FEMA, NOAA Owner/Operator(s) Involved: TBD Incident Location: Atlantic Ocean Reported Cause of Incident: Formation of Tropical Cyclone System On Scene Agencies: TBD Source of Information: NOAA, IP Region II, IP Region IV Incident Summary: As of 2000 EDT on 08 Sep, the National Hurricane Center (NHC) reported Hurricane Irma was located approximately 315 miles southeast of Miami, FL, with maximum sustained winds of 155 mph and moving west at 12 mph. This motion is expected to continue for the next day or two with a decrease in forward speed. A turn toward the northwest is expected by late Saturday. On the forecast track, the eye of Irma should continue to move near the north coast of Cuba and the central Bahamas tonight and Saturday, and be near the Florida Keys and the southern Florida peninsula Sunday morning. Some fluctuations in intensity are likely to continue during the next day or two. Irma is expected to remain a powerful hurricane as it approaches Florida. Hurricane-force winds extend outward up to 70 miles from the center and tropicalstorm-force winds extend outward up to 185 miles. Watches and Warnings The Hurricane Warning has been extended northward for east coast of Florida to Sebastian Inlet, and along the west coast of the peninsula northward to Anna Maria Island The Hurricane Watch has been extended northward along the west coast of Florida to Suwannee River A Storm Surge Watch has been issued north of Venice to the Anclote River, including Tampa Bay, and from Ponce Inlet to the Flagler/Volusia County Line A Tropical Storm Warning is in effect for Cuban provinces of Guantanamo, Holguin, and Las Tunas distribution, questions, or comments to the NICC via telephone or . 1

2 At 2030 EDT on 08 Sep, the Department of Homeland Security/Office of Cyber and Infrastructure Analysis (OCIA) reports rain, storm surge inundation, and wind generated by Hurricane Irma are expected to produce medium to high local impacts to critical infrastructure across the State of Florida. All areas experiencing heavy rainfall from Hurricane Irma will experience a risk of flooding and flash flooding. Substantial physical damage to the Port of Miami is highly likely, with recovery potentially taking weeks to months, producing short-term national impacts. Based on 1100 EDT, September 8, 2017 National Oceanographic and Atmospheric Administration (NOAA) projections, local and regional impacts to Florida will be due to storm surge inundation, flooding businesses and residences, and produce widespread damage to critical infrastructure sectors in the area. High-speed winds will disrupt segments of power distribution systems, as well as damage physical structures which will further delay recovery. Infrastructure Protection (IP) - Region II and Region IV: IP Region II and Region IV personnel continue to provide situational awareness reporting and conduct outreach with Federal, state, and local partners Energy (Electricity) As of 1715 EDT on 08 Sep, data from the Department of Energy s (DOE) Environment for Analysis of Geo-Located Energy Information (EAGLE-I) indicated minimal customers without power in Florida. Florida Power and Light (FPL) expects 4.1 million of their customers to lose power, and has 13,500 mutual aid personnel on standby to aid restoration efforts. Georgia Power will not be preemptively cutting power to any of their service areas, including those areas with evacuation orders. As of 1115 EDT on 08 Sep, the Puerto Rico Electric Power Authority (PREPA) reported 870,403 customers without power. This is a decrease of almost 13% from previous reporting. The U.S. Virgin Island Water and Power Authority (WAPA) reported that all customers on the islands of St. Thomas, which is approximately 19,580 customers are without power and St. John has approximately 2,890 without power. 3 As of 1400 EDT on 08 Sep, six refineries in the Gulf Coast region were shut down. Five refineries are in the process of restarting after being shut down. At least five refineries in the Gulf Coast region were operating at reduced rates. Nuclear Reactors, Material and Waste As of 1600 EDT on 08 Sep, DOE reports they remain in contact with the Nuclear Regulatory Commission (NRC) regarding nuclear generating facilities that may be impacted by Irma. The NRC is positioning additional on-site inspectors at the two plants in Florida and is considering sending inspectors to plants in Georgia and South Carolina should the track of the storm indicate they be needed. On 08 Sep, the NRC reported the Turkey Point nuclear plant (Units 3 and 4) in Homestead, FL and the Saint Lucie nuclear plant (Units 1 and 2) in Jensen Beach, FL both declared Unusual Events due to Hurricane Warnings in their respective areas. Transportation Systems (Aviation) As of 08 Sep, the Federal Aviation Administration Air Traffic Control System Command Center Airport Status site reports the Daytona Beach Airport passenger terminal will close 1800 EDT on 09 Sep, Key West Commercial flights halted as of evening on 07 Sep, and Fort Lauderdale Airport will close through 10 Sep. Gainesville, Jacksonville, Melbourne, and Miami airports have not halted flights, though there will be many cancellations. (Maritime Transportation) As of 1200 EDT on 08 Sep, IP Region II PSA reports U.S. Coast Guard (USCG) Sector San Juan, Puerto Rico (PR) opened the Red Hook Ferry Terminal, St. Thomas & Cruz Bay Ferry Terminal, St. John, U.S. Virgin Islands (USVI), but only for emergency services, and supplies to the St. John medical/critical concerns. As of 1700 EDT on 06 Sep, FEMA National Response Coordination Center (NRCC) is reporting all Puerto Rico and US Virgin Islands ports will remain closed. All Key West and Miami area port facilities and vessels are required to make plans and preparations for storm evasion or to shelter in place; all vessels without approval to remain in port will be required to depart and all facilities will be required to submit a facility readiness survey. Activations FEMA National Response Coordination Center is activated at Level I (24/7 operations) and has assumed primary incident support, coordinating and reporting responsibilities. National IMAT East-1 is staging in Atlanta, GA FEMA Region I RRCC is at Level III (day shift only).
