sub-projects is lower than was expected at project design. The end target is likely not being met. and this indicator is proposed for revision/deletion. Increased Producer Groups participating in vertically linked commodity value chain clusters (Percent increase in number of groups operating viable enterprises) (Percentage, Custom) Value Date 31-Dec Oct May Dec-2020 A total of 478 enterprise sub-projects is approved covering 672 proponent groups. 8 Increased Producer Groups participating in vertically linked commodity value chain clusters (Percent increase in number of women directly benefiting from enterprise development) (Percentage, Custom) Value There are 478 approved enterprise sub-projects covering 672 proponent groups and to benefit 90,028 beneficiaries, of which 40,278 are women (45%). The indicator will be measured at mid-term as currently only two sub-projects are fully completed. Increase in percentage of Producers having formalized arrangement for marketing and /or technical services (Percentage, Custom) Value The indicator will be measured at mid-term. So far the approved enterprise sub-projects have formalized marketing arrangements as part of their enterprise operation. Page 8 of 10

9 Increased producer groups and fisher folk resilience to climate change and adverse weather conditions (Percent increase) (Percentage, Custom) Value Some fisherfolks have adopted improved tools to enhance the resilience of their production against future weather shocks. In addition, beneficiaries have reported receiving benefits during adverse conditions from the infrastructure sub-projects allowing them better access to roads during periods of heavy rainfall. All infrastructure sub-project consider climate information in their design. Some enterprise subprojects are supporting more climate adapted solutions, like fruit trees better suited for typhoon-prone area, selection of seaweed areas based on storm and typhoon information. The indicator will be updated as part of the mid-term survey. Productivity in globally significant fish biodiversity sites enhanced through improved resource management, biodiversity conservation, co-management arrangements, and knowledge sharing ( % increase) (Percentage, Custom) Value This indicator will only be measured at the end of the project. A baseline for all GEF sites has been completed. at the end of the project a survey will assess the increase in fish stock of the key species for each targeted area.
