Despite some initial delays, implementation progress has picked up slightly over the last four months. Under the access component, contracts for the extension/rehabilitation of two schools (Ali Addeh and Sankal) have been signed and construction has been launched. Procurement processes for the extension/rehabilitation of four schools (Aidallou, Dorra, Omar Djagaa, Weah) and the construction of one school (Tawoaco Chiniley) are underway. During the rehabilitation and construction civil works, the PMU has contracted one consultant and the Department of Housing and Urban to monitor 8/3/2016 Page 1 of 9

2 the implementation of the Environmental and Social Management Plan (ESMP) that was prepared specifically for this project. For the quality component, the first phase for teacher training in mathematics and the preparation of the Early Grade Mathematics Assessment (EGMA) is completed. About 559 primary teachers participated in the training. The preparation of the teacher training for students with disabilities is underway with the recruitment of an international consultant. Other training activities on Preschool, School directors and Inspectors are at different stages of preparation. The Project Mid-Term Review is scheduled for the end of September /3/2016 Page 2 of 9

At 11 months before Project closing date, the disbursement rate (17%) is low. Moreover, with the recent changes in the core Project team (no replacement of the procurement specialist, replacement of the project coordinator and key MENFOP's officials), there is a high risk that Project implementation would slow down and the implementation gap would still increase.
