3 NOA Assessment BCI File 626.4c Harris Quarry, Mendocino County, CA March 19, 2007 Introduction BCI prepared this report in evaluation of naturally occurring asbestos (NOA) at the Harris Quarry in Mendocino County, California. We prepared this report for Northern Aggregates, Inc. Do not use or rely upon this report for different locations or uses without the written consent of BCI. Scope of Services To prepare this report, BCI: Discussed the project with Jason McConnell of Northern Aggregates, Inc. Reviewed previous work, and published geologic and topographic mapping, of the site. Conducted a site review and obtained a bulk sample that we determined as representative of rock most likely to contain NOA. Performed laboratory testing for naturally occurring asbestos. Project Location and Description The quarry is located approximately four miles south of Willits and immediately west of U.S. 101 in Mendocino County, California. Site latitude is approximately degrees north and longitude degrees west. We attach a site Vicinity Map as Figure 1. The existing quarry is operated by Northern Aggregates and has been in operation since about the 1920 s. The present operation is along the southwest flank of a steep sided, northwest-trending ridge. The quarry floor elevation is about 1850 feet, with the top of the active face near the ridgeline at about elevation 2200 ft (total active face height of about 350 ft). The active face contains rock faces cut at ½:1 (H:V) or steeper, with the overall slope gradient at approximately 1.25:1 (H:V). The quarry produces a variety of rock product, including road base, concrete aggregate, hot plant mix aggregate and boulders for use as rock slope protection. Geologic Setting Regional Geology The quarry is located within the Coast Range geomorphic province, characterized by strong, northwest trending ridges and valleys. The dominant rock type is mapped as Jurassic to Cretaceous age Franciscan Formation, comprised predominately of sandstone, shale, chert and conglomerate 1. Locally, the Franciscan Formation contains hard, resistant volcanic and metavolcanic rocks. 4 NOA Assessment BCI File 626.4c Harris Quarry, Mendocino County, CA March 19, 2007 The natural occurrence of asbestos is most likely to occur in areas of ultramafic rock. Mapping by Churchill and Hill 2 does not show the site near ultramafic rock outcrops. Regional structural features (rock bedding/foliation) generally trend north-northwest, with highly variable dip. The published geologic mapping does not show any faults through the site. We attach a regional geologic map as Figure 2, and a regional ultramafic rock map as Figure 3. Site Specific The active quarry face contains predominately hard, volcanic and metavolcanic rocks of the Franciscan Formation. Relatively unweathered portions of the rock retain a characteristic greenish color and is commonly referred to as greenstone, a term applied to altered basic igneous rocks which owe their color to the minerals of chlorite, hornblende and epidote. Where exposed to weathering, the rock produces a distinctive purplish color. The quarry rock is fractured at spacing from 0.1 to 0.3 ft ( intensely fractured) to 1-3 ft ( slightly fractured). The slightly fractured rock has a blocky texture and excavates into large boulders of hard, durable rock. The intensely fractured rock is, in places, friable and readily breaks down to small fragments of angular rock. Calcite and quartz fracture filling is common throughout the rock mass. Rock fracture and/or foliation planes strike predominately northwest and northeast, and dip variably to the southeast, northeast and southwest. We observed three minor faults within the quarry face (unmapped on the regional geologic maps). These faults strike northwest and dip steeply (about degrees) to the northeast and southwest. We consider these faults pre-quaternary in age (i.e., inactive ). NOA Sampling and Test Results During our site visit, we obtained a sample of representative quarry rock most likely to contain NOA. We submitted this sample to Asbestos TEM Laboratories, Inc., of Berkeley, CA, for testing in accordance with standard California Air Resources Board (ARB) Method 435 to determine the presence of NOA. The test results show no detection of asbestosiform minerals (0.25% detection limit by concentration). A previous asbestos test, performed on rock submitted by the owner to GPI testing laboratory in March 2004, also detected no asbestosiform minerals. We show the laboratory test reports for this study and the 2004 test in Appendix A. 2 Churchill, R. 5 NOA Assessment BCI File 626.4c Harris Quarry, Mendocino County, CA March 19, 2007 Conclusions and Recommendations We conclude that the potential for naturally occurring asbestos minerals at the quarry is low. Based on our interpretation of State ARB guidelines, no specific mitigation measures are required for this site. The owner/operator should, however, recognize that there is the potential for naturally occurring asbestos to be encountered during future quarry operations. Consequently, we recommend the following: Plan for annual observation as the excavation progresses by a geologist, or engineer, familiar with identification of naturally occurring asbestos. Test for NOA on suspect rock, if observed, as directed by the geologist/engineer. Be prepared to implement a dust mitigation plan, in accordance with California Air Resources Board and/or Mendocino County Air Pollution Control District requirements, if asbestos is encountered during quarry operations. Be prepared to implement a worker health and safety program in the event that naturally occurring asbestos is encountered. The plan shall be in accordance with all regulatory requirements, including OSHA. For reference, we also attach results of crystalline silica tests as provided to us by Northern Aggregates (report by Galson Laboratories, dated December 4, 2006), and earlier tests by the Mine Safety & Health Administration (MSHA). We show these results in Appendix C. Limitations BCI prepared this report in accordance with generally accepted geologic and geotechnical engineering principles and practices currently used in this area. We do not warranty our services. This report is for the purposes of project planning and permitting only. This report should be reviewed and modified if conditions change or if further data is made available. 3
