1 Page 1 SECRETARIAT OF THE PACIFIC REGIONAL ENVIRONMENT PROGRAMME Nineteenth SPREP Meeting Pohnpei, Federated States of Micronesia September 2008 Agenda Item 9.2.5: Regional Meteorological Services Directors (RMSD) Purpose of Paper 1. The purpose of this paper is to provide a background on national meteorological services (NMS), and brief SPREP members on current and future activities of the Secretariat in the area of meteorology and climatology. The paper discusses in particular: Background i) Highlighted recommendations of the 12 th Regional Meteorological Services Directors (12RMSD) meeting in Cook Islands; ii) A World Meteorological Organisation (WMO)-led Mission to the Fiji Meteorological Service, both conducted in mid-2007; iii) A review of regional meteorological services in response to a 2007 directive of the Smaller Island States (SIS) Leaders; and iv) The Review and Renewal of the Strategic Action Plan for the Development of Meteorology in the Pacific region ( ). 2. The adverse impacts of tropical cyclones, severe droughts, and flash floods have been counted well into the millions of dollars in the region over the last decade. With socio-economic and infrastructural losses across health, water, and core primary sectors, national development goals and achievements often face severe setbacks with further impacts reducing, if not negating gains made. In recent years the impacts of extreme weather and climate related events have served to underscore the concern for present and future climate change and variability, as well as the need for improved early warning systems and disaster management. 3. The role today of a national meteorological service (NMS) is increasingly identified and aligned with key areas contributing to improved planning and policy making in climate change and or disaster risk management contexts. Thus Pacific NMSs are tasked with more responsibility than in the past. The high economic costs of extreme weather and climate events have resulted in demands from public and private sectors for enhanced NMS services and products in order to safeguard against such future impacts.

SPREP has organized and facilitated the meetings of the Regional Meteorological Services Directors (RMSD) since The meetings of the RMSD have provided an avenue to highlight common issues and needs of national meteorological services, both at the national and regional levels. Together with technical agency partners from around the Pacific region (in Australia, New Zealand, France, Japan, and other international partners), the RMSD forum has been an important and successful medium for initiating important regional meteorological activities centered around training and enhancing technical capability. These in turn have strengthened specialist skills of human resources, as well as technical capability at the national level. A strategic action plan 1 produced by SPREP in collaboration with partner technical agencies identifies important regional issues and strategic priority areas for addressing key needs. In terms of process, the RMSD s agreed set of recommendations are referred for approval to the SPREP Council meeting for endorsement, with any particular item of particular significance put forward by the SPREP Meeting to Forum Leaders meetings. Issue 1-12 th Meeting of the Regional Meteorological Services Directors (12RMSD) The 12RMSD was hosted by the Government of the Cook Islands, at the Edgewater Resort, Rarotonga July Mr. Arona Ngari, Cook Islands, was elected Chair with Mr. Joseph Burden of the Federated States of Micronesia, elected as Vice Chair. 6. The recommendations of the meeting are provided in the Executive Summary provided in Annex I of this paper. A number of recommendations are directed to SPREP and will be actioned where resources are available (resources may be sought additionally). SM19 is invited to endorse the 12 RMSD recommendations and note in particular the recommendations made to the Secretariat regarding future RMSD meeting arrangements of which the following arrangements have been actioned in response: i) The Chair of the 12RMSD will continue to serve term until 13RMSD; ii) The World Meteorological Organisation (WMO) has adopted in its recent Executive Council meeting in June 2008 the co-ownership and co-facilitation of future RMSD meetings with SPREP. This arrangement may highlight a formal MOU to be signed between SPREP and the WMO in the near future; iii) The RMSD meetings will now be moved to a biennial (two year) arrangement await from the current month arrangement; iv) The offer of FSM as next host for the 13RMSD was unanimously accepted by the 12RMSD meeting. SPREP will work with WMO and FSM counterparts accordingly on meeting arrangements in preparation. 1 Strategic Action Plan for the Development of Meteorology in the Pacific Region (SPDM)

