4 Introduction The objective of this manual is to train staff on how to respond to a severe storm event in a timely, effective and efficient manner while ensuring their safety. This province regularly experiences intense weather generated out of every day atmospheric activity. These intense weather systems have the ability to strike suddenly and without warning. The City of Saskatoon designs the storm sewer system for a storm intensity, which on average only occurs once in 2 years. The chance of a storm producing flooding (i.e. the storm sewer system has failed) can be estimated at 1 in 3 years. Procedural Overview Central Dispatch will contact the Manager On Call (Public Works) if there are reports of flooding. If required additional dispatch staff will be deployed. The Manager On Call (Public Works) will contact the Meteorological Services to advise them of the situation, to request the technical cause of event and a forecast regarding possible intensification of event. Staff must be deployed to the reported flooded locations and the known dangerous flooding locations. The staff responding to the flooding will communicate the conditions at flooded locations to the Manager On Call (Public Works). Flooded intersections, especially those with manhole lids off must be closed to traffic and monitored as often as possible until flooding subsides. Flooded intersection(s) must not be entered unless it is absolutely necessary. All Staff must take care and exercise extreme caution on streets and intersections and must wear the personal protective equipment required. The Manager On Call (Public Works) will approve requests for extra staff and equipment. If it is suspected that some one has fallen into the storm sewer, Fire and Protective Services must be notified immediately. After the immediate flooding safety concerns have been met, action must be taken to rectify any deficiencies caused by the flooding. Requests for staff and equipment should go through Central Dispatch to the Manager On Call (Public Works). The Manager On Call (Public Works) will organize remediation activities. A Preliminary Flood Response Form must be filled out for each flooded location. A staff member shall be appointed to facilitate follow up activities. Ensure all complaints, claims and paperwork is directed to the appointed staff member. The appointed staff member investigates the causes of flooding for each complaint and claim if required, organizes the data gathered during the storm event and completes required paper work. The appointed staff member updates the flood location tables and map, prepares a summary table of claims, complaints and other relevant data and forwards and/or files all information appropriately. The appointed staff member reviews the overall response to the storm event, determines if all emergency needs were met and identifies and requests resources that may be required to better respond to the future storm events. The appointed staff member updates the storm response procedure. All locations of flooding and/or manhole lids were blown off must be added to the Severe Storm Response Dangerous Intersections List. Copies of the Preliminary Flood Response Form must be forwarded to the Municipal Engineering, Planning and Design Manager or designate. 1

5 Method and Techniques For the safety of people and property, Environment Canada issues severe weather warnings, watches and advisories to the public via the media, weather outlets and Weather-radio Canada. Figure 1 - Weather Warning A WEATHER WATCH alerts you that conditions are favourable for the development of severe weather. Watch the skies and listen for updated watches and possibly weather warnings. Figure 2 - Storm Radar Image 2

6 A WEATHER WARNING alerts you that severe weather is occurring or that hazardous weather is highly probable. Figure 3 - Thunder Storm Severe thunderstorm or tornado warnings may be issued less than one hour in advance. Other weather warnings may be issued six to twelve hours in advance. 7 A WEATHER ADVISORY means actual or expected weather conditions may cause a general inconvenience or concern, but do not pose a serious enough threat to warrant a weather warning. Figure 5 - Light Rain An advisory may also be used when conditions show signs of becoming favourable for severe weather, but the situation is not definite enough or too far in the future to justify a warning. 8 Storm Event Most rainfall events do not produce enough rain to cause flooding. Unless flooding begins to occur, action should not be taken. Figure 7 - Rainfall During any rainfall, city employees should be alert to weather changes and the possibility of flooding. If the rainfall intensity increases dramatically, the section on confirmed flooding should be reviewed. Figure 8 - Heavy rain 5

9 On confirmation of a severe storm event, a Public Works Manager should contact the meteorological services (Environment Canada or The Weather Network ) to: advise of the situation; determine technical cause of event; and request a forecast regarding possible intensification of event. Figure 9 - Weather In a heavy rainfall the supervisory staff will make the decision whether to send staff to check on the areas prone to flooding. Figure 10 - Heavy Rain 6

