The development objective of this Project (WRD-SEM APL 2A) is to increase access to water for agriculture development and capacity for energy generation in the Niger part of the Niger Basin. 2 Implementation Status and Key Decisions There has been good progress since the last update since two of the three pending actions identified in the Bank s response to the lifting of suspension by the March 31, 2017 are fully completed and the remaining one (Filling of the key positions for the new Special Purpose Entity - ABK) is almost completed and is expected to be fully met by March 2018 with the hiring of the last two key positions (technical director and a director in charge of environmental and social safeguards). Of significant concern is: (i) the slow pace of staffing up of the ABK; (ii) the slow pace of RAP 1 completion; (iiii) the slow pace of preparation of the RAP2 and associated studies (contract with Studi for a Complementary agricultural study in the Kandadji reservoir area, social Assessment of the phased approach); and (iv) the significant financing gap for the civil works. CDD activities under the PDLK are proceeding at a low pace and there are ongoing discussions within the Bank regarding this component of the program. ABK and PAC3 have defined a new strategic orientation for these activities. The Government of Niger (GoN) organized on December 13, 2017 a side event to the Consultative Group (CG) meeting in Paris (i) to update on progress on the Kandadji Program and (ii) to present the very preliminary results on the RAP2 preparation. The meeting was attended by several donors (WB, AFDB, BOAD, BIDEC, BADEA, OPEC Fund, Kuwait Fund; AFD was not present) and chaired by the Minister Chief of Staff of the President. Donors expressed interest to support activities under RAP2, noting that a great number of them are activities that could be financed under standard investment operations (e.g. construction of schools, irrigated perimeters, rural water schemes.). 12/21/2017 Page 2 of 10
