1 Hurricane Matthew Status of Operations 6:00 AM October 14, 2016 Statewide Summary All interstates are open. Districts are finishing the removal of downed trees and debris from roads and are transitioning to repair activities. There are 17 maintenance crews from the upstate and midlands assisting Districts 5 and 6 with road clearing and repair activities. Additional crews are available if needed. 12 sign crews from the upstate and midlands have been dispatched to the hardest hit areas of District Five and 3 sign crews have been dispatched to District Six to begin replacing damaged and missing signs. SCDOT and contract signal crews are working to repair traffic signal systems, however, some signals are still not functional due to lingering power outages. SCDOT Bridge Inspectors are also working to assess conditions such as scour and support structures for damage. Closed bridges are re-opened to traffic only after Bridge Inspection teams have performed a thorough inspection. Damage assessment teams have begun to review infrastructure damage and prepare estimates and quantities necessary to effect repairs using in-house and contractor forces. The movable bridges on the Intercoastal Waterway in Beaufort, Charleston, and Horry Counties are available to open to marine traffic. Due to ongoing flooding and areas that have not been assessed, motorists are urged to travel with extreme caution until waters recede and roads are cleared. Conditions are still hazardous with the possibility of trees, debris, and downed power lines blocking roads. Power outages are widespread in the hardest hit areas. 855-GO-SCDOT ( )

2 1,606 Maintenance Employees Working in Response to Matthew 155 / 27 / Bridge Closures Due to Matthew - as of 9 PM Oct. 13, 2016 Some road closures have yet to be identified. The chart below represents the number of road and bridge closures recorded each day. Engineering District 1 (Kershaw, Lee, Lexington, Richland, and Sumter Counties) 268 Employees Actively Working. 13 s closed due to flooding and trees from Hurricane Matthew. Conditions: Weather conditions are sunny with light winds. s are dry. Staffing: Crews are working in Lee County and Sumter County clearing roads, with multiple crews from other counties assisting. One 2-person sign crew (Kershaw) deployed to Beaufort County for the rest of the week. One 4-person signal crew (District) deployed to Horry County for the rest of the week. One 2-person sign crew (Lexington) deployed to Marion County through Sunday. One 2-person sign crew (Richland) deployed to Marion County through Sunday. 855-GO-SCDOT ( )

3 Closures: 13 road closures caused by this storm event at this time. All roads remaining that are closed because of trees have power lines in them and require utility company coordination. One evacuation route, SC-261 in Sumter County is still partially closed because of trees with power lines but is passable. There are 2 primary routes still closed SC 261 (above), SC-403 (Power lines) in Sumter County. SC-154 in Sumter County has been opened. Engineering District 2 (Abbeville, Anderson, Edgefield, Greenwood, Laurens, McCormick, Newberry, and Saluda Counties) There are 3 crews working in District 6 repairing washouts in Jasper County. They are expected to finish this work tomorrow. There are 2 2 man sign crews deployed to District 5 working in Horry County. All Counties in District 2 are on On-Call Status at this time. Conditions: Pt. Cloudy with light winds Staffing: We have 14 Maint. crews in the district ready to deploy if necessary for hurricane assistance. We have 4-2 man teams on standby to deploy as Preliminary Damage Identification Teams where needed. The District Signal crew is on standby ready to deploy if needed. Closures: None Engineering District 3 (Greenville, Oconee, Pickens, and Spartanburg Counties) District 3 is currently at normal operations. Six 2-man sign crews have been deployed to District 5 to assist with the repair of damaged signs and the installation of missing signs. Assistance crews are standing by for deployment to the coastal counties if necessary. District Signal Crews have inventoried available traffic signal equipment and are preparing to deploy for post storm inspections and repairs of traffic signals as necessary. Conditions: Conditions are normal. Staffing: All counties are at normal operations with on-call crews handling issues as normal. Closures: None Engineering District 4 (Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, and York Counties) All county offices are back to normal operations with the exception of deployment crews. There are currently 7 crews deployed (total personnel 48 employees) to District 5 until Friday, at which time relief crews will be sent (total personnel 47 employees) so the originally deployment crews will get weekend rest before returning on Monday October 17 th. Conditions: Clear and sunny in all counties. Staffing: All counties and district office under normal operations. No afterhours staffing. Closures: One closure in Chesterfield County due to Repairing with in-house crews. Materials for repair have been ordered. 855-GO-SCDOT ( )

