Jenny Antill (Babergh District Councillor) and Dave Crimmin (Clerk). 13/088 Apologies for Absence Apologies received from Cllrs Barlow (work commitments) and Sowman (holiday) as well as Frank Lawrenson (Babergh District Councillor) and PCSO Hemmett. 13/089 Declaration of Interest None declared. 13/090 Requests for dispensation None received. 13/091 Minutes of Meeting held on 13 th May 2013 The minutes of the meeting were approved by the councillors and signed by the Chairman as a correct record. 13/092 Public Forum The item raised in the public forum is contained in Appendix A. 13/093 Clerk s Report After reviewing the Clerk s report (Appendix B) the councillors requested that the Clerk write to the Chair of School Governors to see if they wished to proceed with their plans for car parking on the playing field. 13/094 Routine Correspondence After reviewing the correspondence (Appendix C) and the s received from the Clerk since the last meeting the councillors required no further action. 13/095 Planning a. The councillors reviewed Planning Application B/13/00558 Mulberry Cottage, Upsher Green - Erection of rear conservatory and resolved that they had no comments. b. The councillors reviewed Planning Application B/13/00562 Land at Chilton Airfield - Erection of portal frame building. Erection of secured compounds. Siting of 13 No. selfcontained storage containers. Change of use of part of land at Waldingfield Aerodrome to Class B2 use and resolved that they objected to the application on the following grounds: In line with the National Planning Policy Framework, Great Waldingfield Parish Council supports economic growth in the village that create jobs and prosperity. However, in promoting a strong rural economy, business expansions such as this need to take local circumstances into account. GWPC does not object to this application in principle but it does object to where the expansion onto agricultural land is proposed to be located for two of the three phases of this application. Babergh s Policy EM14 - Tentree Road, Great Waldingfield supports GWPC s concerns as to the location of development in Tentree Road by stating that: Only development within the designated General Employment Area will be permitted. The site s local employment role needs to be safeguarded but subject to planning control to protect residential amenity, in particular. Signed Date Series Page 188
2 GWPC considers the 3 phases of proposed expansion as follows: The proposed Stone Sand Slabs compound is within Babergh s existing EM14 designation for existing business use so GWPC supports this proposal GWPC does object to the agricultural land proposed for the Prosteel and Container compounds and feels that these can be accommodated within the existing EM14 business use area. By allowing the Prosteel and Container phases to use agricultural land between the existing EM14 business land and the BUAB of the dwellings at Green Acre, Babergh will not, in GWPC s opinion, be protecting the residential amenity of Green Acre s residents. An expansion of the business operation on agricultural land which does not encroach on the buffer zone would uphold the EM14 policy and minimise the impact of noise and lighting pollution on the residents of Green Acre. It appears that within the land identified for current use within EM14, there is sufficient space for the Prosteel and Container compounds to be accommodated. When the EM14 policy has been created to protect residential amenity of the Green Acre residents a realignment of the applicant s plans can maintain this protection. If Babergh is minded to approve this scheme, then GWPC would suggest that the following areas require further measurement, clarification and consultation before a decision is made: There is no noise assessment that measures the impact of the Container compound or the light emissions that will be generated by the lighting schemes in both the Container and Prosteel compounds. GWPC does not agree with the access hours for businesses as limiting the impact upon the amenity of neighbouring residential dwellings and would suggest that: Monday to Friday access be allowed between 7am and 8pm. Saturday access be allowed between 7am to 12 noon Sunday and Bank Holidays access be allowed between 9am to 12 noon. The portion of track used for access which is edged red in the application is leased by GWPC from Suffolk County Council (Land Registry Title Number SK dated 21 st September 2004) which has a term until 23 rd August Under this lease GWPC is solely responsible for the maintenance of the track. GWPC would request that a sum of 10,000 be paid to it as a condition of planning permission in order to maintain the track, due to the increase of business vehicular use over the remainder of the lease. A landscaped bund between the boundary of the Green Acre properties and the container compound should be a condition of approval in order to minimise the impact of noise and light pollution on the residents of Green Acre. c. No further planning application had been received since the agenda was posted. d. 3 13/096 Finance a. The councillors reviewed the Internal Auditors report from Auditing Solutions Ltd for the year ended 31 st March 2013 and were pleased to note that There are no matters of significance arising in this area b. All cheques signed and due for signing, as itemised in Appendix D, were authorised by the councillors. The councillors also noted the income received since the last meeting and reviewed the Statement of Accounts against the budget and the bank reconciliation against the bank statements. c. The councillors reviewed the request from the Friends of St Lawrence Church for a donation towards the cost of the village hall hire and resolved to give 36, 50% of the fee. LGA 1972 s 137. The councillors also reviewed the request from Great Waldingfield News for a donation towards the cost of their new printer. The councillors considered that as the GW News was circulated free of charge to all households in the village, which greatly helped communication in the village, they resolved to give 250. LGA 1972 s /097 Playing field, Ten Trees Road and council assets a. After reviewing the quotation received for repairs to the pavilion it was agreed that other quotations should be sought. b. The councillors resolved to accept the quotation of 850 from CJ Ironcraft to supply and fit a new steel fence for the entrance to Ten Trees Road. Open Spaces Act 1906 ss 9, 10 The councillors reviewed the option for creating a conservation / bio diversity area along the fence line on the grass area opposite the Bowls Club in Ten Trees Road. The councillors felt that this was an excellent idea for the area but agreed to review the plans with local residents before making a final decision. 13/098 BDC consultations After reviewing Babergh s consultations on its revisions to the Core Strategy and the draft (New) Affordable Housing Supplementary Planning Document (SPD) the councillors resolved that they had no comments. 13/099 Questions to the Chairman The Clerk to contact Babergh Enforcement regarding the condition of Holly Cottage The Clerk to contact SCC Highways regarding the trench left on the grass triangle following recent works. 13/100 Date of next meeting The next meeting will be on Monday 15 th July 2013 in the Village Hall starting at 7.30pm. The meeting closed at 9.38pm. Appendix A Public Forum Jenny Antill updated councillors on the Integration of officer structure, Constitutional changes, Free drop-in advice centre and the award won by Babergh and Mid Suffolk for their shared services. The Clerk read the Police report. This report covers the period from 05/05/13 to 21/06/13 During this time there has been 2 crimes recorded within the parish, this compares to 7 for the same period last year. There were 2 reports of Burglary Other Building. One at Washmere Green between 30/5-31/5/13 Crime No SU/13/1087 and one at Lavenham Road on 10/6/13 Crime No SU/13/1148. Signed Date Series Page 190
