2 Implementation Status and Key Decisions Bwebweiki Net Limited (BNL): BNL is a state owned entity set up by the Kiribati Government. Once fully established and operational BNL will oversee the management of the Project - MICTTD is overseeing management of the contracting and constructing component of the Project and is preparing a Business Plan. BNL has to: (a) negotiate and sign a Project Agreement with the World Bank. (b) negotiate and sign a Subsidiary Agreement with the Ministry of Finance and Economic Development (MFED) as the implementing entity for IDA grant funds. (c) sign the proposed Construction and Maintenance Agreement (C&MA) with Nauru and FSM counterparts. (d) register as operator, pay operator license fees and prepare a Reference Interconnection Offer (RIO) all to be endorsed by CCK. Regional Coordination: Kiribati, Nauru and FSM counterparts met in Honolulu (US) in Jan 22-26, 2018 to discuss next steps for EMC implementation. The following was discussed and endorsed: (a) MOU on technical, management and financial arrangements of the EMC system, now awaiting signature of participating Governments. (b) MOU will provide basis for the preparation/negotiation for the construction and maintenance agreement C&MA. (c) cable bidding documents to be prepared.
