2 Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions The overall implementation progress of the project is progressing well for all components except for Component C (BWDB). All activities under Component A (Recovery of Agriculture Sector) and Component D (Long Term Disaster Risk Management Program) have been completed successfully and all activities with regard to the Bangladesh Climate Change Resilience Fund (BCCRF) Grant which was supporting the construction of 61 new Disaster Shelters has also been successfully completed. All activities under Component B (Reconstruction and Improvement of Disaster Shelters) are on track and will be completed by the project closing in December Given the implementation issues with regard to Component C, the team has conducted eight specific Component C technical field missions (April 2016, June 2016, November 2016, January 2017, February 2017, two in March 2017, and May 2017) in the past year to monitor activities to complete the remaining works under this component within time. The overall status of the project for the remaining works is as follows: Component B (Reconstruction and Improvement of Multipurpose Disaster Shelters, LGED): All the activities are on track and implementation progress has been rated Satisfactory. Out of total targeted 353 new Cyclone Shelters 240 were completed and total of 352 new Shelters will be constructed within December The construction of 1 new Disaster Shelter (DS) was dropped due to land dispute. 459 existing Cyclone Shelters have been improved out of total targeted 460. The improvement of 1 DS was dropped as this DS was beyond repair and would need to be reconstructed. The two DS which are not being implemented through ECRRP due to the reasons mentioned above will be implemented by Government of Bangladesh from other resources. Component C (Rehabilitation of Coastal Embankments, BWDB): Overall progress of Component C remains Moderately Satisfactory as per the April 2017 mission. However, the mission noted this component risks being downgraded to Moderately Unsatisfactory (MU) if the Physical Progress Milestones are not achieved as per the Key Agreed Actions. A total of km of Coastal Embankment has been completed out a total of 502 km of Coastal Embankment which is 86.12% of the total target. The Bank is following up closely with implementing agencies to achieve the agreed milestones and will report on implementation progress after the next implementation support mission. 6/19/2017 Page 2 of 11
