The character of the surrounding area is suburban-style residential with semi-rural to the south in Whispering Lakes. ccess to this section is being provided by Madrid Lane via Isla Vista Drive to the east and Palomar Lane that continues into the future Section 12B and will connect to the Isla Vista Circle. In order to provide a secondary access to Section 12, a temporary emergency access drive will be located on Lot 17 to connect Madrid Lane and Pamplona Lane. This access will exist until Section 12-B construction in completed. To prevent the possibility of vehicles block the emergency access drive, two gates will be constructed. One at Merida Drive and Madrid Lane and the second across the front of Lot 17 on Pamplona Lane. Gates will be equipped with a 911 lock pad approved by the Fire Marshal s office. The roadway system is adequate for this development and was taken into consideration with approval of the Planned Unit Development for Mar Bella. 2 Water & Sewer quivalent dwelling units (DU s) are used to determine the availability and capacity of water and sewer. 1 single-family, detached dwelling unit = 1 DU. Per the 2006 Updated Water and Wastewater Master Plans, the development is located within Southeast Service rea. The ngineering Department indicates that water and sewer capacity are adequate to serve this development. Water service is available to this site from an existing 8-inch water line located at the intersection of Isla Vista Drive and Madrid Lane. Sewer service is available to this site from an existing 12-inch sanitary sewer line at the intersection of Isla Vista Drive and Madrid Lane. Fire Response Parks Requirement Fire Station #3 will be the first and Fire Station #2 will be the second fire station responding with assistance from Kemah, if necessary. There are no HO parks included in this section. Parks fees in the sum of $60,000 ($1,000 per lot) were paid on October 22, ccording to Section of the Texas Local Government Code, the Planning and Zoning Commission shall approve a plat if: Master Plans The plat conforms to the general plan of the municipality and its current and future streets, alleys, parks, playgrounds, and public utility facilities. Staff finds that this plat conforms with the latest approved Master Plan Revision #11. Municipal xtension of Infrastructure The plat conforms to the general plan for the extension of the municipality and its roads, streets, and public highways within the municipality and in its extraterritorial jurisdiction, taking into account access to and extension of sewer and water mains and the instrumentalities of public utilities. Staff finds that the plat conforms. Letter of Credit Municipal Compliance of Regulations bond required, if applicable, is to be filed with the municipality. Infrastructure plans have been reviewed and approved by the ngineering Department. The City ngineer will require that a letter of credit be submitted in order to record the plat prior to completion of the infrastructure. Otherwise, plats will be recorded after the public infrastructure s acceptance by City Council. The plat conforms to the rules adopted by the municipality governing plats and subdivisions of land within the municipality's jurisdiction to promote the health, safety, morals, or general welfare of the municipality and the safe, orderly, and healthful development of the municipality.
