2 Introduction The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report 1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. For these operations, funds are disbursed in one or more stages (tranches), released when the borrower complies with agreed prior actions. 3 Project Name(ID): ZM-Copperbelt Env (FY03) (P070962) Country: Board Approval Date: 20-Mar-2003 Mid-Term Review Date: 27-Feb-2006 Closing Date: 31-Mar-2010 Sector: Mining and other extractive (100%) The project was restructured, or received Additional Financing during FY09: no Project development objective(s): Progress toward achieving development objective(s): The objectives are to (a) address the environmental liabilities associated with past mining activities and (b) ensure that the mining sector complies with environmental and social regulations. The project continues to make progress toward achieving its development objectives. Regarding the cases of lead blood poisoning, preliminary results show that there is a tendency towards lower lead in blood content for the exposed population in some areas. Activities continue to strengthen Environmental Council of (ECZ) and Mine Safety Department(MSD and their ability to enforce regulations as shown by: (i) 15 investor and 13 ZCCM-IH Counterpart Environmental Management Plans (EMPs) have been completed and approved by the Environmental Council of (ECZ); (ii) contractual obligations for Environmental and social obligations have been completed at six sites, and about 28 subprojects are under implementation or concluded; (iii) consolidated EMP 2, which is a good indicator for sustainability, has been completed; and (iv) EMPs provide baseline for each site for regular monitoring of pollution flows and loads resulting from mining operations. The project has made good progress towards achievement of its development objective. Notable achievements are: (a) the construction of the Cotton Development Trust (CDT) weir and irrigation system; (b) successful piloting of the market information system; (c) milestone reached in honey bee research of the Agricultural Research Institute (ZARI), which would enable the country to improve its competitiveness in selected products and value chains. Moderate progress has been made during the period in implementing grant projects funded through the Market Improvement and Innovation Facility component (MIIF). The Global Environment Objective is to remove barriers to renewable energy technologies to help mitigate greenhouse gas emissions. The project became effective in the latter part of the reporting period and was still in too early a stage for meaningful progress. The project continues to be on track to meet its development objectives. The civil works for road maintenance, upgrading and rehabilitation has progressed well with the quality of work found to be satisfactory. The progress on the works and supervision of the construction of the bridges under the additional financing is at an advanced stage. This is to be achieved by improving sector specific policy and regulatory frameworks and strengthening the capacity of Government agencies to implement them. The development objective will be supported through selective public investments that stimulate private investments and by creating the condition for increasing the contribution of gemstones, agribusiness and tourism sectors to GDP and export revenues. In addition the project seeks to improve management of Kafue and Mosi-oa-Tunya National Parks to underpin the long term sustainable development of the tourism sector. The Global Environment Objective is to reverse biodiversity erosion in Kafue and Mosi-oa-Tunya National Parks. This objective remains unchanged. The project continues to make steady progress towards meeting its development objectives - particularly with activities related to Gemstones and Tourism in Livingstone. The work on the cadastre is largely completed and the new gemstone cadastre system has been launched and is being monitored to ensure it meets its objectives. The road and street electrification in Livingstone have been completed. The Mukuni park is rehabilitated and vendors have resumed business in a better environment. In co financing with Norway, the rehabilitation of Kafue National Park continues and since the start of the project, the park increased revenues and wildlife is visibly recovering throughout the park. Project management and park surveillance have improved. The communities in two game management areas have adopted a new Management Plan. The private sector is now organized in an association which interacts regularly with park management. Tourism development is now guided by a Business Plan which enables the park to begin operations as a business center.

Progress towards meeting the development objectives has been slow. However steady progress has been made in reforming the procurement system, mainstreaming of the Medium Term Expenditure Framework (MTEF) into the government s budgeting system, and the preparation of service delivery charters.. Also steady progress has been made in the reform of budget and treasury management systems. However, the implementations of the integrated financial management system, debt management reforms, development and approval of a revised pay policy have faced challenges that are now being resolved by Government. NEW - The objective is to support: (a) the improvement of technical efficiency and financial sustainability of Project Implementing Entity and improve access to water supply and sanitation services for urban consumers in Lusaka, Kafue, Chongwe, and Luangwa districts; and (b) to strengthen effectiveness of national to water supply and sanitation planning. The project is moving forward, although the Additional Financing credit (approved in April, 2009), which extends support to towns that have been placed under the responsibility of Lusaka Water and Sewerage Company (LWSC), has not yet been signed. Despite early delays in implementation of the original project, LWSC has increased its connections from 45,000 to nearly 55,000, and has improved its coverage of operations and maintenance costs through revenues to nearly 100%. In terms of development of the national policy for water and sanitation investments, a national program for rural water and sanitation has been developed and agreed; preparation of the corresponding urban program is well advanced. The project has performed very well and it has made a significant contribution to the recent improvements in coverage of key malaria prevention activities in, as reported from a recent supervision mission in the country. Thanks to the good performance in the scaleup of preventive interventions, as well as the excellent management of the National Malaria Control Program (NMCP), malaria is no longer the main cause of death for children under-five and pregnant women.
