2 Accessibility to high value information Why a project on severe weather forecasting? Dramatic developments in weather and climate prediction science Leading to improved alerting of hydro-meteorological hazards, at ever-increased precision, reliability, and lead-times of warnings Developing countries, including LDCs and SIDSs, saw little progress Increasing gap in application of advanced tools and technology in forecasting and early warnings WMO SWFDP attempts to close this gap, by applying the Cascading Forecasting Process (regional frameworks) Time 2
3 Global NWP centres to provide available NWP/EPS and sat-based products, including in the form of probabilities, cut to the project window frame; Regional centres to analyses and interpret information received from global centres, prepare daily guidance products (out to day-5) for NMCs, run limitedarea model to refine products, maintain RSMC Web site, liaise with the participating NMCs; NMCs have access to all products, and maintained responsibility and authority over national warnings and services; to issue alerts, advisories, severe weather warnings; to liaise with user communities, and to contribute feedback and evaluation of the project. 4 SWFDP Strengths Cost effective; Simplicity; NMHSs need internet only; Highly operational focus; SWFDP (ongoing regional subprojects and future directions) Capacity development with improved forecasts and lead-time of warnings Subject to availability of resources, the number of benefiting developing countries including LDCs and SIDS may grow to over 100 in next 3-5 years Green color boxes - the existing SWFDP regional subprojects. Pink color boxes - the SWFDP regional subprojects in development. Orange color boxes - the subprojects that may be developed within next 3-5 years.

16 Capacity Development through SWFDP Training Programmes Based on the regional and national needs, the following approach is followed for designing the SWFDP training programmes o Two-week SWFDP training workshops for each region (such training workshops are to be held regularly and preferably rotated among the participating countries in a region) o RSMC Training Desk (e.g. at RSMC Pretoria Training Desk for countries in Southern Africa) o In-country training (e.g. for countries in Southwest Pacific)
17 Capacity Development through SWFDP Training Programmes In addition o ECMWF annual training for WMO Members o DWD annual training on COSMO (aligned with SWFDP) o Regional Training Centres (training programmes on forecasting aligned with the SWFDP) o NOAA/NCEP Desks

19 Key Observations from SWFDP sub-regions In general SCOPE-NWC precipitation are good and useful Time latency is a challenge: Products should be available as close to real time as possible
20 Key Comments from SWFDP sub-regions Latency: SCOPE-NWC products have to be as close to real-time (short latency) as possible to be operationally useful The ability to look at accumulated rainfall for the last 24, 48 or 72 hours is very useful to verify the South Pacific Guidance charts The main SCOPE page takes a long time to load (a few minutes).
21 Key Suggestions Validation: Information on verification could be useful wondering if SCOPE-NWC precipitation products validated? Whether any statistics around accuracy/validation/verification could be made available through the SCOPE website? Provide much more readable detail at the country level than is currently available Use examples of Nowcasting SAF products for storm tracking (RDT) and convective rainfall (CRR) which are available minutes after the MSG images have been received Archiving: If possible, an archive may be made available of for at least 24 hour accumulations. It can be useful for reporting, verification and case studies.
22 Key Suggestions SCOPE-NWC products may provide much more readable detail at the country level than is currently available Availability of products for severe thunderstorms forecasting and warnings (e.g. RDT) Availability of SCOPE-NWC data to synchronize it with other data at NMHSs (currently, SCOPE products are in graphics only) Current rain rates and nowcasting products might not be overlapped. It would be more convenient to turn them into alternatives excluding overlaps. Access to information beyond 3 days would be useful Provision of Animation tool on SCOPE NWC website if possible Providing additional domains on SCOPE-NWC website for new SWFDP regional subprojects, e.g. West Africa, Eastern Caribbean

24 Capacity Development through SWFDP Training Programmes In 2014, 103 personnel (including forecasters, hydrologists, representatives of disaster management agencies and media) were trained in Southern Africa, Eastern Africa and Southeast Asia. In 2015, around 200 personnel (including forecasters, hydrologists, representatives of disaster management agencies and media) were trained in Southern Africa, South Pacific, Eastern Africa, Southeast Asia and Bay of Bengal.
