1 Minutes of a Meeting of Headbourne Worthy Parish Council Held on Monday 14 th January 2019 At Church Rooms, St Mary s Church, Kings Worthy clerk@ headbourneworthy.org.uk Chair: Cllr Clark-Smith Clerk: Belinda Baker Present: Cllrs C Clark-Smith, (Chair) C Duncan, G Vigor-Robertson, G Macpherson D. Barrow County/City Cllr J Porter (attending late) Apologies: Cllrs C Welland, J Rutter Clerk: Belinda Baker and Jill Judge Public attendance: Three C/18/069 C/18/070 C/18/071 C/18/072 Apologies & Welcome Apologies were received and accepted from Cllr Welland and Cllr Rutter. New clerk, Belinda Baker, was welcomed. A period of handover was being completed until the end of January. To receive declarations of pecuniary interests (DPIs) and other significant interests from members concerning specific items on the agenda Cllr Macpherson is a church warden at St. Swithun s Church, ref item 12c. Public Participation The meeting was attended by 3 members of the public, one of whom is the chair of the Kings Barton residence association. City and County Councillors reports Attention was drawn to the reports which had been circulated by prior to the meeting. C/18/073 Minutes of Meeting of 12 th November 2018 a. To approve and sign the minutes The minutes were signed and agreed as a true record of the meeting. b. To deal with matters not arising not on the agenda All matters were covered by the agenda C/18/074 Kings Barton a. Update on meeting on 14 th January with WCC to discuss Community Governance Review to increase number of Headbourne Worthy Parish Councillors from 7 to 12. Cllr Duncan updated the meeting on a meeting attended earlier in the day with Cllr Rutter. She met with Steve Tilbury and others at WCC. It is not 1 P a g e I n i t i a l D a t e
2 straightforward to add new councillors. If the Council wanted to embark on this course before 2020 the Boundary Commission would need to be involved and give consent. WCC would prefer Headbourne Worthy to start the process of community governance review after Local Plan preparation has been completed. A full community governance review for Headbourne Worthy Council would take a year and WCC would want the Council to work closely with them because it is not a straightforward process. The process could start in May/June 2019 which would mean that by the time the review was completed the Boundary Commission would no longer be relevant. The Council would need to be aware that the outcomes are not guaranteed and there is a possibility that at the end of the process, due to the development of local plans, Kings Barton could end up in another parish such as Harestock. A Neighbourhood plan was also discussed and would be reviewed at February s Parish Council Meeeting. b. Receive update Kings Barton Forum Although nothing new to report, concern was expressed regarding Andover Road. Later in the meeting it was noted that the Kings Barton residents did not have a resident s representative on the Kings Barton Forum. It was suggested by Cllr Duncan that they could be invited as observers. A Kings Barton resident present requested a speed camera should be placed at an appropriate place in Kings Barton. c. Polling District and Polling Places Review A request for a further two polling stations had been submitted (ref C18/059) Action: Chair/Clerk C/18/075 C/18/076 Path between The Dell and Open Spaces a. Agreeing actions to establish ownership Cllr Duncan had agreed to look into this matter but said she was unable to proceed without a proper plan of the area in question. She is looking into this. It is felt that legally the path cannot be taken away as long as it is being used. Action: Cllr Duncan The Dell Play Area and Open Spaces a. To receive update No responses had been received from letters relating to the S106 agreement or Radian (ref C18/062/1) b. Review proposals for addition of further play equipment. The Clerk presented the various options suggested by the three suppliers that have been invited to tender. Layout and equipment were similar for the supplier HAGS and Vita, but Playquest s suggestions were not specified. Pricing for equipment was similar for all three but installation costs varied. It was agreed to refer matter to next meeting c. Review arrangements for regular grounds maintenance. The new clerk would follow this up (ref C18/062/3). d. Receive Open Spaces update 2 P a g e I n i t i a l D a t e
