17 Staff Recommendation Approve the subject use permit amendment for the renovation and addition project to create a new elementary school at the Reed site with a design capacity of approximately 732 students with modifications to parking, height, and setbacks, subject to the proposed conditions of the staff report and with no further scheduled County Board review. 17

19 Revised Use Permit Conditions--Background Since 2007, the County Board has approved 8 Use Permit applications for new schools and major renovations of existing schools: Elementary: 4 Secondary: 4 Since 2007, staff has utilized a standard set of conditions for APS Use Permit projects, which have been updated throughout the years Current version (2017) includes 64 individual conditions contained in a 44-page document These conditions have become outdated as evidenced by delays in construction and use permit amendments, which add time and cost to the delivery of school projects Beginning in 2018, County and APS staff collaborated on a revision to these baseline conditions Revised version (11/7/2018) includes 19 individual conditions with 2 additional conditions contained in a 23-page document These conditions are intended to provide a baseline set of conditions that should be modified with each individual project 19

20 Revised Use Permit Conditions--Process 1. Elimination of conditions that do not apply to public-school projects a. Examples: Public Art Contribution & Retail Configuration 2. Elimination of conditions that are duplicative of compliance provisions of existing codes and ordinances a. Examples: Parking Space Compliance with Zoning Ordinance & Snow Removal 3. Modifications to conditions involving the Civic Engineering Plan (CEP) and Final Landscape Plan submission processes a. Allows submission and review of CEP and Final Landscape Plans in accordance with published guidelines utilized for by-right projects, but with site specific provisions (i.e. utility improvements) 4. Revisions of conditions related to permit issuance a. Allows for permits to be issued in a more efficient manner reflective of the type of construction (i.e. one building permit rather than multiple stages of construction) 5. Modifications to conditions related to design and operational issues to align them with current APS practices and procedures a. Examples: TDM & Green Building Design 20
