2 The Mananciais Program, comprising the Sao Paulo State (GESP), SABESP and Sao Bernardo do Campos projects, has faced substantial delays in implementation. Currently, with 12 months remaining before the closing date, none of the three projects is on track to meet Development Objectives within the project timeline. An action plan to expedite the implementation of all three projects has been agreed upon and is being closely followed up by the Borrowers with minor delays. In order to support to the greatest degree possible the Borrowers effort to bring Program implementation up to speed, the Bank team is putting pressure on the clients and providing frequent technical and managerial support to the implementing units. 6 Key Decisions Regarding Implementation The Borrowers have requested extension of the closing dates as part of a Program restructuring (to include, additionally, revisions to Project scope and financing structure). The Bank and the Borrower have agreed on an action plan to improve Project implementation; the Borrower s compliance with said agreement will determine the possibility of restructuring.
