1 1.0 EXECUTIVE SUMMARY This is a new mining lease allotted by Auction. LOI of Sand Stone Plot. No.- 31, located near Village- Deriya & Pabunagar, Tehsil-Balesar District Jodhpur (Rajasthan) over an area of 1.0 hectares.(cluster area ha). The LOI was issued in favor of Shri Jainaram S/o Shri Dungar Ram vide order no SME/Jodh./CC/BALESAR/MM/Plot. No/31/2018/2306 dated by Superintendent Mining Engineer, Department of Mines & Geology, Govt. of Rajasthan, Jodhpur. The Mining Plan with Progressive Mine Closure Plan has been approved, vide letter no.-sme/jo/cc/balesar/minor/plot.no/31/2018/6632 dated by Department of Mines & Geology, Govt. of Rajasthan, Jodhpur. The mining area is of 1.0 Ha. (Cluster area ha).the proposed production capacity is TPA (ROM) (55433 TPA Salable Mineral & 2917 Waste Mineral) of Sand Stone. The method of mining is Open cast semi mechanized method. Topographically, the lease area is comprised of flat. This is a new lease allotted by auction. Total land of mining lease comes in Govt. Land. No forest land is involved in this area. 5 2.0 Introduction of the project/background Information (i) Identification of Project Proponent. In case of mining project, a copy of mining lease /letter of intent should be given. Project Proponent- Shri Jainaram S/o Shri Dungar Ram Address of the Lessee: R/o Kalu Ji Ka Bera, Balesar Sata, Tehsil-Balesar, District-Jodhpur (Raj.) - Brief Description of Nature of Project: This is a mining project of Sand Stone. As per MoEF Notification 14th September 2006 and its amendments till date, this mining lease is sanctioned after 9th September 2013 and part of a mining cluster and the area of cluster is Ha.( Size of cluster is >25 Ha.), thus project falls under category B1. The LOI was issued in favor of Shri Jainaram S/o Shri Dungar Ram, vide order no SME/Jodh./CC/BALESAR/MM/Plot No/31/2018/2306 dated by Superintendent Mining Engineer, Department of Mines & Geology, Govt. of Rajasthan, Jodhpur. (ii) (iii) (iv) Need for the project and its importance to the country and region The mining project falls in the arid to semi-arid area of the district Jodhpur, Rajasthan devoid of sufficient agricultural activities and other industrial growth. The earning sources of the region are limited. Most of the people are dependent on agriculture or on Mining and allied activities. The region has scarcity of water. The rainfall in the region is poor. Mineral wealth of the State Rajasthan provides the employment opportunity to the people of the state as well as region also. Mining is one of the major industries which play a crucial role in the process of country's economic development. Demand and Supply Gap Demand of Sand Stone for building & construction sector is supplemented by this mine and sand stone is supplied to various end users. It is also extensively used in flooring and wall tiles. Imports v/s Indigenous Production As the mineral in abundance is available indigenously so the import of the same is not required or economically feasible. Project Proponent Jainaram Page - 14

6 (v) (vi) Export possibility Exports of Sand Stone in the form of Tiles, Slabs, Cobble s, Crazy Paving, Wall & Flower Parade, Curbstones and Blocks. Employment generation (Direct & Indirect) due to the project This is fresh mining lease. Mine will provide 26 employments. 3.0 Project Description (i) Type of Project including interlinked and interdependent projects, if any. This is Sand Stone mining project. No other project is interlinked with this mining work. (ii) (iii) (iv) Location (map showing general location, specific location, and project Boundary& project site layout) with coordinates. The area has been marked on Toposheet No. 45B/10 including the mining lease location. This is a new mining lease of Sand Stone, located near Village Deriya & Pabunagar, Tehsil- Balesar, and District Jodhpur (Rajasthan) over an area of 1.0 hectares. Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. No other site has been considered for the proposed project. The land has been allocated by government for the mining only. Site is adequate for Sand Stone mining. Size and Magnitude of Operation Total Mineable reserves TPA. Total area of mining lease is 1.0 Ha. Proposed maximum annual targeted production of Sand Stone from the mine will be TPA (ROM)(55433 TPA Sable Mineral & 2917 Waste Mineral) (v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given) A. 7 The Mining of Sand Stone mineral will be carried out as per Approved Mining Plan. Sand Stone is exposed; a free face in strike direction along weak zone of strata is opened out by digging a trench box. Thus a bench is formed. The mineral is proposed to transport by tractor and Dumper. Regional Geology REGIONAL GEOLOGY (Source: Approved Mining Plan with Progressive Mine Closure Plan) The fieldwork comprising of topographical survey and geological mapping and data collection was done in phases. The contouring for the Mining Plot was undertaken. There is no pit in the Mining Plot area. Physiography & Drainage: The Mining Plot is situated of village Deriya & Pabunagar of Tehsil Balesar, District- Jodhpur, Rajasthan. Topographically the area comprises low hilly land. The highest R.L. is 316 m and lowest is 302 m. For the survey is considered 316 mrl as Benchmark near pillar A. The general slope shall be SE direction. Geology of the area: The rock formation of the area belongs to Marwar Super Group. The marwar Super Group further subdivided into three group i.e. Lower-Jodhpur Group of rocks, Middle-Bilara Group of rocks and Upper-Nagaur Group of rocks which represents arenaceous, calcareous and arenaceous-agrillaceousfacies of Project Proponent Jainaram Page - 16

