1 SITUATION REPORT # 7 NEW JERSEY STATE EMERGENCY OPERATIONS CENTER October 29, 2012, 8:00 A.M. A. CURRENT SYNOPSIS: The NJ ROIC and NJOEM are responding to the onset of Tropical force winds from Hurricane Sandy. The NJ ROIC and NJOEM operational level is currently at a Level 4 as of 6:00 p.m. October 28, NJOEM will provide situational awareness reports to the State, County, Local and allied agencies throughout the event. The Governor declared a statewide State of Emergency at 11:30 A.M., October 27, Governor Chris Christie today authorized the closure of all State Offices for Monday, October 29, 2012, due to the impending impact of Hurricane Sandy and dangerous weather conditions. Federal Emergency Management Agency (FEMA) has announced the State of New Jersey has received a Pre-Landfall federal emergency declaration (EM- 3354) to supplement state and local response efforts due to the emergency conditions resulting from Hurricane Sandy. B. INCIDENTS Road Conditions: Road conditions are wet with areas of standing water and flash flooding. Road Closures: *** ONGOING FULL CLOSURE: 1 ***

3 US 22 Westbound, West of Hillside Av, (MM57.9), Hillside Twp, right lane closed - Downed tree CLEARED INCIDENT(S) TYPE SUMMARY Accident 14 Accident and Overturned vehicle 1 Accident investigation 2 Disabled vehicle 2 Downed tree 5 Flooding 2 Fuel spill and Jack-knifed tractor trailer 1 Traffic Signal Down 1 Truck fire 1 Vehicle spun out 1 Weather related 2 *** TOTAL INCIDENTS FOR THIS EVENT: 30 *** North - Cloudy Central - Light Rain South - Light Rain Mass Transit: All PATH trains ceased rail service at Midnight on October 29, Restoration of service will be announced at a later date. All NJ Transit operations have been suspended, all stations are closed. Atlantic City Airport ceased scheduled flight operations at 11:30 p.m, October 28, As of 1200 a.m. PANYNJ reports the George Washington Bridge, Goethels Bridge, Lincoln Tunnel, Holland Tunnel, and Outerbridge Crossing (all bridges and tunnels) in both directions are subject to closures at anytime due to weather. B. RESOURCES DEPLOYED/REQUESTED To date OEM is managing 70 resource requests EMAC request #315-RR-1002 was made for 25 ALS and 50 BLS ambulances.. The only state addressing this request is Indiana with 2 teams consisting of 24 ambulances. At this time15 ambulances have been delivered with 9 more en-
4 route. Responding assets are reporting to the Anthony Canale Training Academy in Egg Harbor, NJ. FEMA has pre-staged an ALPHA Initial Response Resource (IRR) Package with an additional 54 generator units at the Joint Base MDL at Lakehurst to support FEMA Regions 2 and 3 in the event they are needed. Additionally, FEMA Region 7 has provided an IMAT Team and the USACE is supplying 4 power SME s to assist the State. D. ACTIVITIES At 4:00 p.m. on October 28 evacuation of all residents of the barrier islands in Cape May, Atlantic, and Ocean Counties was conducted as per the Governor s mandatory evacuation order. Access to the barrier islands is being enforced by County and Municipal law enforcement personnel. At 0800 hours, October 29, 2012, all barrier island police agencies were contacted and reported no evacuation issues. Tolls suspended from 6:00 a.m. hours on October 28, 2012 for: Atlantic City Expressway Westbound for the entire length of the roadway. Garden State Parkway Northbound between Cape May and the Driscoll Bridge also have been suspended. State/Allied Agencies: NJ DOC, NJDEP, NJ DHS, NJDHSS, NJBPU, NJDOT, NJDMVA, NJDFS, Agriculture, NJ OHSP, US Coast Guard, NJ Transit, US ACE, ARC, Salvation Army and FEMA are currently staffing the SEOC. ESF leads and allied agencies are engaged in response to Hurricane Sandy. ESFs: During the current operational period, the SEOC staff met with the ESF representatives in the SEOC support room. The ESF representatives advised there were no concerns, needs or requests at this time.
