1 Emergency and Humanitarian Action (EHA), WHO Indonesia Emergency Situation Report Mt. Merapi Volcano Eruption, Central Java Province, Republic of Indonesia HIGHLIGHTS On 26 October 2010, 17:02 local time, Mount Merapi Central Java began its eruption phase indicated by heat clouds and explosive eruptions with lava flow. Areas within 10 km radius from the summit are to be cleared, especially areas along the river banks, based on the recommendation of The Center of Volcanology and Disaster Management. According to the Crisis Center, Ministry of Health, 32 people died, 75 people have been admitted to several health facilities with respiratory difficulties and burn injuries, and 58,669 became IDPs. Communication line and electricity power were disrupted. Electricity power in the villages of the mountain slopes was deliberately turned down. Land transportation beyond 10 km restricted area is not disrupted. Air transportation is not affected. However, flights heading to Yogyakarta from east are recommended to fly with minimum altitude level of 11,000 feet. Ministry of Health (MOH) deployed 13 staffs as advanced medical team to location and provided operational fund for Central Java Province (150,000,000 IDR) and DI. Yogyakarta Province (50,000,000 IDR) Inter-agency joint asssessment team has been deployed to the site on 27 October WHO has sent a staff to support the team and coordinate with Crisis Center, MoH in the field. The joint team members are OCHA, UNICEF, UNFPA, UNDP, WFP, IOM and WHO. MOH, Regional Crisis Center of Central Java, D.I Yogyakarta Provincial Health Office and Magelang, Boyolali, Sleman and Klaten District Health Offices are in close collaboration with WHO Indonesia, provided integrated Emergency Health Services according to Standard Operating Procedures. Affected Areas and Incident Site Mapping Mt Merapi Level 4 Level 1: Normal, basaltic activity. Level 2: Vigilant, Low activity. Level 3: Ready, Possibility of major eruption within weeks. Level 4: Alert, major eruption is imminent (within 24 hours). 1

3 Situation Analysis Administratively, Mount Merapi is located in 4 districts: Magelang District, Klaten District, and Boyolali District (Central Java Province) and Sleman District (DI Yogyakarta Province). It is the most active volcano in Indonesia and has erupted regularly since It is very close to the city of Yogyakarta, and thousands of people live on the flanks of the volcano, with villages as high as 1700 m above sea level. The volcano last erupted in 2006, killing two people. In 1930 another powerful eruption wiped out 13 villages, killing more than 1,000 people. The Center of Volcanology and Disaster Management raised the alert level to level 4 on 25 October In accordance with this alert level, the following recommendations have been developed: o Communities living and working within 10 km radius circle around the volcano to be relocated to safer areas. o All activities along the river banks to be suspended. Vulcanologist said pressure building up under a "lava dome" inside the volcano threatened to create a "pyroclastic flow" - a highly dangerous mix of heat and poisonous gases. The vulnerable population within 10 km radius from the summit is 114,878 people. Evacuation process initiated after the raise of volcano alert to level 4 on Monday, 25 October 2010, starting with 846 people from vulnerable groups as priority evacuees. On 27 October 2010, villagers from Cangkringan, Pakem and Turi subdistricts in Sleman, Yogyakarta, particularly the young men are trying to return to their homes to check on their livestock and property. Authorities have warned villagers against returning to their homes on the slopes of the smoldering Mount Merapi, amid a lull in volcanic activity. The Volcano Investigation and Technology Development Institution (BPPTK) reported that the volcano had not spewed ash clouds or lava on Wednesday, 27 October 2010, however earthquakes were still being recorded. WHO and MOH up-dating the situation and filling the gaps in collaboration with National Board for Disaster Management (BNPB). WHO has deployed a staff on 27 October 2010 to support Crisis Center, MoH and Inter-agency joint asssessment team. The joint team members are OCHA, UNICEF, UNFPA, UNDP, WFP, IOM and WHO. WHO is in close communication with MOH in monitoring the situation through Crisis Center as well as Central Java Regional Crisis Center, Provincial Health Office D.I. Yogyakarta, and Magelang, Boyolali, Sleman and Klaten District health Offices. Local Government The Government of Central Java has allocated IDR 25 billion to respond to the situation Indonesian Red Cross At least 500 PMI staff and volunteers are on standby and ready to provide assistance, such as evacuation, first aid, public kitchen and health services, and IDP sites management. The Center of Volcanology and Disaster Management Emergency Response Team will continuously monitor the activity of M. Merapi and report updates every 6 hours. Status of International Aid So far the government has not officially requested any international aid. The local authorities, with support from central government and ministries, are trying their best to manage the situation so far. 6