8 sedimentary rocks respectively. Local Geology The area mainly comprises of Sandstone of Jodhpur Group of rock of lower formatting i.e. Sonia Formation. The Sandstone are fine to medium grained, Pinkish white to brownish in color showing two set of joints and sedimentary structure like ripple marks tabular cross bedded units. The sand stone of the area occurs as thickly bedded from which large, size blocks can be excavated. The litho units of the area are horizontal dipping shown minor pale slopes. In the area at places is it covered by thin capping of alluvium/sand. The thickness of the block able sandstone varies from 15m to 20m. The thickness of fractured weathered, coarse to pebbly sandstone varies from 0.5m to 1.0m, which is occurred as overburden. During the survey the surface geological map is prepared on 1:500 scales, which showing contour interval and different lithology of the area. Structures: Repple Marks, Cross Bedding Lamination, Bedding Plane is Primary sedimentary structure have been observed joints and fractured are secondary structure. Conceptual Mining Plan The Conceptual closure is based on the Geology and Topography of the region. A part of the excavated region shall be converted into water reservoir & Part shall be backfilled after exhausting the complete available mineral. This shall also increase the aesthetic beauty of the area. The office and other buildings, the mine road and the other entire infrastructure developed by the Applicant shall be used by Applicant for various purposes. The virgin & backfilled region shall be used for agriculture purposes. Ultimate Pit depth: 18m from benchmark. At the end of life of mine, this mining lease used for water reservoir and plantation only. 33% of the lease area will be planted outside to improve the biological environment of the area and also improve the aesthetic beauty of the surrounding area. This will improve the biological environment of the surrounding area as well as enhance the aesthetic beauty of the area G. Raw material required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product. About 2.0 KLD water will be required for Sand Stone mining, Water will be sourced from wells in nearby village. About 200 liter diesel will be required Project Proponent Jainaram Page - 18

10 daily for Trucks/Dumpers which will be arranged from nearby petrol pumps. Sand Stone mined out will be transported through trucks & trolley. H. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. No Water will be accumulated in the excavated by this mining project. I. Availability of water its source, Energy/power requirement and source should be given. Total water requirement in the mine will be about 2.0 KLD for drinking &domestic use, dust suppression and plantation. Drinking water will be source from tube well near by villages. Diesel will be used in compressor and dumpers and tractors. About 200 liter per day is assumed to be consumed. Diesel will be outsourced from nearby diesel pumps. Nearby villages is well electrified. The lease area is situated about 4.0 km in NW direction from the village Deriya. Nearest railway Station is Balesar Railway Station is nearest Railway Station, at a distance of ~24.0 km in SW direction from mine site and headquarters is about ~ 56.0 km. MDR 32- is at 7.60 km in North direction from mine site. MDR is at 9.90 km in SE direction from mine site. Land Form, Land use and Land ownership The area of lease is 1.00 Ha. Land is Govt. land. Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. The lease area comes under non forest Land. (v) (vi) Existing Infrastructure Presently there is no infrastructure in lease area. Soil Classification This lease area falls in semi-arid climate zone of western Rajasthan. Soils of the district are classified as follows: Project Proponent Jainaram Page - 20

