4 CITY COUNCIL GOALS/STRATEGIES/PRIORITIES 2001 Goal No. 3: Revitalize business areas through public/private partnerships Objective: Implement HyettPalma and Perron Central Business district plans Objective: Complete the plan for installation of a landscaped median on Lee Boulevard ( Restaurant Row ) and determine sources of funding/cost sharing in the project. Objective: Design and begin construction of the pier/dock on the Columbia River in the Arts and Entertainment District in the summer of Objective: Determine ways to work with business owners in the Uptown Shopping Center to implement trash compactor and other visual improvements. Goal No. 4: Complete the planned public improvements at Columbia Point Objective: Complete design, permitting and construction of the bas riverfront trail between Howard Amon Park and Columbia Point Marina Park. Objective: Develop cost estimates for parking and greenscape improvements at the Cultural Complex that have committed to Columbia River Exhibition of History, Science and Technology and Academy Children s Theater. Goal No. 5: Complete revitalization replenishment of municipal assets, infrastructure and resources. Objective: Conclude Campus Master Plan Objective: Complete construction and relocate employees into the new Police Station during spring of Objective: Compete construction of Richland Community Center by the end of the third quarter and relocate staff and equipment by the end of Objective: Develop a plan to remodel City Hall for optimal long-term use. Goal No. 7: Engage residents in actions to protect, maintain and upgrade neighborhoods, including rebuilding of 30% of core infrastructure through Local Improvement Districts (LIDs). Objective: Historic Preservation. Complete an inventory of all historic A, B, C homes within Richland, and develop a strategy for assisting private homeowners in their efforts to have their homes nominated for placement on the National Historic Register, and for assisting private homeowners in their efforts to obtain grants, tax credits and other support for their restoration efforts. Goal No. 9: Support City/Community partnerships in the development and implementation of plans for improving the Central Business District and the Arts and Entertainment District, increasing traffic and commerce, enhancing tourism and convention activities, and nurturing arts organizations. Objective: Facilitate additional cultural events in the Arts and Entertainment District.

5 Objective: Secure at least two new pieces of public art in the Arts and Entertainment District Goal No. 1: By 2005, Richland policies will improve the economic well-being and quality of life for its citizens as well as create and retain jobs that facilitate growth and provide a stable tax base. Objective: Create a climate that will promote business growth and investment including core development activities of attraction, retention and expansion, tourism, and support of start-up and emerging businesses. Goal No. 3: Revitalize business areas through public/private partnerships. Objective: Implement the HyettPalma and Perron Central Business District plans: Complete Parkway construction by fall s end Identify an optimal north/south transportation strategy that encourages pedestrian traffic, redirects commuter traffic and facilitates and calms business traffic. Permit and construct the Lee Boulevard public dock on the Columbia River in the Arts and Entertainment District by summer s end Work with business owners throughout the City to implement visual improvements. Encourage private reinvestment in the Central Business District. Perform a feasibility study of modifying the [levee] at north Howard Amon Park (between Lee Boulevard and Newton Street) to increase parking.

C O M P R E H E N S I V E P L A N P O L I C I E S ECONOMIC ELEMENT ED Goal 6: Richland has established a sense of place that appeals to citizens of all ages. The City has become the entertainment and upscale retail center for the Tri-Cities with a range of retail and service businesses that meet the needs of local residents and visitors to the community. Strategy 6.1 Stimulate the development of sophisticated retail and entertainment venues. Strategy 6.4 Refine its planning and zoning process to facilitate upscale retail development and encourage infill in the Downtown and Uptown Districts. Strategy 6.5 Promote performing arts venues and activities. LAND USE ELEMENT LU Goal 3: The City will promote commercial growth and revitalization that serves residents and strengthens and expands the tax base. Policy 3 The City will work to develop an attractive Central Business District and to revitalize declining commercial areas. LU Goal 7: The City will address unique land use situations in the urban area with policies specific to those situations. Policy 3 The City will promote a mix of uses in areas such Columbia Point, the Central Business District Neighborhood Activity Centers, and along the waterfront. Policy 7 The City will prepare specific area plans to guide the development of the Central Business District, the Richland Wye and other areas as needed.

11 URBAN DESIGN GOALS AND POLICIES Goals and policies were developed for the Comprehensive Plan to enhance the aesthetic character of existing and future urban design within the Richland UGA: UD Goal 1: The City will create a well-planned community with an aesthetically pleasing environment. Policy 1 The City will work to attract industrial uses, such as business and research parks, office parks, technology centers and other types of high-tech uses. Policy 2 The City will develop an attractive Central Business District and Uptown retail area with adequate parking, landscaping, and pedestrian access. Policy 3 The City will adopt programs to redevelop, upgrade and enhance the visible commercial areas. UD Goal 2: The City will endeavor to revitalize declining commercial areas, such as the Central Business District, the Uptown retail area, and the Wye area. Policy 1 The City will work to develop an attractive Central Business District with adequate parking, landscaping, and pedestrian access. Policy 2 The City will zone for higher-density residential and business uses adjacent to the Central Business District. Policy 3 The City will adopt design standards for the Central Business District and other parts of the City to enhance the design character of the area and to encourage mixed use developments. Policy 4 The City s design standards should provide consideration for the pedestrian by providing landscaping and shading elements as well as inviting access connections to adjacent developments. Policy 5 The City s design standards should reflect a human scale, providing for a variety of building masses, and a variety of textures and natural materials to provide visual interest and richness. Policy 6 The City will work to design the public realm, including streetscapes, parks, plazas and civic amenities to provide identify to the community and convey its design expectations. Policy 7 The City will strive to provide continuity among adjacent uses through the use of cohesive landscaping, decorative paving, street furniture, public art and integrated infrastructure elements. UD Goal 3: Development, through appropriate siting and orientation of buildings, should recognize and preserve established major vistas, as well as protect natural features such as: rivers, ridgelines, steep slopes and major drainage corridors and archaeological and historical resources.

12 Policy 1 Development should be sensitive to existing topography and landscaping. Policy 2 Hillside development should blend with the natural shape and texture of the land while minimizing disturbances to the natural environment. Policy 3 Design strategies and building techniques, which minimize environmental impact, reduce energy consumption and endure over time, should be utilized. Policy 4 Landscape design should respond to our desert environment by utilizing a variety of landscape materials indigenous to this arid region. Policy 5 Lighting should be designed to minimize glare and invasive overflow, to conserve energy and reflect the character of the area. TRANSPORTATIONELEMENT TE Goal 3: The City will support beautification efforts for major entryways into Richland. Policy 1 The City will encourage the development and enhancement of principal entryways into Richland. Policy 2 The City will maximize the use of landscaping and other types of buffers along major transportation corridors. TE Goal 6: The City will encourage the use of transportation modes that maximize energy conservation, circulation efficiency, and economy. Policy 1 The City will support increased use of multi- modal transportation.this includes, but is not limited to, high occupancy vehicle lanes, bicycle trails, park-and-ride facilities, carpools, vanpools, buses and mass transit. Policy 2 The City will coordinate planning efforts for non-motorized modes of travel with other jurisdictions and develop an integrated area-wide plan for non-motorized travel modes that ensures continuity of routes. Policy 3 The City will encourage sidewalks, improved shoulders, or off-street trails within new developments to accommodate internal circulation. Policy 5 The City will seek to receive formal recognition as a Bicycle Friendly Community. Policy 6 The City will coordinate site development guidelines to encourage and enable use of alternative modes.