4 Engineering District 5 (Darlington, Dillon, Florence, Georgetown, Horry, Marion, Marlboro, and Williamsburg Counties) Maintenance Units in District 5 are almost complete with first push operations and continue the installation of barricades and signage on routes that have been damaged. Darlington, Florence, and Marlboro Counties have started repairing damaged locations with their in-house crews. Construction personnel are continuing to perform assessments of routes for damages. Signal crews continue repairing damaged traffic signals. Signal crews, bridge inspection teams, and maintenance crews from multiple Districts are assisting with recovery operations. Conditions: Several roads in Dillon, Georgetown, Horry, and Marion remain impassable due to flooding. Crews in all counties continue to open roads when flooding subsides and as trees are cleared. We are monitoring the level of the Waccamaw River at SC-9 in Horry County overnight and are prepared to close the southbound lanes if necessary. We also continue monitoring the level of the Little Pee Dee River at US-501 and US-378. Staffing: The District Office and all counties are operating on 12-hour shifts. At this time, there are 402 maintenance employees and 45 construction employees engaged in storm response activities. Closures: There are 17 closures on primary routes in District 5. Four primary routes were open to traffic today and one primary route was closed. The primary routes that have closures are as follows: Dillon: US-301, US-501, SC-9, SC-41, SC-57 Florence: US-76 Horry: US-76, US-701, SC-9, SC-905 Marion: US-76, US-501, SC-9, SC-41 Williamsburg: SC-41 Engineering District 6 (Beaufort, Berkeley, Charleston, Colleton, Dorchester, and Jasper Counties) All crews are working diligently to clear roadways of debris, repair infrastructure, and monitor flooded roadways for receding or rising water. Several roads in rural areas are still closed due to power lines being down or flooding. A few specific updates are as follows: 1. Beaufort and Berkeley have completed the road closed list and are repairing infrastructure. 2. Beaufort County has now requested to manage debris contract. Charleston County began debris removal with their contractor. 3. Dorchester County debris contractor awaiting certification to commence cleanup operations. 4. Edisto River rising causing flooding on Norther part of Parkers Ferry 5. One Bridge closures in D6 Sullivan s Landing (S-137) Approach wash out 6. National Guard crews completed clearing three lanes of Palmetto Blvd. on Edisto Beach for complete length of road. Guard crews working day and part of the night. 7. Banks Construction started repairs on SC 642. Conditions: Conditions are normal. Staffing: 434 employees working 855-GO-SCDOT ( )

5 Three crews from District 2 are helping Jasper County recovery efforts. One (1) sign crew from York county worked in Jasper today. Other crews returned to home counties. Closures: There are currently 24 reported road closures in District 6 due to Hurricane Matthew. There are currently 5 primary road closures Beaufort None Berkeley - None Charleston Colleton Dorchester Jasper SC 45, should be open tomorrow SC 165 will complete tomorrow SC 174 NG removing sand SC 642 (1 lane closed) contractor started today US 17 one lane drained expect open tomorrow no washouts noted Engineering District 7 (Aiken, Allendale, Bamberg, Barnwell, Calhoun, Clarendon, Hampton, and Orangeburg Counties) District 7 interstate routes are clear. All District 7 evacuation routes are clear. All other routes have been assessed. Crews are picking up debris and repairing washouts to get roads open. Conditions: Currently conditions are clear. Staffing: 365 employees are actively working. Shifts for Maintenance units are from 7 am to 7pm and skeleton crews from 7 pm to 7 am. Aiken, Allendale, Bamberg, and Barnwell counties are staffed with on-call foreman from 7 pm to 7 am. District Office staff is back on normal hours. Closures: 12 road closures due to Hurricane Matthew at this time. Traffic Management Center The State Traffic Management Center is staffed and operational 24 hours a day. Regional Traffic Management Centers are also operational in Greenville and Rock Hill. The State Highway Emergency Patrol (SHEP) is operating state wide, where safe conditions allow. Customer Service Center Call center is operational from 6:00 AM to 11:00 PM. 1,583 calls were received between midnight and 8:00 PM Tuesday, October 13. Charleston Still 1 higher than normal - Cooper at Ports Authority Still 0.5 higher than normal - Wando at Wando Still 0.5 higher than normal - Wando at US-526 No report, gage is out Other Modes of Transportation Freight Rail CSX (Class I) CSX is continuing to evaluate and repair the A and S lines line that run from Florida up the east coast through Washington, D.C. Large areas of the system are still impacted, particularly south and east of Columbia. The A-Line (I-95 corridor) runs through Florence, Lake City, Kingstree, Charleston and Yemassee, and is expected back in service within two days. This includes the Charleston and South End subdivisions in SC. The S line runs through Cheraw, Camden, Columbia, Denmark and Hardeeville. The following subdivisions are still undergoing evaluations and repairs and will be out of service for a longer period of time, with no ETA at this time: 855-GO-SCDOT ( )

7 Andrews subdivision, between Andrews and Dillon Columbia subdivision, between Columbia and Fairfax Creston subdivision, between Creston and Holly Hill Eastover subdivision, between Columbia and Sumter Georgetown subdivision, between Andrews and Georgetown Orangeburg subdivision, between Sumter and Orangeburg Lane subdivision, between Sumter and Florence The rest of the CSX network in SC is operating normally. R.J. Corman (Shortline - Marion and Horry Counties) During their assessment, 20 washouts, flooded for 12 miles, one Locomotive stuck in Nichols. They are looking at a timeline of 4 weeks to be running again. Passenger Rail Amtrak has cancelled service on routes through SC that use the CSX mainline. These include all Silver Star, Silver Meteor, and Palmetto services in the state, with impacts to stations in Camden, Columbia, Denmark, Dillon, Florence, Kingstree, Charleston, and Yemassee. There is no ETA at this time on resumption of service. Services using the Norfolk Southern mainline with stations in Spartanburg, Greenville and Clemson are not impacted and are operating. Public Transit All public transit systems are now running regular service, with Coastal RTA (Myrtle Beach) and PDRTA (Florence) modifying some routes due to local conditions.