3 Page 3 7. Additionally, the 12RMSD meeting also recommended future RMSD meetings to be held in conjunction with the SOPAC Disaster Managers meetings. Informal discussions have been made accordingly with SOPAC with a joint meeting possibly in Future joint meetings will look to build on interconnected work between the national disaster management offices and NMSs in areas of early warning systems for tropical cyclones and tsunami and others, and similarly those between SPREP and SOPAC in support of these work areas. Issue 2 - WMO-led Mission to the Fiji Met Service 8. SPREP participated in a WMO-led Mission to the Fiji Meteorological Service (FMS) invited by the WMO Permanent Representative of Fiji in July The Mission was organized in response to discussions during Fifteenth World Meteorological Congress (Cg-XV) in May 2007 that expressed concern about the operational status of the FMS and the Regional Specialized Meteorological Centre Nadi Tropical Cyclone Centre (RSMC Nadi-TCC). The Mission team was composed of representatives from the WMO; the Kiribati, New Zealand, Australia, and USA meteorological agencies; and SOPAC and SPREP. In undertaking its work the Mission worked closely with the FMS and visited with national institutions including senior officials of the Ministry of Transport, Works, and Energy (parent Ministry of the FMS) and the Ministry of Foreign Affairs. Excerpted findings and conclusions of the final Mission report is in Annex II. 9. The Mission received reaffirmation of the support of the Government of Fiji towards the current services provided by the FMS and its RSMC Nadi-TCC function. It also found certain key issues that have recently reached a level for concern. Primary among these is the urgent need in the short and long term of additional meteorologists in particular during tropical cyclone seasons. A list of requirements to address these and other core issues is provided in its findings and given ranked order of priority. 10. The Mission put forward its findings in four areas where strengthening and support could be directed. Briefly, these cover: specialist personnel and staffing challenges faced by the FMS and its RSMC Nadi-TCC function; the FMS comp uter system (Fiji Integrated Meteorological System) and supporting infrastructure requiring replacement with the assistance of the Government of Fiji; the contingency arrangements provided for under the WMO framework, and the limitations and resulting risks to coverage for regional services including those for public, aviation, and non-tropical cyclone related weather services; and lastly, the possible support that could be provided by counterpart agencies in Australia, New Zealand, the USA, in terms of formalized back-up services and possible provision of much needed training opportunities for FMS meteorologists and specialist staff.

4 Page The Mission recommended to the Government of Fiji urgent recruitment of meteorologists to meet the needs for aviation services for the past 2007/8 and the upcoming 2008/9 tropical cyclone seasons. It also recommends the Government of Fiji to investigate improving terms and conditions of FMS specialist staff and institutional changes to achieve this. Of note to the SM19 is the mission recommendation and encouragement to WMO Members of the Pacific region to consider seconding meteorologists to the FMS, and also resources critical to the upgrade of operational infrastructure. The mission also recommended continuation of the provision of training and capacity building opportunities for meteorologists and specialist staff to cope with the problem of the short supply of meteorologists in the longer term. Issue 3 - Review of the Regional Meteorological Services 12. The findings of the WMO-led Mission to the Fiji Met Service were raised as an issue at the Smaller Islands States (SIS) Leaders meeting in 2007 at Nuku alofa, Tonga. As a result he SIS Leaders: a. urgently called for the immediate strengthening of regional and national institutions and services for monitoring and communicating weather, climate and extreme events to support basic livelihood, wellbeing and security of the Pacific peoples, build resilience to natural disasters and to maintain hard-won social and economic gains; and urged Forum Member countries, CROP agencies and development partners to support the strengthening of regional and national services for monitoring and communicating weather, climate and extreme events, including institutional and human capacity development ; and b. called on the Secretariat (of the Pacific Island Forum), in collaboration with SPREP, SOPAC, to review current arrangement and propose options for sustainable service delivery in this crucial area and report to their Summit in In response, the Pacific Islands Forum Secretariat (PIFS) formed a Technical Working Group with membership comprised of SPREP, SOPAC, the WMO, the Australia Bureau of Meteorology, the Cook Islands Met Service, and the Fiji Met Service. The TWG formed a roadmap towards the implementation of the SIS Leaders directive and included a consultancy framed to undertake an assessment of regional services and their sustainability and to provide possible options on arrangements for this to occur. The review included the assessment of regional services in particular those utilized by national meteorological services, the consultation of NMS Directors and agencies providing weather and climate services in the region, and the consideration of the special role of the Fiji Meteorological Service in providing regional weather, aviation, and marine services. The policy paper is provided in Annex III.

