1 Hurricane Matthew Status of Operations As of 4:00 PM October 8, 2016 Statewide Summary The greatest impact from Hurricane Matthew is below I-20 and east of I- 95. The center of Hurricane Matthew is near North Myrtle Beach. This system has weakened to a minimal hurricane. Wind speeds in the Myrtle Beach Area vary from 30 mph up to gusts of 45 mph. SCDOT is responding to impacts from Hurricane Matthew. Crews are assessing damages and are removing downed trees from roadways in District 1, 4, 5, 6 and 7. At least 60 maintenance crews in the upstate and midlands will deploy tomorrow morning as necessary to assist with road clearing in Districts 5 and 6. The southern section of I-95 is closed due to flooding and downed trees. Due to flooding and high wind conditions, motorist are urged to avoid travel until conditions improve and road crews clear roads. Conditions are still hazardous now with the possibility of trees and debris blocking roads. Power outages are widespread from the midlands to the coast of the state with many lines across roads. 1,099 Maintenance Employees Working in Response to Matthew 306 / 10 / Bridge Closures Due to Matthew - observed as of 4PM Some road closures have yet to be identified Engineering District 1 (Kershaw, Lee, Lexington, Richland, and Sumter Counties) All counties crews are actively responding to downed trees, flooded roads, etc. 18 Maintenance crews are prepped, the Bridge Inspection Team, and 6 signal techs have been identified and will be ready to provide assistance to Coastal areas. The 8 two-person teams have been identified and briefed for Wave-1 duties. Conditions: Weather conditions are light rain and moderate wind. s are wet with standing water. 855-GO-SCDOT ( )

2 Staffing: There are 303 Employees actively working Hurricane Matthew. Designated District staff are on duty 24/7 in 12-hour shifts. Closures: 244 road closures caused by flooding and downed trees from Hurricane Matthew. Engineering District 2 (Abbeville, Anderson, Edgefield, Greenwood, Laurens, McCormick, Newberry, and Saluda Counties) Engineering District 3 (Greenville, Oconee, Pickens, and Spartanburg Counties) Districts 2 and 3 are currently at normal operations and continue to monitor the forecast. Plans have been made to provide 53 assistance crews to the coastal counties after the storm, if necessary. These districts are preparing equipment for possible recovery assistance along the coast. Crew and equipment assignments for initial response as well as a second group of crews to relieve the initial response team have been established. District Signal Crews have inventoried available traffic signal material and preparing to deploy for post storm inspections and repairs of traffic signals as necessary. Conditions: Conditions are normal throughout the District 2 and 3. Staffing: All counties are at normal operations with on-call crews handling issues as normal. Closures: No road closures. Engineering District 4 (Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, and York Counties) All Units is District 4 are currently assessing damage and clearing trees from the highway system, and all counties began 12-hour shift operations at 8:00 AM today. Our deployment crews are currently prepared to depart for District 5 at 7:00 AM tomorrow to assist in clearing roadways. In addition our Bridge Inspection team is currently doing assessments in the eastern side of the district but will deploy to District 5 in the morning. Conditions: Rain has stopped in Cherokee,Chester and Union Counties with clearing beginning. Light rain in Fairfield, Lancaster, Chesterfield and York with light to moderate wind. Staffing: 82 employees actively working. York has deployed an assistance crew to Chesterfield and all counties are responding to downed trees. Closures: 6 road closures in District 4 (Fairfield and Chesterfield Counties) from downed trees. Crews are acitivley working to clear the areas. Engineering District 5 (Darlington, Dillon, Florence, Georgetown, Horry, Marion, Marlboro, and Williamsburg Counties) Maintenance Units in District 5 are monitoring road conditions, removing downed trees from the roadway, and closing roads when necessary due to flooding or damage. Construction personnel are assisting maintenance units and preparing for post storm damage assessments. The Signal Shop is continuing preparations for post storm inspections of and repairs to traffic signals that may be damaged during the storm. Conditions: Heavy rain and wind gusts are present throughout District 5. Horry and Marion are reporting the largest rainfall amounts so far with amounts nearing 10 in most locations. 3 Staffing: 277 maintenance employees and 25 construction employees engaged in storm response adctivities. 12-hour shifts began this morning at 0700 for all counties. Closures: Rainfall from Hurricane Matthew has resulted in 19 road closures in District 5 so far. Engineering District 6 (Beaufort, Berkeley, Charleston, Colleton, Dorchester, and Jasper Counties) The recovery effort has begun in Jasper and Beaufort Counties. Crews are assessing the damage and clearing debris from major routes where possible. Wind gusts are still preventing full-scale assessments in other counties. Conditions: Wind gusts are less frequent, but still high. Periods of rain are less frequent and lower intensity. Wind sensors are not functioning on the Ravenel or Don Holt bridges to report wind speeds. Staffing: 210 District 6 staff working. District 2 crews are reporting to the area today to begin helping with assessments and recovery on Sunday morning. Closures: There are currently 123 reported road closures in District 6 due to Hurricane Matthew. Several more road closures are in the process of being entered into ITMS. Engineering District 7 (Aiken, Allendale, Bamberg, Barnwell, Calhoun, Clarendon, Hampton, and Orangeburg Counties) Crews are assessing damage on Interstates and evacuation routes on primary roads. Removing downed trees from roadways when possible. Conditions: Currently conditions are overcast with a slight breeze and sptty rain. Staffing: 227 employees actively working. Closures: 1 road closure due to Hurricane Matthew at this time. Traffic Management Center The State Traffic Management Center is staffed and operational 24 hours a day. Regional Traffic Management Centers are also operational in Greenville and Rock Hill. The State Highway Emergency Patrol (SHEP) is operating state wide, where safe conditions allow, with additional units deployed to the coastal region. Customer Service Center The call center is operating on rotating shifts for 24 hours. They received 1,960 calls on 10/8/16.