12 Red desertic soils: These types of soils are most predominant soils in central, eastern and southern parts of the district. These are pale brown to reddish brown soils, loose and well drained and texture varies from sandy loam to sandy clay loam. Desert soils: Desert soils occupy a considerable area of the district forming its northern and western part of the district. These are mainly windblown sand and soils of interdunal depressions. Sand dunes: Sand dunes occupy a small part in northern and north-western margin of the district. These are sandy to loamy sand, loose, structure less and well drained. Lithosol and regosols of hills: These types of soils are found in hills and hill slopes of central and western part of the district. (vii) Climatic data from secondary sources The district experiences arid to semi-arid type of climate. Mean annual rainfall ( ) of the district is mm whereas normal rainfall ( ) is lower than average rainfall and placed at mm. The rainy days are limited to maximum 15 in a year. Almost 80% of the total annual rainfall is received during the southwest monsoon, which enters the district in the first week of July and withdraws in the mid of September. Probability of annual rainfall exceeding 650 mm is only 10%. However, there is 90% probability that the annual rainfall will be more than 190 mm. The probability of occurrence of mean annual rainfall is 45%. Drought analysis based on agriculture criteria indicates that the district is prone to mild and normal type of droughts. Occurrence of severe and very severe type of drought is very rare. As the district lies in the desert area, extreme of heat in summer and cold in winter is the characteristic of the desert. Jodhpur is no exception. Both day and night temperatures increase gradually and reach their maximum values in May and June respectively. The temperature varies from 49 degree in summer to 1 degree in winter. Atmosphere is generally dry except during the monsoon period. The humidity is highest in August with mean daily relative humidity is 81%. The annual maximum potential evapotranspiration in the district is quite high and it is highest (264.7 mm) in the month of May and lowest (76.5 mm) in the month of December. Temporary Facilities includes such as office building, first aid center, rest shelter, vocational training center, godown, workshop, are proposed in the area. Open cast methods of mining will be adopted. Transportation of mineral shall be done through road by dumpers, trucks. Other facilities like road, medical, telephone, telegraph etc. are available in village Deriya. (A.) Electricity: Electric Line passes out side near the M.L. area. Health and Educational facilities Dispensary and Hospital facility is available at Village-Deriya. Primary education facility and Senior Secondary school is available at village Deriya & Tehsil Balesar. Population Projections The project will employ most of the workers from nearby areas. Local people from nearby villages will be given preference. Thus there will no chance to increase population due to proposed project of Sand Stone and mining in the area. The post office applicable for the area is Deriya. Medical facility is available at Deriya & Tehsil Balesar. Social Infrastructure Proposed project will provide employment for about 26 people directly and indirectly providing for about Mines Manager, Mines mate, Geologist, Watchmen, Skilled Labours/Operators, Unskilled Labours. Amenities/Facilities Dispensary and Hospital facility is available at Village-Deriya. Primary education facility and Senior Secondary school is available at village Deriya & Tehsil Balesar. 6.0 PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) Facilities includes such as. Site Office, First Aid, Toilet, Rest Shelter are proposed in the lease area. (ii) Resident Area (Non Processing Area): No residential area is proposed. Project Proponent Jainaram Page - 24

16 (iii) (iv) (v) Green Belt: To improve the environment of the area it is proposed to plant in nearby schools & gram panchayat and nearby mining lease area during plantation preference will be given to local species of plant. 33% Plantation will be carried out outside the lease area. Total 0.33Ha. area will be planted with 365 saplings. Social Infrastructure: In social infrastructure, house is made of pucca and kaccha both of type.tar road is available in near villages. By this proposed Sand Stone mining in the area, provides employment opportunities in the area and this helps to control migration of people of one place to other. Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.) The lease area is located near village Deriya & Pabunagar, Tehsil- Balesar, District Jodhpur (Rajasthan). The lease area is situated about 4.0 km in NW direction from the village Deriya. Nearest railway Station is Balesar Railway Station is nearest Railway Station, at a distance of ~24.0 km in SW direction from mine site and headquarters is about ~ 56.0 km. (vi) Drinking Water Management (Source & supply of water) Total water requirement of 2.0 KLD will be met from nearby villages through wells. (vii). Sewerage System The total 0.30 KLD sewerage shall be generated from the project area which is disposed by sock pit. (viii). Industrial Waste Management No Industrial waste will be generated from the project. (ix). (x). Solid waste Management No any mine waste will be generated during this mining project. 17 Electric Line passes out side near the M.L. area. Presently there is no use electric power at mine site. Diesel operated mine machinery will be used at mine site. 7.0 REHABILITATION AND RESETTLEMENT(R&R PLAN) (Policy to adopted (Central State) in respect of the project affected person including home oustees, land oustees and landless labour (A brief outline to be given). As no personnel are expected to be migrated due to mining lease. The adjoining region is also having a good mineral potential, the rehabilitation of the employees is not going to be a problem. The worker and other staff can get job in the neighboring areas after the end of line of mine. 8.0 PROJECT SCHEDULE AND COST ESTIMATES (Likely date of start of construction and likely date of completion (time schedule for the project to be given) Project will commence after getting the environmental clearance. It is estimated that about Rs. 30 Lakh will be required for mining machineries, vehicle and infrastructure development etc. The profit will depend upon the actual production obtained from the mine, which may vary due to demand in market. POPULATION BENEFITED: About 16 peoples are unskilled and 10 peoples are skilled. GOVERNMENT REVENUE The State Government will get revenue as royalty from selling of mineral, Land Tax/surface rent, Sales Tax/VAT; Income Tax etc. will be addition. 9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION The project of Sand Stone mining of Shri Jainaram S/o Shri Dungar Ram at Near village- Deriya & Pabunagar, Tehsil- Balesar, District Jodhpur (Rajasthan) is Semi- mechanized open cast mine in process of development. The mineral produced is of good quality. Its O/B ratio is medium at present, which supports the mining economical. During this phase, efforts shall be made to fully develop this mine on a systematic pattern. The operation of the proposed project of Sand Stone mining will pass on various social and Project Proponent Jainaram Page - 26

18 economic benefits to the local communities of the area in addition to the existing benefits due to provide better employment opportunities and improvement in social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalty, cees etc. Project Proponent Jainaram Page - 27