3 Jill Judge confirmed that there is 3, available in the open spaces fund which the council must use or it will lose it. A plan to use the funds to be discussed at next meeting. Action: Clerk C/18/077 Bus Shelters It was likely that the MOD would retain title of the bus shelter at Christmas Hill. Residents will still be able to use the shelter. C/18/078 C/18/079 Emergency Planning There is no update since neither Cllr Welland nor Cllr Vigor-Robertson have been able to have a meeting. Action: Chair. Finance a. Recent Transactions to approve income and expenditure since last meeting Payments 37 to 45 were circulated ahead of the meeting were reviewed and approved Little Rose C Welland HMRC PAYE November J Judge salary November ADH Printing Newletter Winter SLR Insurance HMRC PAYE December J Judge salary December Bank Service Charge b. To review budget year to date It was noted that although 1,000 had been allocated to Maintenance and Planting as yet there were no definite plans as to how this money was going to be used. There was adequate money in the training budget for courses for the new clerk. c. To consider grant applications Both applications were circulated before the meeting. Both applications were considered positively by the council but due to the fact that there was only 200 left in the budget the council decided to put off the Worthy Festival application until after April. Citizens Advice Application was approved. Action: Clerk d. To approve budget and precept for 2019/20 Jill Judge presented a finalised version of the proposed budget for next financial year. (ref C18/067/4).. Staff expenses reflected the fact that t the new clerk would be travelling from from Kings Somborne, Meeting room hire had increased due to the fact there would be more meetings. Village design statement had 1000 allocated for 3 P a g e I n i t i a l D a t e
4 preparation and stationery expenditure. 500 had been added to the flood reserve. The budget for 2019/20 was approved and Jill Judge would submit the precept requirement form to WCC for a sum of 8,805, a decrease of 0.25% on the previous year. e. To note CIL and Open Spaces Fund. CIL funds amounted to It is possible to use this money for flood defences. Cllr Macpherson reported she had attended the Local Council Meeting Update Meeting at WCC in which it was highlighted there was 1million award fund for 2019/20 CIL initiatives. However, applications would need to be made before the end of March. It was thought that the proposed St Swithun's car park scheme would be an ideal scheme to apply for this money depending on whether planning application is granted, ref item C/18/080 c. (A Kingsworthy application but may have impact on the parishioners of Headbourne Worthy) Car Park with landscaping and new access from Worthy Road Proposal: The development of four detached family homes, garages, formation of a new vehicular access road onto Down Farm Lane together with hard and soft landscaping and all other associated development works. Going to Committee Gone to appeal d. Enforcement to note any enforcement matters No update e. Village Design Statement update Cllrs Welland Vigor-Robertson have been unable to meet Cllr Porter joined the meeting. It was decided that Cllr Porter report should be delivered at this juncture. Cllr Porter noted that a new CCTV had been installed at Cart & Horses junction for traffic monitoring purposes. HCC has updated its IT system which means that integration with their website and computers operating Windows 7 and smartphones older than 4 years will now not be possible. Users should call their helpline. HCC has completed a report on flooding in the area. Once, it was peer reviewed issues regarding pipework were considered inadequate and a solution is now being sought. 0C/18/081 C/18/082 General amenities Lengthsman Scheme Update Cllr MacPherson has listed a number of jobs for the lengthsman visit on 15 January. Cllr Macpherson noted communication with the new lengthsman re meeting times was poor. Cllr Vigor-Robertson noted that rubbish and flytipping around the village was on the increase. A date was set for the annual village clean-up of Saturday March 9 th. Cllr Clark- Smith has high visibility jackets and rubbish bags. Cllr Macpherson raised concerns regarding the footpath at Barton Meadows Nature Reserve which she was concerned was too slippery and a danger to the public. About two thirds of the path needed scalping. Clerk to approach Chris Hughes at WCC. Action: Clerk Communications and Correspondence - to receive updates a.
