By definitin, typical wd-frame sft-stry buildings are tw r mre stries buildings with large penings in exterir wall(s) at the grund level mainly because f parking garages r ther similar pen flr space that causes a sft and/r weak stry. ' Methdlgy f Establishing A Wd-Frame Sft-Stry Residential Buildings List Step 1- Establish a Base List by Using Husing epartment's ata LABS started t use the "Plan Check and Inspectin System (PCIS)" cmputer prgram t issue building permits and capture permit data in Therefre, LABS des nt have a database t identify multi-unit residential buildings that exist prir t 1978 and cannt create a list f such buildings. Hwever, the Ls Angeles husing epartment (LAR) maintains data f all apartment buildings as part f the Systematic Cde Enfrcement Prgram, Based n LAR's data, LABS has identified 29,226 apartment buildings within the City built prir t 1978 with five r mre units (see Exhibit B fr sample). Step 2- Narrw wn the Base List By Utilizing Mapping Prgrams and LABS Recrds LABS will narrw dwn the base list by utilizing the Ggle map and ther similar available mapping prgrams alng with researching the epartment's recrds t categrize these 29,226 apartment buildings int three grups: (I) nn-sft StOlYbuildings, (2) SOft-StOlYbuildings, and (3) buildings that cannt be identified as either (I) r (2). 2 Based n ur guesstimatin, 4% f the buildings are nn-sft stry which are nt under the scpe f this mtin (Grup I). Twenty percent (2%) f the buildings can be identified as sftstry (Grup 2), and the remaining 4% f the buildings cannt be identified by this methd (Grup 3). Step 3- Finalize the List by Perfrming Site Inspectins Cst LABS estimates that ne inspectr will be able t inspect 3 buildings in ne day. If tw inspectrs are assigned fr the site inspectin, it will take apprximately 195 wrking days (apprximately ne year) t cmplete the inspectin. An additinal few weeks will be needed by the inspectrs t prepare the final sft-stry apartment buildings list. In rder t create cnsistency amng inspectrs during the surveys f buildings, LABS has created an inspectin survey checklist (Exhibit C) t be used by the inspectrs wh will inspect these remaining buildings. A Structural Engineering Assciate III and tw Building Inspectrs salaries are shwn in the fllwing table. 3 JUL : PLANNING & LANIJ USE MANAGEMP"" MOTION Accrding t FEMA, recent earthquakes have prven the vulnerability f wd-frame residential buildings with weak first stries, cmmnly knwn as sft-stry buildings. Sft-stry buildings built befre 1978 are particularly at risk during an earthquake because their grund flrs generally have perimeter Walls that lack adequate strength. Hence, during an earthquake, lateral frces becme cncentrated within that stry, instead f being distributed efficiently ver the height f the structure. Cnsequently, the building is liable t "pancake" and cllapse. Apprximately 2 sft-stry buildings, cntaining thusands f residential units, were severely damaged r destryed during the 1994 Nrthridge earthquake. The Nrthridge Meadws apartment cmplex, which was a sft-stry building, saw 16 deaths during the 1994 earthquake - the heaviest cncentratin f deaths frm the quake. Earthquake preparatin is an imprtant matter f public safety iii the City f Ls Angeles. The danger is nt just the damage accrued during an earthquake, but als that the buildings are unusable after an earthquake, leaving peple hmeless and frcing the City t deal with further prblems. Currently, the City f Ls Angeles has a vluntary retrfitting rdinance in place. Hwever, the City f Ls Angeles epartment f Building and Safety des nt have a database that dcuments-the precise number r lcatins f such structures (sft-stry, wd-frame, multi-unit residential buildings)..
