EXECUTIVE BRIEF Motion and Title: Staff recommends motion to approve: Alignment Alternate IA for Polo Club Road from 1,000 feet north of 4 7m Place South to Lake Worth Road. SUMMARY: Approval of the alignment of Polo Club Road will allow the roadway design phase and subsequent roadway construction to proceed. 111e alignment of Polo Club Road is part of the Lake Worth Road Corridor Master Plan which was deveioped to plan and accommodate growth in the area. In the approximately 450 acre area, generally referred to as the Gulfstream Polo site, bounded on the north by Lake Wonh Road, the west by Lyons Road, the east by the Florida Turnpike, and the south by the Lake Worth Drainage District Canal L-14, there have recently been several proposed developments, including Gulfstream Planned Unit Development, which would necessitate this corridor. District 6 (MRE) Background and Policy Issues: This roadway segment is shown on the Thoroughfare Right-of-Way Identification Map. This action finalizes and defines the alignment. A notice of the public hearing was sent to all adjacent property owners. The developer of Gulfstream Planned Unit Development prepared an alignment study. Staff has evaluated the alternative alignments and has provided attachments identifying the costs and impacts for each. The estimated costs range from $1.82 million to $2.31 million. Staff recommends the Polo Club Road Alternate la alignment because it best utilizes the existing 30 foot wide platted right-of-way, avoids mr~jor utility relocations, and equitably distributes the required acquisition. The construction cost estimate is based on the proposed two (2) lane roadway section from an expanded inter,;ection at Lake Worth Road south to approximately 1.000' north of the north-south road link where the previous county alignment study ended. Construction costs assume stonm water runoff is inciuded in adjacent developments (no separate ponds). Any additional roadway costs are expected to be funded by project developer,;. ' Costs listed are only estimates and are not based on a formal cost study. Timeframes are based on the receipt of the reimbursement for the work. AT&rs fir,;t choice is Split-Curve, based on criteria of time & cost. The Split-Curve alterna~ve will require the least amount of time and cost to relocate and reconstruct into the manholes. Choice is based on the following reasoning (and in lieu of requesting that a cost study be completed for each of the alternatives): AT&T, if required to relocate the remote tenminals. cross bqxes. copper & fiber cables. In the wor,;t case alternatives (Appendices 5 & 7), they would require an entire relocation of the equipment being impacted. T he best case alternatives (Appendices 5A & 6). can be reconstructed without impacting the existing Remcte Terminals. The intersection costs crossing the LWDD canal are common and inciuded in all alternatives. The LWDD RIM is not a public roadway and is therefore is a billable event. 'Parcels affected are based on current parcel information from P.B.C. Property Appraiser database. All alignment options utilize existing platted right-of-way as a portion of ultimate right-of-way. No structures are located within any of the proposed right-of-way limits. Right-of-way areas based on standard so right-of-way along with an expanded right-of-way intersection for the south approach to Lake Worth Road.
