2 Surface water features in list frame What is a list frame? For surface water, it consists of the extensive list of features that represent the resources and meet requirements for the target population (flowing waters and lakes). Flowing Waters Rivers Streams Canals Lakes Large lakes lakes that have an area equal to or greater than 10 hectares ( approx. 25 acres) Small lakes lakes that have an area of at least 4 hectares ( approx. 10 acres) but are less than 10 hectares

5 Trends in Exclusions What is an exclusion? An exclusion is defined as a condition which prevents sampling a resource or which eliminates it from sampling in a study according to specific criteria. Surface Water Exclusion Categories Dry No Permission from Owner Otherwise Unsampleable Unable to Access Wrong Resource
6 How Exclusions are Evaluated Remain in List Frame for Next Year (examples include) Sampled during current sampling cycle. Dry or water level too low for sampling. Flood Conditions. Inaccessibility (sites requiring more than three hours to get equipment to the random selection location or to access the GPS location). Dangerous sampling conditions. Private property refusal Permanently Removed From List Frame (examples include) Drainage ditch Wetland areas Artificial waterbodies (roadside borrow pits, mining operations, and storm water retention areas) Restoration areas. Large landowner refusal FDEP permitted facility Other Watershed Monitoring Section recommended exclusion.
7 Surface Water Exclusions for the 2014 Status Network Monitoring Period
8 Dry Exclusions Small or large lake < 1.0 meter in depth Dry during index period Stream or river pooled and disconnected at random sampling location Feature remains in list frame for next round of sampling.

11 No Permission From Owner Unable to obtain permission from land owner Access denied to property by land owner Feature remains in listframe for next year s selection as access to the area may be granted.

14 Otherwise Unsampleable Flood conditions during monitoring period Unsafe sampling conditions Open water in lake less than 1000 m 2. Feature remains in listframe for next year s selection.

17 Unable to Access No open water at lake sampling point Unable to reach random location within three hours Unable to get equipment necessary for sampling to random location (three-hour window) Feature remains in listframe for next year s selection as access issues may change and be favorable for sampling.

20 Wrong Resource Artificially created lake other than established impoundments storm water treatment areas borrow pits current or historic mining area artificial lake or lagoon used for agriculture or aquaculture Waterbody in FDEP permitted facility or at an outfall of a FDEP permitted facility Estuary Stream segment not connected to waters of the state A drainage or irrigation ditch included in primary canal coverage GIS coverage incorrect and waterbody not present at random location (exception is large lakes as they are only excluded in this criteria for the sampling period). Feature is removed from selection permanently within the listframe. GIS coverage incorrect is further evaluated on case by case basis (update or remove from frame).

24 Example of List Frame Update 1) Sampler initially recons canal site and notes feature is a stream and records the site as a Wrong Resource (GIS incorrect). 2) SJRWMD was contacted; verified as a stream through site recon and DEP Project Manager review. Tracy Canal 3) Entire reach in this area was moved to the stream resource from the canal resource and the GIS coverage is updated.

28 I do read your comments for every exclusion Comments are captured in the geodatabase for each year of recon this assists Project Managers and the GIS analyst in tracking modifications or removal of features.
29 Observations & Conclusions 1) List frame coverage data quality depends on good reconnaissance and feature capture. Improvements to the listframe are ongoing and are enhanced by field samplers providing comments on reasons for excluding a sampling location. 2) Wrong resource exclusions for the 2014 Status Monitoring period occurred mostly in Zones 1, 5 and 6. Owner access issues were higher for streams, canals, and small lakes. Unable to Access issues were highest for streams. Dry conditions affected small lake sampling to a larger extent versus stream sampling. 3) Particular attention needed to enhance GIS coverages in streams and small lake areas. May need to investigate access issues for streams and small lakes in Zones 3 and 6.
