What is the current value f yur prperty, as it presently exists?

5 L A. t has been appraised at $67,000.00, but nly as a single family residence n "farmland". Hwever, this prperty, with its size, lcatin and lake frnt access is very unique and believe it is wrth at least twice that amunt based n similar prperties that have researched recently in ther municipalities. The fact is culdn't find anther L t , a A. a A. a prperty that has all f the unique qualities f my prperty. Hw d yu currently use and enjy yur prperty? Well, its hme t me and my kids. We use it like any family wuld use their prperty. Mre specifically, we enjy the rural character f the prperty. We take part in a number f recreatinal activities including, but nt limited t, fishing, riding bikes and dirt bikes, playing sprting activities and the like. We entertain family and friends. t's als a place where we can relax and enjy the buclic envirnment and surrundings. purchased this prperty in rder t be away frm the nise, pllutin, traffic and vlume f peple assciated with mre suburban and urban areas. als purchased it as an investment fr my family's future. Can yu explain what yu mean by that last sentence? This prperty is nt nly my primary residence but it's als my retirement plan. t was always my intentin t nt nly live n the prperty but t als devte a large prtin f it t the develpment f an equestrian campgrund and related cmmercial activities that wuld blend int the envirnment, such as hrseback trail riding, a riding schl and paddck, hrse shws, camping, fishing, caneing, kayaking and related utdr activities. als envisin renting the prperty and facilities fr weddings and ther functins n the site in the future. Are yu in a prper zning district fr thse types f cmmercial uses?

6 1 A. Yes, accrding t the lcal planning and zning fficials, an equestrian campgrund and 2 these related cmmercial activities are permitted as f right in this zning district- 3 Q. Hw far alng are yu with these plans fr a future cmmercial use f part f this 4 prperty? A. have taken substantial steps and made substantial investments t implement my plans 6 fr an equestrian campgrund. First, purchase Lt 121-ll, which has 1000 feet f lake 7 frnt access n Wilsn's Reservir, in 2010 fr $30, Next, develped and 8 implemented an extensive rad and bridge system within the prperty fr access t future 9 ver-sized camp sites. This prcess required versight and apprval frm the R 10 Department f Envirnmental Management. The rad system, including re-plantings as 11 required by R DEM, cst me apprximately $70, have als incurred thusands 12 f dllars in incidental expenses and expended cuntless hurs and exhaustive effrts int 13 creating and implementing the plans fr this cmmercial endeavr. 1'4 a. What is yur expected date fr cmpletin f these cmmercial plans? 1 A. f everything ges accrding t plan, the equestrian campgrund culd be a 16 functining cmmercial entity within the next year. Hwever, if yu came t my 17 prperty right nw yu wuld see that the grunds are like a park right nw and, as said 18 abve, the rad system, the lake access, the hrse ring and bam are already in place. 19 invite the Bard t persnally tur the prperty. 20 a. Are yu familiar with nvenergy's prpsal t cnstruct and perate a prpsed megawatt electric generating facility cmmnly knwn as CREC. 22 A. Yes. 23 a. Are yu familiar where the prpsed facility will be lcated?

7 1 A. Yes, right acrss the street frm my prperty. 2 Q. Are yu fr r against the prject? 3 A. am 100% against the prject. 4 a. Why are yu against this prpsed prject? A. Many reasns. First, it will surely decrease the value f my prperty the mment the 6 prject is apprved. The facility as prpsed will bring a tremendus amunt f nise 7 air pllutin, water pllutin and heavy truck traffic t the immediately surrunding area, 8 bth during cnstructin and during the peratin f the facility. believe it will affect 9 the health and safety f me, my family and my guests. t will be substantially detrimental 10 t the aesthetic and recreatinal value f my prperty. And it will destry the rural 11 character f the area surrunding my prperty and will cmprmise all f the reasns and 12 expectatins that had when purchasing and investing in this prperty. Als, have 13 made significant investments in this prperty fr the future, as discussed abve. The 74 CREC facility will have a harmful and negative impact n nt nly my residential use 1 and enjyment f the prperty and the present value f the prperty, but als n the 16 future cmmercial uses f the prperty. t will negatively affect the cmmercial revenue 17 expected frm this prperty n an annual and cntinuing basis, which am relying upn 18 fr my retirement years and my family's future. L9 a. Des that cnclude yur testimny? 20 A. Yes. 27
