A Ministry of Basic Education (MINEDUB) Project Secretariat with a general coordinator and a technical coordinator has been set up. Project financial management and procurement systems are in place. A Project Operational Manual has been prepared and adopted. Implementation is progressing satisfactorily. Preparation of the terms of reference for fiduciary and other personnel and the contracting process is underway. There are a number of key and concurrent actions that the Project Secretariat needs to take including: (i) the identification for conversion of Parents Teachers Association (PTA) teachers to Page 1 of 8

2 contract teachers status. The preparation of the list is underway; and (ii) the procurement process for the teaching and learning materials. Progress has been made in these two areas. The Ministry of Basic Education (MINEDUB) and the Project Secretariat are taking necessary measures to ensure that project implementation proceeds smoothly.
