2 Exposure to coastal inundation is large and growing Population is attracted to coasts by an abundance of local resources Growing coastal population Urbanising coastal zone Tourism, recreation, retirement In many parts of the world, the population is directly exposed to the coastal hazards and this will increase with Climate Change and Sea Level Rise. Hazards (storm surges, heavy rain ) Disasters Vulnerability Exposure (early warning, (Population protection infra.) in the coasts ) Disasters are more likely when Hazards and exposed population overlap with Vulnerability. A reactive approach to adaptation increases the vulnerability.

5 Draft Decision 4.1(6)/1 (RA IV -17) The JCOMM-CHy - Coastal Inundation Forecasting Demonstration Project (CIFDP), is a multi-hazard warning system that promotes an integrated approach in the enhancement and delivery of early warnings, no matter what the causes for coastal inundations are, in line with the concept of impact-based forecasting and the UN Sendai Framework for Disaster Risk Reduction (DRR). The implementation plan was adopted by JCOMM-4 (2012) and since, four sub-projects have commenced, with expected completion by Cg-18 in (see INF Doc 4.1. (6))

6 Draft Decision 4.1(6)/1 (RA IV -17) Synergies established between the CIFDP, the Flash Flood Guidance System (FFGS) and the Severe Weather Forecasting Demonstration Project (SWFDP) Interdependencies on technical commissions (CBS, JCOMM, CHy) and WMO service-oriented programmes that could complement and support the CIFDP;

7 Draft Decision 4.1(6)/1 (RA IV -17) The need for coordination of the CIFDP developments in RA IV with the Hurricane Committee and other initiatives in the region to integrate CIFDP within the implementation of a multi-hazard early warning system, providing integrated and seamless services for reducing disaster risk from different types of hazards; Interaction and synergies have been achieved with the ongoing projects performed by the Intergovernmental Coordination Group for the Tsunami and other Coastal Hazards Warning System for the Caribbean and Adjacent Regions (ICG/CARIBE EWS);

8 Draft Decision 4.1(6)/1 (RA IV -17) RA IV-16 stressed the need for the RA IV Management Group and the RA IV Hurricane Committee to be involved in the development of CIFDP in the Caribbean (Dominican Republic and Haiti) and further extension to other islands and coastal zones in the the Caribbean; Progress has been done with the development of the concept and project implementation of the CIFDP in part of RA IV, with the support of the US National Hurricane Center as System Developer, with the funding support of the USAID.

9 Draft Decision 4.1(6)/1 (RA IV -17) Endorses the ongoing project on the region proposal; Request the relevant technical commissions, Members of the Regional Association IV and experts to facilitate the completion of the RA IV sub-project by Cg-18, and consider its future extension to other islands or coastal countries in the Wider Caribbean.
