(Duffield), February 2017, Phase I Environmental Site Assessment report ( Phase I ESA Report ). No environmental issues were encountered during the tank system closure, and no additional environmental assessments are recommended. This letter provides documentation regarding the tank system closure. The Phase I ESA Report provided the following recommendation regarding a diesel fuel UST connected to a backup electrical generator: The Property, 275-Gallon Gasoline UST System: Currently the tank appears not to be monitored for leaks and may be improperly constructed. Duffield recommends registering the tank, upgrading to current regulatory standards or removing the tank, and performing soil testing around the tank to evaluate for environmental impact. If the analytical results from the soil testing indicate a release, appropriate actions should be taken. Subsequent to performing the Phase I ESA, additional information about the tank was obtained. The tank held diesel fuel, not gasoline as indicated in the Phase I ESA report. Also, the tank size was estimated to be larger than 275 gallons based on a measurement of its diameter through the fill port. An adjoining buried tank of 100-gallon capacity was found during the removal of the diesel fuel UST. The tank was constructed of metal and had a rectangular shape (rather than round). 3 Ms. Donna Archer RE: Project No EZ August 21, 2017 Page 2 need to be registered with PADEP, and no closure report would be required by PADEP unless it leaked petroleum. The former contents of the tank were unknown. UST Removals Based on measurement of the diameter of the regulated diesel fuel UST, the tank was assumed to have a 500-gallon capacity. In preparation for the removal of the UST, forms were submitted to the Pennsylvania Department of Environmental Protection (PADEP) as follows: Underground Storage Tanks System Installation / Closure Notification Form (see Appendix A). Storage Tanks Registration / Permitting Application Form (see Appendix B). This form was used to register the 500-gallon diesel fuel UST. PADEP subsequently issued a Storage Tank Registration / Permit Certification (see Appendix C). On July 24, 2017, Ferguson & McCann, Inc. removed the diesel fuel UST system along with a previously unknown 100-gallon rectangular tank that was found during excavation activities. Both tank systems were observed to be in good condition with no visible staining or other indication of release. A photo-ionization detector (PID) was used to screen excavated soils for volatile organic compounds commonly associated with petroleum. No PID detections were recorded during soil excavation. Following removal of the tank systems, Duffield collected confirmatory soil samples from locations as if both tanks were regulated. The laboratory results for the samples indicated no environmental concerns relative to PADEP action levels/statewide health standards. 2 3 No regulated organic substances were detected. One sample was tested for lead, and the concentration was 17.3 milligrams per kilogram (mg/l), which is low relative to a residential standard of 500 mg/kg. 4 The presence of lead may be naturally occurring, not necessarily related to the tanks. The tank contractor installed an aboveground storage tank system to replace the UST system for the backup electrical generator.