5 Page The conclusion of the review and subsequent assessments of the TWG formed a policy paper putting forward three options on future arrangements for the sustainability of regional meteorological services for consideration by the SIS Leaders. These options are detailed in the annexed policy paper, and are headlined as follows: Option 1. Strengthening the status quo of FMS delivering the services, with increased functionalities; Option 2. National-Regional hybrid with FMS as the hub of regional services; and Option 3. Fully independent and funded regional meteorological services 15. In summary, the review acknowledges the role of the Government of Fiji for its support via the FMS of existing regional services, as well as the support of technical counterpart agencies of Australia, New Zealand, and the USA. It also notes the high risk to sustainable regional services due to the regular loss of meteorologists and specialist staff as well as resource constraints to the upgrade and maintenance of specialised equipment. The review further recommends a call for the recognition of the core role of the FMS in the provision of regional services, the formalization of these services with regional instrument support, and importantly an agreement in principle to Option The review recommends that SPREP take the lead in carrying this work forward for report to Leaders in Issue 4 The Review and Renewal of the Strategic Action Plan for the Development of Meteorology in the Pacific region At 5RMSD in 1998, the meeting urged SPREP to develop a long term strategic plan for the development of meteorology in the Pacific region taking into account the WMO Fifth Long Term Plan and the priority areas agreed to at the WMO. SPREP duly undertook this task and in collaboration with the WMO, and the Bureau of Meteorology (Australia), produced the Strategic Action Plan for the Development of Meteorology in the Pacific Region (SDMP ). 18. As the SM19 will note, the current SDMP expires in The Secretariat thus proposes that a review of the SDMP ( ) take place with a view to launching an updated SDMP ( ) in This updated SDMP will essentially require a review of the SDMP to be undertaken. This will need to involve: a stock-take of achievements made against the goals and targets at the regional and national level of me teorological services; identifying, incorporating and addressing current and future areas of relevance to that the Pacific meteorology community such as national disaster planning and awareness, climate change and integrated disaster management; and responding to any Pacific Forum Leaders' decisions taken on regional weather services in their 2008 Forum meeting.

6 Page This review is scheduled to be undertaken the Secretariat's Work Programme. A key initial task will be securing resources to enable the Secretariat to carry out the necessary consultation (as well as drafting, publication etc) to deliver the review to a high standard. Discussion 20. The issues discussed above highlight the importance of this body of work for SPREP, the Secretariat and the Pacific Islands region. Recommendation 21. The Meeting is invited to: note and endorse the 12RMSD recommendations, in particular those directed to SPREP members via the Directors of their National Meteorological Services, as well as those directly involving the Secretariat. The SM19 is also invited to note and support the RMSD and its processes and welcome the new linkage between the WMO and the SPREP Secretariat in future agreement on joint activities and programmes in support of meteorological works in the PICTs. note and endorse the findings of the WMO-led mission to Fiji, in particular the noted concern of the urgent situation recruitment of meteorologists for the upcoming 2008/9 tropical cyclone season, and proposed solutions involving the seconding of SPREP/WMO Member meteorologists from their NMS to assist the FMS. note the decision(s) of the SIS Leaders on regional Met services, and that SPREP has been asked to continue to take the lead on this issue. endorse the proposed review of the Strategic Action Plan for the development of meteorology in the Pacific Region (SDMP) and the relevant activities as entered into the Secretariat s Work Programme and Budget July 2008
