National workshops for analysis of Cadre Harmonisé of Nigeria : Consolidation and restitution

1 Opening ceremony The formal opening ceremony of this meeting took place on friday october 28 th, 2016 and was chaired by Mr. Kevin Tekpat, DIR/NPFS representative the Permanent Secretary Federal Ministry of Agriculture and Rural Development in presence of Mr Mahalmoudou Hamadoun, Coordinator Regional Support Program Food Security, Desertification Control, Population and Development of CILSS and Dr Rabé Mani, FAO representative in Nigeria. Participants at this workshop should come from national services and their partners involved in food and nutrition security monitoring. The overall aim of the workshops is to produce information on the acute food and nutritional situation for the period October to December 2016 and from June to August 2017 in the Sahel region of West Africa using the Cadre Harmonise. Specifically to: Identify risk areas depending on the scale of classification of the severity of food insecurity and acute nutritional current (October-December 2016) and projected (JuneAugust 2017); Mapping the areas identified as food and nutritional insecure in current and projected period; Estimate s by phase of severity of food and nutrition insecurity in both current and projected period ; Produce the communication template on the CH analysis results in each country and the region. 4 Presentation 3: Outcome of the 16 States CH Analysis by Bishop E. Ohioma Key Findings : In the current situation, October to December, 2016, food consumption in 15 of the 16 states is in crisis situation while 1 state, Borno, is in emergency. Evolution of livelihood is generally disrupted in the conflict affected areas. Nutritional status is in critical situation in 6 out of the 16 states. 5 Identification of zones per phase: October - December 2016 June - August 2017 State Ph1 Ph2 Ph3 Ph4 Ph5 Ph1 Ph2 Ph3 Ph4 Ph5 ADAMAWA BAUCHI BENUE BORNO GOMBE JIGAWA KADUNA KANO KATSINA KEBBI NIGER PLATEAU SOKOTO TARABA YOBE ZAMFARA TOTAL Recommendations: To decision makers: Immediate emergency humanitarian assistance is needed to improve food and nutrition security situation, save lives and protect livelihood conditions; Considering the critical malnutrition across sixteen states of the country most especially in the north east, intervention programs are required to address the problem; The high inflationary trend have also militated food access across all the sixteen states, therefore there is need to release food stock from the National Strategic Reserve; Commitment to the sustenance of the Cadre Harmonisé process is required from State and Federal levels; Food security and nutrition assessments should be carried out prior to each CH analysis period in order to collect the food security indicators for the Cadre Harmonisé analysis. The collected data should ideally be representative at the State or LGA levels. To CILSS and Partners: Discussion Local and International NGO s should also support the analysis at all levels and provide evidence base outcome data. Additional training to support the analytical capacity of State and Federal levels CH personnel is required to strengthen upcoming analysis. In Borno state, it is strongly recommended that a process is set up to support further refinement of the analysis at LGA and camps level as immediate follow up of this analysis that will lead to more appreciate the situation.
