GENERAL INFORMATION Project name: Project location: Project owner: Carbon credit purchaser: Project description: Operation during monitoring period: Esivere and Virtsu II Wind Power Developments Hanila municipality, Estonia Roheline Ring Tuulepargid OÜ Estonia pst 1/3, Tallinn, Estonia Republic of Austria (represented by KPC) The project involves an 8 MW wind farm at Esivere (consisting of 4 Enercon E kw wind turbines) and a 6.9 MWwind farm at Virtsu (consisting of 3 Enercon E70 E kw wind turbines). GHG emission reduction is achieved via displacement of carbon intensive electricity produced from fossil fuel sources in the Estonian grid. Crediting period for emission reductions: October December 31, 2012 During the whole monitoring period in question (2009) both Esivere and Virtsu II wind farms operated without major technical interruptions. 2. MONITORING METHODOLOGY Description: Grid connection and measuring meters: Monitoring is based on the procedures defined in the document Esivere and Virtsu II Wind Power Developments Project Design Document. Econ Analysis. March and in Monitoring Plan of Esivere and Virtsu II Wind Power JI Project. May The amount of net electricity supply to the grid from the JI project is defined as the key activity to monitor. The wind farms have different grid connection points to the national power grid operated by transmission company OÜ Põhivõrk (Main Grid). Esivere wind farm is connected to Rõuste 110 kv substation, Virtsu II is connected to Virtsu 110 kv substation and has a separate measuring meter in order to separate the power generation from Virtsu III wind farm which will be connected to the same substation and also have a separate measuring meter. Measuring meters of both wind farms, installed at the 110/20 kv substations belong to the Main Grid. Calibration of the measuring meters is processed according to Estonian legislation and standards. Both measuring meters are connected to the Main Grid and are monitored remotely. The contractual party of purchase of power generated by Esivere wind farm is AS Eesti Energia and the contractual party of purchase of power generated by the Virtsu II wind farm is Latvenergo 2

3 Kaubandus OÜ (Latvenergo trading subsidiary in Estonia). The measuring meters of both wind farms have not been changed and have functioned properly during the monitoring period and can therefore be used as a basis for the calculation of achieved emission reductions. 3. 6 Annex 3. Replies to Forward Action Requests Forward Action Request #1: The readings of the power meters of Virtsu II and Esivere Wind Farm shall be taken also at the end of each monitoring period. The last reading was taken on , which is almost exactly the end of the monitoring period. The power meter data until is presented in the Annex 4 and 5. Forward Action Request #2: The use permit for Esivere WF Transformer station shall be presented to the audit team (see CR#1 Second round of clarification). The use permits for Esivere wind farm transformer station were issued Forward Action Request #3: The developer should ensure that Virtsu III wind farm, which will have an own connection on 35 kv level and separate measuring system in order to separate the power generation from both wind parks the existing Virtsu II and the planned Virtsu III. The Virtsu3 and Virtsu2 are connected at the 20 kv level, not 35 kv level. The Virtsu2 and Esivere wind parks have their own separate measuring meters since the construction of wind parks. However, they share the same connection point to the Main Grid. Therefore, in order for the verifiers to check the production from the Main Grid readings, they will need to use the proportions of electricity produced by the separate meters and multiply these with the Main Grid readings. The proportions can be taken on a monthly basis. 6
