Summary of Proposed Changes This restructuring paper proposes changes to the Results Framework and indicators for the regional ENPI (European Neighborhood Partnership Instrument) FLEG (Forest Law Enforcement and Governance) II Program, a single-donor, hybrid Trust Fund Program funded by the European Union (EU). The changes have been requested by the donor and the revised Results Framework has been developed in consultation with the donor and the implementing partners, WWF and IUCN. The proposed changes will not affect the Project Development Objective (PDO). Project Status This is the second phase of the ENPI FLEG Program ( ) implemented by the World Bank in cooperation with two international NGOs (WWF and IUCN) in seven participating countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, Ukraine) and regionally. Program implementation is well

6 underway and the second Steering Committee (SC) meeting, held on July 8, 2014 in Tbilisi, Georgia, recently approved the Country and Regional Work Plans for the second year of the Program. Key achievements so far include: curricula development for graduate technical schools, ministry training institutes, and school children on the basic principles and advanced techniques for forest management (Armenia); the development of the first-ever tutorial on "Forest Safeguard Practices (Azerbaijan); the continued support for the development of the strategic forestry plan to 2030 (Belarus); support to promote voluntary forestry certification (Georgia); the start of forest inventory and management planning operations (Moldova); the analysis of regulatory and legal framework and enforcement practices and discussion of findings with stakeholders at a series of roundtables (Ukraine); economic development through alternatives to timber harvesting such as eco-tourism, berries, bread and tea (North-West of Russia); and a regional conference in July 2014 on progress towards and follow-up on the St. Petersburg FLEG Ministerial Declaration from 2005 (regional program). The revised Results Framework takes into account discussions with the donor regarding monitoring and reporting under the Program and is in accordance with the signed Administration Agreement between the WB and the EU. The Program Coordination Teams have been monitoring the revised indicators and are reporting on progress as part of the semi-annual progress reports. The Program objectives of the FLEG II Program continue to be achievable. There is large buy-in from the participating countries and the FLEG National Focal Points (high-level government officials) all attended the 2 nd SC meeting and regional conference. C. Proposed Changes Project Development Objectives Original PDO Development Objectives/Results The Program will support the participating countries strengthen forest governance through improving implementation of relevant international processes, enhancing their forest policy, legislation and institutional arrangements, and developing, testing and evaluating sustainable forest management models at the local level on a pilot basis for future replication. The three specific Program Development Objectives are to: i) make progress implementing the 2005 St. Petersburg Forest Law Enforcement and Governance (FLEG) Ministerial Declaration in the participating countries and support the participating countries commit to a time-bound action plan to ensure its implementation and follow-up activities (regional level); ii) review or revise (or establish a time-bound action plan to review or revise) forest sector policies and legal and administrative structures; improve knowledge of and support for sustainable forest management and good forest governance(including the impact of related EU regulations) in the participating countries (national level); and, iii) test and demonstrate best practices for sustainable forest management and the feasibility of improved forest governance practices at the field-level on a pilot basis in all participating countries (subnational level). Change in Project's Development Objectives Change in Results Framework Explanation: The donor (EU) requested revisions to selected indicators of the Results Framework to address some areas of importance to the EC: simplify the quantitative monitoring by increasing the clarity of some of the 3

7 indicator wording; removing some less important indicators; and adding some sub-indicators (e.g. on regional studies and events undertaken). In addition to the revised Results Framework, the EU requested quantitative descriptions on some of the indicators (e.g. understanding and awareness of FLEG principles by key stakeholders) to report on specific activity outcomes and impacts. These changes have been discussed with the partner implementing organizations (WWF and IUCN) and participating countries, and there is agreement on the new indicators. 4
