2 Overall Risk Rating -- Moderate Implementation Status and Key Decisions The loan became effective on August 18, 2014, since then the two project cities (Harbin and Mudanjiang) have been working on the preparation of engineering design and bid documents. Both cities are expected to start construction in April/May 2015 after the cold season is over. In the coming months, both cities will complete technincal design and organize bidding for the 2015 construction and procurement program. Mudanjiang is already in the procurement process for clean-fuel buses. The current implementation plan, if fully executed, will put the project on track and ahead of projections.