10 If staff is sent to check for flooding the applicable manager should be notified. Central Dispatch should be notified of all flooded locations. Figure 11 - Flooded Intersection If Central Dispatch is alerted to a possible flooded location by, the general public, a City of Saskatoon staff member must be sent to investigate. 11 During heavy rains and hail, visibility will be reduced. Care must be taken when driving and working in traffic. Figure 13 - Driving in Heavy rain With heavy rain, land slippage may be a concern. Keep away from steep slopes and retaining walls during severe storms. Figure 14 - Landslide 8

12 Report any land slippage to Central Dispatch or if it is on private property, to the property owner. Figure 15 - Landslide While the City employee travels to the possible flooded location, they must look out for broken trees blocking traffic. If broken trees are found, Central Dispatch must be notified. Figure 16 - Tree Blocking Roadway 9

13 Broken trees may prevent road access to emergency vehicles and personnel. Plans should be made to cut the trees and clear debris from the road as soon as possible. 14 Both the 19 th St. & Idylwyld Dr. and the Circle Dr. & Idylwyld Dr. underpasses should be closely monitored or closed. Figure 19 - Flooded Underpass The Utility Services Department, wastewater treatment plant control room, has monitors for the Circle Dr and Idylwyld Dr. underpass lift station. If any flooding is observed the treatment plant control room must be notified. Figure 20 - COS Wastewater Treatment Plant 11

15 Fire and Protective Services and Police Services should be notified if flooding is observed at any of the underpasses. Figure 21 - Flooded Underpass Flooded intersections should be closed to traffic and monitored until the flooding has subsided. Figure 22 - Road Closed 12

16 Flooded intersections may contain hidden hazards such as open manholes. In severe storm events the storm sewer system may surcharge and push the manhole lid off. Figure 23 - Manhole It is difficult to see an open manhole in a flooded intersection; therefore people may inadvertently step or drive into one. Figure 24 - Flooded Road 13

17 It is next to impossible to rescue someone from the storm sewer system. If an individual falls into an open manhole during a rainstorm, they will most likely drown before they can be rescued. Figure 25 - Storm Water Overflow It is extremely important that intersections that may or do have manhole lids off are closed to all traffic. Figure 26 - Diverting Traffic 14

18 The Sign Shop, or Police Services, can assist in closing an intersection. Central Dispatch will forward the requests for assistance. Figure 27 - Police Closing a Road If staff are unable to contact Central Dispatch, they are encouraged to contact whomever they need for assistance. Figure 28 - Installing Sandbags 15

19 Staff must stay at the flooded intersection to stop pedestrians and monitor the flooding until the appropriate road closure has been erected. Figure 29 - Storm Damage to Power Line Rehabilitation and Recovery After the immediate flooding safety concerns have been met, action should be taken to rectify any problems caused by the flooding. 20 If the flooding is due to a blockage, the storm sewer may require flushing. Figure 31 - Blocked Storm Sewer Sewer Vac-trucks may be required to clear debris from catch basins and catch basin leads. Figure 32 Vac-Truck 17

21 Sweeper trucks will be required to remove debris from flooded streets. Figure 33 - Street Sweeper The Parks Branch will remove broken trees and tree branches. Requests for broken tree removal should go through Central Dispatch. Figure 34 - Wood Chipper 18

22 Electrical Systems Branch or SaskPower will repair broken and downed power lights/lines. Figure 35 - Repairing Power Requests for equipment and staff should go through Central Dispatch and have the approval of a Manager and/or Supervisor. Figure 36 - Approval 19

23 Documentation The job number and the location number for that specific storm must be used for all activities required due to the storm event. 25 Follow Up The Public Works Manager(s) and applicable staff will arrange a meeting and appoint a staff member to facilitate all follow up activities for this particular storm. Depending on the severity of the storm the appointed staff member may need to fully investigate the storm event or simply record flooded locations. 26 The appointed staff member would have all complaints, claims and paper work directed to them. If no paperwork is forthcoming, they may need to talk to the Central Dispatch staff and the Roadways Section s Superintendents to get information on any flooding. 28 The location number used during the storm event must be closed after all remediation activities are complete. A new location number must be initiated. The location numbering is modified as shown in Figure 46 - Location Numbering The staff member appointed to facilitate follow up activities will close the old location number and open a new one Year 2004 Number of Storm Events in the Given Year Figure 46 - Location Numbering Review The Staff member appointed to facilitate all follow up activities shall also review the over all response to the storm event.
