8 North Waziristan displacement Meeting Minutes Protection Cluster KP/FATA Updates on North Waziristan displacement were provided: Registration of NWA IDPs As of 17 th September 2014, FDMA reports 58,509 families have been registered and verified while 24,960 families are non-verified families so far. UNHCR has started data up-gradation exercise at Bannu food hubs.fdma shared the new displacement is going from Speenwam and Eidak area of NWA and till 17th September 3,838 families/24,087 individuals families has been registered at saidgai check point. Beside, registration at Alizai check point is also going on for the NWA IDPs coming from Khost Province of Afghanistan to Pakistan. NADRA verification is still on-going and also grievance capturing of non-verified families at GDs are still on going, therefore the final registration figure cannot be concluded at this stage. Rapid Assessment for unregistered families with specific needs: Brief update on Protection cluster rapid assessment was given to cluster members. BEST and CERD are conducting assessment of unregistered/non-verified families with specific needs in Karak, Bannu, Peshawar, Lakki Marwat, and DI Khan while IVAP has also joined the assessment and they will be assessing families in Charsadda, Tank, Nowshera, and Kohat as well as 4 union councils in Bannu. Protection cluster has given presentation to DG PDMA on the outcome of the pilot assessment. PDMA well acknowledge the key findings and suggested to also present the outcomes to FDMA. Further discussion is needed with the FDMA on most vulnerable IDPs (unregistered) cases for potential registration HNO IVAP-Update HNO: Cluster Coordinator shared that HNO process will be starting soon. HNO process will be more participatory this year and cluster need active involvement and inputs of the members. Information regarding HNO will be shared with cluster members as the initial step. IVAP-Update and presentation: IVAP gave a briefing on their ongoing activities at KP/FATA. Currently IVAP is conducting profiling of IDPs in Peshawar, D.I.K and Tank districts. Other IDPs hosting areas are planned to be targeted and the data will be gathered by the end of the year. For data sharing with other partner s data sharing agreement needs be signed in order to get the IVAP data. IVAP is also sharing data specific to the sectors with all the organizations involved in humanitarian response. IVAP should develop close linkages with relevant government authorities to maximize the use of the collected information PC to circulate info on HNO and asking inputs from partners WFP Assessment of protection risk analysis associated with female beneficiaries: Rule of Law presentation UNDP Helpers Foundation: WFP Assessment of protection risk analysis associated with female beneficiaries: WFP has started three days pilot assessment of protection risk associated with female beneficiaries at Bannu approaching to distribution points. They are conducting HH assessment as well as focus groups discussion at food hubs and host communities in order to gather information on access issues for females in collecting food from the food points. The data will be compiled and report will be share with protection cluster in coming week. Rule of Law presentation UNDP Representative of UNDP give brief presentation on Rule of Law project. They have MOU with local bar council in their area of intervention and providing assistance on legal issues to the community. Currently they have projects in 11 districts of Khyber Pukhtoonkhawa where they are providing legal assistance to the IDPS/refugees as well to host community. Recently they have started project in Bannu in which they are providing legal assistance both in civil and criminal cases. Beside legal assistance, they are also providing assistance to FDMA/PDMA in staff sceondment. They have also established hotlines for PDMA. Any civil and criminal cases which IDPs face with can be referred to UNDP rule of law project while UNDP will share the cluster the types of cases which can be referred to them and the focal person to be more specific. Helpers Foundation: Helper s foundation gives brief update of their project. They are working in Punjab and AJK. They have implemented PPAF multi sectoral project in Charsadda and Nowshera on flood response, and interested in launching new activities in KP. WFP to provide full presentation at the next cluster meeting on the key findings UNDP to share the types of cases which they can deal with, with specific focal person to be shared with PC members Updates from Partners: Updates from Partners: - ESHAR informed about the grievances desk activities. So far they have received 19,061 cases till 17 th of September Major case load are of family tree, invalid CNIC and no record issue.eshar also pointed out that during the FDG at grievances desk the IDPs raised the needs of tents as most of the IDPs in Bannu and LakKi were asked to vacate the schools. 5
9 although due to high rent they were unable to find a suitable place for living, they are requesting tents. FDMA responded that they have given around 4,400 tents to district administration. These IDPs shall consult with their district administration in Bannu and Lakki Marwat for further assistance - CP sub-cluster update: Child protection coordinator updated the cluster members on the status of CPRA. He said that the desk review will be completed next week and hopefully by next week the assessment shall be started as the enumerators and detail plan is already in place. KPCPWC is taking the lead on it and CP sub-cluster is giving technical assistance. Apart from CPRA, he also shared that two child protection partners (Muslim Aid, PVDP) have started implementing their Child Protection project in Bannu. Child protection sub cluster also raise the issue of coordination mechanism at district level, particularly in Bannu, which needs to be strengthened. CP sub cluster to report on the key findings of CPRA Protection cluster upcoming trainings: HLP and ADTF AOB AOB - Protection cluster upcoming training: HLP and ADTF: IRC protection co lead shared that the cluster is going to arrange two trainings for cluster members on HLP and another one of ADTF. The HLP training will be held on 25 th September, and soon will be circulated regarding the trainings and ask the cluster members to nominate their staff for the said trainings. Protection cluster coordinator raised the concerns of other IDPs besides NWA IDPs, highlighting the need to focus on them as they have been paid less attention in the past few months since resources and efforts were taken for NWA IDPs, and equal treatment should be the basis for strategic planning. IRC protection shared that during their protection monitoring their team has the reports of police harassment,high rent issue and lack of services to the IDPs of NWA in Peshawar and Kohat, apart from that he also share the lack of waiting shade and wash facilities in Peshawar food hub 7. WFP asked to confirm the fact and if it is confirmed to be the case, report directly to WFP. KPCPWC has requested for the assistance of assistive device for the person with disability since such cases are reported on daily basis without service providers to refer to. KPCPWC representative also shared that on 23 rd there will be DCWG meeting in Bannu. Cluster to share the details on the trainings with the cluster members for nomination ILO updated on their project in Bannu where they establish human resource data base of skilled and unskilled IDPs so that the humanitarian community can use the data base for recruitment of the staff.
