2 Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions This ISR reflects findings for Sierra Leone project only, based on supervision mission held in Freetown on November 28=December 2. The Liberia WARCIP operation closed on September 30, 2016 and an interim ICR is being prepared. The implementation of WARCIP Sierra Leone has been Moderately Satisfactorily. The project has shown significant progress since the extension of the project on March 30, We note the implementation of the liberalization of the international gateway since April 1, 2016 and progress in several strategic procurements to provide technical assistance to NATCOM and extend the benefits of the ACE submarine cable capacity to targeted schools, universities and MDA s with high quality, high bandwidth internet access. The connectivity for school s and university project is particularly important to the achievement of the PDOs. Given the improvement in implementation pace, and signed contract commitments, the achievement of the project development objective and implementation performance of the project ratings are upgraded to Moderately Satisfactory (MS). However there remains a risk to the implementation performance rating if implementation of the connectivity of schools and universities are delayed or deemed unacceptable. The WARCIP project has advanced its connectivity objective, liberalized the international gateway, and international bandwidth prices are trending down, in Sierra Leone, as in the case of WARCIP Liberia, with support from the project, high-speed internet has arrived for the first time in Sierra Leone, through Africa Coast to Europe (ACE), an undersea internet cable. The arrival of ACE has displaced earlier use of costly and lower quality internet services in Sierra Leone provided by satellite. The project has supported the setup of SACAB, to manage day-to-day operations of ACE landing in Sierra Leone, and supported the development of updated sector legal and regulatory frameworks. Further impact can be registered in the sector if the remaining structural and systemic issues are addressed in future initiatives. A revised procurement plan and annual work plan 2016 have been completed which will support the PIU to achieve these final activities related to connectivity of schools and universities and NATCOM s strategic direction.
