1 Hurricane Irma Operations Report 12:00 PM September 12, 2017 SCDOT Operations Mode: Recovery SEOC Operations Mode: OPCON1 Statewide Summary SCDOT currently responding to downed trees and continues to monitor weather conditions and impacts from Hurricane Irma. SCDOT will continue to coordinate with other emergency service providers. 1,703 Maintenance Employees Working in Response to Irma 141 Closures Due to Irma (See attached report) SCDOT Headquarters Fuel inventories at SCDOT facilities are being monitored and adjusted to ensure adequate supplies for hurricane response activities. Disaster recovery contractors have been put on notice for possible activation. Appropriate emergency service teams are active in the Emergency Management Division s State Emergency Operations Center (SEOC). Traffic Conditions Traffic Conditions Traffic congestion along interstate routes in impacted areas are being monitored. (I-77 SB from the NC Line to Columbia) - There is a significant increase in traffic volumes on SB I- 77. Volumes are 100% higher than historical values. (I 26 from Columbia to I-95) - Eastbound volumes are about 100% higher than normal. There is congestion around the I-26 / I-95 interchange with a heavy movement from I-26 east to I-95 south. (I-95 southbound from I-26 to the GA Line) - Volumes are about 150% higher than historical values. Travel speeds have been impacted. (I-95 southbound from NC Line to I-26) There is one lane closed on I-95 SB at mile marker 186 in Dillon County. This is an emergency lane closure that is necessary due to a culvert failure. This lane closure was required to shore up the road shoulder and will be removed as soon as possible to restore both lanes. 855-GO-SCDOT ( )

2 District Activities Maintenance crews are actively responding to storm impacts. See individual districts below for specific activities. District 1 Summary - All District 1 counties continued shift operations with 221 employees actively working. Crews have completed first push operations and are working on clearing debris from Right-of-Way. Inspectors are currently monitoring closed road sites to directly inform when utilities have been remedied and are ready for road clearing. Weather conditions are mostly cloudy skies with light winds. Most roads across the District are dry. District 2 Summary District 2 maintenance units are currently working 12 hour shifts. Currently District 2 is reporting that all downed trees reported and not entangled in utility lines have been removed from the roadway. District 2 Maintenance day shift currently has 212 workers on duty. Rest Areas along the interstates are being monitored for cleanliness and adequate supplies in anticipation of high traffic volumes to begin today. Weather is mostly cloudy and roads are beginning to dry out. Winds are currently light and variable across district two with forecast of 10 mph or less today. No reports of flooding in District 2. District 3 Summary District 3 has ended 24 hour staffing as of 8:00 am this morning. Counties will remain on 12 hour shifts each day, as needed to complete storm cleanup. Crews currently responding to downed trees and will move crews within the district as needed. District 3 currently has 162 employees working the storm. Weather currently is rain and wind gust mph. District 4 Summary All counties are continuing 12-hour shift operations. Day-shift crews are checking interstate, primary and secondary routes for any downed trees or hazardous conditions. Crews are clearing roadways and shoulders of any downed trees or debris discovered or reported. Three (3) Hurricane Assistance Plan crews (18 employees total) and two bridge inspectors are deployed in District Six. We also have five (5) maintenance assistance crews (29 employees total) prepared to deploy outside the state if necessary. A total of 191 employees are engaged in hurricane operations throughout the district. Skies are clearing and winds calming in all counties. No flooding issues reported. District 5 Summary Maintenance crews in all counties are removing debris from roadways and addressing drainage issues. Emergency repairs to a damaged culvert along southbound I-95 at mile marker 186 began this morning. Bridge inspection teams are inspecting bridges and culverts that were flooded in Horry and Georgetown Counties. Signal crews are repairing damaged traffic signals throughout the district. Three (3) maintenance assistance crews consisting of 19 employees have been deployed to District 6. District 5 has 305 maintenance employees currently engaged in maintenance operations. The weather has greatly improved, and we are experiencing sunny conditions. District 6 Summary All crews are working diligently to clear roadway and shoulders of debris, repair shoulders washouts, and monitor flooded roadways for receding or rising water. A few specific updates are as follows: Beaufort - US 21, Harbor River Bridge, MP 2.37 (currently being repaired) The Bridges to the Barrier Islands under Mandatory Evacuation have been inspected and cleared with the exception of US-21 (Harbor River Bridge). South bound lane open only. Repairs on the north bound roadway approach to the bridge are in progress and expected to be completed today. District 6 currently has 411 employees actively engaged in hurricane activities, Weather reported as partly cloudy across the district. District 7 Summary District 7 is transitioning today from 12 hour shifts for all county and district office staff to regular hour s tomorrow morning. All offices will remain staffed with one shift today until 5 PM. Maintenance units continue to respond to calls for downed trees, drainage issues, and 855-GO-SCDOT ( )

3 any road damage in the aftermath of Hurricane Irma. Tonight, on-call staff will be checking for power line repairs completed that enable trees to be removed from roads and reopening. Rain has ended and winds have decreased generally to around 10 MPH or less. Maintenance field units have 191 employees working, while the District Office has about 10 employees actively working for a total of 201. All counties report normal and drying conditions with light winds. There is a precautionary closure on S-39, Boiling Springs. in Barnwell Co. involving a pond dam. DHEC is currently monitoring. Other Modes of Transportation - Amtrak has temporarily cancelled the Silver and Palmetto intercity passenger rail services through South Carolina through September 13. This impacts service in the central and eastern parts of the state. The Crescent service through the Upstate retuned to operations today (September 12). Lowcountry RTA, serving Allendale, Beaufort, Colleton, Hampton and Jasper counties and the municipalities of Bluffton and Hilton Head, is focused on returning evacuees from local shelters to their homes today, September 12, and will resume full operations September 13. All other public transit services have reported normal operations with minimal impacts related to road closures or impediments. Class I railroads (CSX and Norfolk Southern) report that recovery efforts are underway to restore service to areas impacted by Hurricane Irma. The railroads are removing trees from the tracks and assessing overall track conditions, and routes are being restored to service as it is safe to do so. Regional flooding and power outages continue to affect the areas impacted by the storm. Palmetto Railways has resumed operations and service. South Carolina Ports Authority reports that the Port of Charleston has resumed full operations without restriction, and all other terminals and offices are also observing normal operational hours. Hilton Head Airport is expected to reopen on September 13. All other airports report as fully open and operational. Movable Bridge Status: All moveable bridges are open to Inter-coastal marine traffic. Customer Service - The SCDOT Customer Service Center (CSC) will be open 24 hours throughout this event o Since moving to 24 hour operations on Friday morning, the CSC has answered 1,417 calls related to Hurricane Irma. o Callers continue to get a live agent within 10 seconds or less. o Most calls are related to road and traffic conditions Motorists are encouraged to use SCDOT s 511 mobile app or to call 511 for current travel conditions Hurricane Irma Resources South Carolina Hurricane Guide: SCDOT Storm Resources and Closures: Updates of activities will be reported through SCDOT s Twitter and Facebook accounts.
