3 A description of Orting, Washington. Established in Approx. 4,400 residents. Pierce County, Washington. Current Mayor, Joachim Pestinger (Nixon). Current Deputy Mayor, Andrew Young (Kissinger). Within the Seattle-Tacoma Metropolitan Area. Shadow of Mount Rainier. Built on a mudflow. Within the Orting/Puyallup Valley. Flanked by the Puyallup and Carbon Rivers. The two rivers drain off the mountain, hug the town and converge just beyond it. New developments such as pedestrian bridge linking valley to Plateau.

4 Subduction is the geologic process of one tectonic plate being forced to subduct (travel under) another at their interface. The resulting friction creates tremendous heat and the concurrent production of magma. Orogenesis, mountain building, occurs when the magma forces its way to the surface because of the pressure exerted by the energy of subduction. Mt. Rainier is the product this process.

Rainier History - Located ±40km southeast of Orting Active Volcano with eruptions for past 500,000 years Highest peak in Cascade Range at 4,392m An eruption 5,600 years ago formed a large crater open to the northeast Last eruption with last magmatic eruption about 1,000 years ago Built atop a 500-year-old mudflow that buried the valley 30 feet (9 meters) deep. Threat Potential: High - Estimated to have an eruption in the near future - Extensive hydrothermal alteration has contributed to its structural weakness promoting collapse

6 Appreciating Mount Rainier Mt. Rainier is a beautiful backdrop to the developing city of Orting and the broader Puget Sound area. It lends its name to a national park and provides leisure and opportunity for hikers, climbers, campers. Its beauty is a daily reminder of the majesty of nature. Like nature, Mt. Rainier is also both unpredictable and potentially deadly...

7 Mt. Rainier: An Active Volcano Risks and Hazards Tephra (rock fragments and particles) Ballistic missiles Pyroclastic (ash) flows and surges Lava flows Volcanic (poisonous) gases Debris avalanches and mud flows (lahars) Lateral blasts Glacial outburst floods

8 The risks to Orting are the same as what is listed in the previous slide - Orting will be directly impacted by any volcanic activity from Mount Rainier. Lava flows, ash, toxic gas clouds, avalanches of debris, glacial flooding - these will be the immediate consequences of a volcanic eruption. Long-term consequences include catastrophic damage to nearby communities, significant loss of life, and decades of clean-up. For comparison, Mount St. Helen s killed 57 (known) people, destroyed about 200 homes, and cost $1.1 billion to clean up and rebuild. Its eruption affected a relatively uninhabited area. The same cannot be said for the potential eruption of Mt. Rainier, which is recognized as the most hazardous volcano in the Cascades.

10 Our Recommendation It is our professional opinion that it would be unwise to construct the college facility in the proposed location. The very real potential for catastrophic lahar activity down the valley between the river courses place the building site at too great a risk. On the other hand, Orting has the opportunity to build the country s very first state of the art, world-class community college of Vulcanology, where students can study first-hand the effects of pyroclastic flows, lahar, explosive lava and poisonous gas effluvia. Students and faculty could also consult and advise on the establishment of safety protocols and evacuation plans for the inevitable eruption. The construction of a bunker-like facility to house the college that will withstand the forces of this eruption is theoretically possible. The design and execution of this building is beyond the expertise of our firm.
