1 USGS Hydrography Overview May 9, 2018
2 The National Geospatial Program Provides the geospatial baseline of the Nation s topography, natural landscape and built environment through The National Map, a compilation of foundational data layers maintained in the public domain Area of National Leadership OMB A-16 Co- Lead for Elevation Program Emphasis 3D Elevation Program (3DEP) OMB A-16 Co- Lead for Inland Waters National Hydrography and Watershed Boundaries Datasets (NHD and WBD), and NHDPlus High Resolution Nationwide Topographic Maps U.S. Topo and Alaska Mapping
3 3D Elevation Program (3DEP)
4 3D Elevation Program (3DEP) Goals Complete acquisition of nationwide lidar (IfSAR in AK) in 8 years Address Federal, state and other mission-critical requirements Realize ROI 5:1 and potential to generate $13 billion/year Leverage the capability and capacity of private mapping firms Achieve a 25% cost efficiency gain Completely refresh national data holdings 3DEP Status 2023 Annual Benefits Rank Business Use Conservative Potential 1 Flood Risk Management $295M $502M 2 Infrastructure and Construction Management $206M $942M 3 Natural Resources Conservation $159M $335M 4 Agriculture and Precision Farming $122M $2,011M 5 Water Supply and Quality $85M $156M 6 Wildfire Management, Planning and Response $76M $159M 7 Geologic Resource Assessment and Hazard Mitigation $52M $1,067M 8 Forest Resources Management $44M $62M 9 River and Stream Resource Management $38M $87M 10 Aviation Navigation and Safety $35M $56M : 20 Land Navigation and Safety $0.2M $7,125M Total for all Business Uses (1 27) $1.2B $13B
6 3DEP Status Including FY18 Partnerships to Date Data are available or in progress for 48% of the Nation *includes lidar and AK IfSAR $80 Millions of Dollars $60 $40 $20 $0 FY13 FY14 FY15 FY16 FY17 Data acquisition investments by fiscal year
7 3DEP Trends/Future Increasing demand for nationally consistent data Emerging technologies Geiger Mode and Single Photon Another requirements and benefits study to define future enhancements inland bathymetry and repeat coverage Depth penetration: ~5.8 m Laser extinction
8 USGS National Hydrography
9 Current National Hydrography Datasets Hydrologic networks, units, catchments, and more National Hydrography Dataset (NHD) The drainage network with features such as rivers, streams, canals, lakes, ponds, and stream gages Watershed Boundary Dataset (WBD) The drainage basins at 8 scales of a nested hierarchy; defines the areal extent of surface water drainage to a point NHDPlus High Resolution Incorporates features of the NHD, WBD and elevation data to create a networked hydrography framework that incorporates the entire landscape
10 National Hydrography Dataset Water network for mapping and modeling National drainage network of streams and lakes, plus other hydrography features, in a GIS format Flow direction, navigation, linear referencing Currently 1:24K or better (1:63K 1:24K in AK) Shapefile and GDB downloads, plus webbased map services
11 Watershed Boundary Dataset Seamless baseline drainage area dataset for the Nation Boundaries defined by hydrographic and topographic criteria with no regard for administrative boundaries Delineated in a nested multi-level, hierarchical drainage system Each level assigned a progressive 2- digit Hydrologic Unit Code (HUC) which describes where the unit is in the country and the level of the unit Complete for the US to HU12 Shapefile and GDB downloads, plus web-based map services
12 Cooperative Stewardship Data Maintenance and Improvement There are 26 million features in the NHD representing a 7.5 million mile stream network; the WBD based on 1:24,000 scale data contains over 23,000 watershed polygons The best source of information about changes in local hydrography are users closest to the data, such as state and local governments, Federal land management agencies, and other users of the data A formal agreement between the USGS and a steward for a state, which in many cases is a state government agency There may be one or more sub-stewards that provide hydrography updates under the steward NHD has stewardship agreements with 43 states plus Washington DC, WBD has active stewards in every state
13 NHDPlus High Resolution A geospatial modeling framework that integrates hydrography and elevation to characterize the flow of water acros the Nation s landscapes Links landscape characteristics to the stream network Provides Value Added Attributes - calculated basin and flow information for stream segments Built from NHD, WBD and 3DEP data Medium Resolution NHDPlus completed for CONUS (1:100,000) High Resolution in work for CONUS and Alaska (1:24,000)
14 How Does NHDPlus HR Help? More current and higher resolution data (by 10x) better supports: Water quality models Infrastructure design like bridges and culverts Flood forecasting Unifies observations and measurements onto one multiscale hydrography framework IN USE TODAY: NHDPlus Medium Resolution IN PROGRESS: NHDPlus High Resolution Number of features nationwide 2.7 million 26 million Elevation source 30 meter 10 meter Hydrography source 1:100,000-scale NHD 1:24,000-scale or better NHD
15 NHDPlus HR Beta will be completed around 2020 for Conterminous U.S., followed by AK, HI, and territories in later years
16 Hydrography Requirements and Benefits Study (HRBS) - User needs define the future Asked users what they need to accomplish their missions and what the benefits would be to having it 23 Federal Agencies, 50 States, 8 Tribal governments and 3 national associations Documented 420 mission critical business uses Drought Flooding Spill response Modeling and prediction And more Current Annual Benefits - $538M Total Potential Annual Benefits for meeting all needs - $1.14B Benefits may be significantly higher - 35% of respondents were not able to provide a dollar value for future benefits Results available at
17 USGS National Hydrography Datasets Future HRBS indicates the need to fully integrate hydrography and elevation data by deriving hydrographic data from 3DEP data In the longer term, develop a plan to integrate inland topobathymetric data to produce a continuous elevation surface to support a range of 3D applications Using pilots to investigate approaches and costs Number of features nationally Elevation source Hydrography source IN USE TODAY: NHDPlus Medium Resolution IN PROGRESS: NHDPlus High Resolution FUTURE: Hydrography Derived from Lidar 2.7 million 26 million million 30 meter 10 meter 1 meter 1:100,000-scale NHD 1:24,000-scale or better NHD 1:5,000-scale or better derived from lidar
