1 MONITORING REPORT NO. 5 FOR PERIOD PAKRI WIND FARM JOINT IMPLEMENTATION PROJECT UNFCCC NO. EE PREPARED BY: OÜ NELJA ENERGIA Regati pst 1, Tallinn, Estonia Tel: anne.sulling@4energia.ee Version 2 06 June,
2 1. GENERAL INFORMATION Project name: Project location: Project owner. Carbon credit purchaser: Project description: Operation during monitoring period: Pakri Wind Farm Joint Implementation Project Paldiski, Estonia OÜ Pakri Tuulepark Estonia pst 1/3, Tallinn, Estonia Finnish Ministry of Environment Emission Reduction Purchase Agreement (ERPA) as of The wind farm consists of 8 Nordex 2300 kw wind turbines. GHG emission reduction is achieved via replacement of fossil fuels, mainly oil shale, used for electricity production in Estonia. Crediting period for emission reductions: December 1, 2004 December 31, 2012 During the year 2009 a few technical interruptions occurred in the Pakri wind park. Namely, several windturbines had an inverter defect, which were repaired. Due to the defect, the following wind turbines had an average stop time of half a day to one week: WT No 6 was stopped because of the gearbox defect and exchange was undertaken 20 th February 27 th April. Wt No 3 was stopped because of the gearbox gear defect and exchange was undertaken 20 th March 15 th June. WT No 4 was stopped because of the gearbox defect and exchange was undertaken 18 th August 18 th September. WT No 7 was stopped because of the gearbox defect and exchange was undertaken 20 th August 22 th September. 2. MONITORING PROCEDURE Description: Measuring meters: Monitoring is based on the procedures defined in the document Monitoring plan of Pakri wind farm Joint Implementation project, ver. 2.0 August (revision of the document on May ). The amount of net electrical output from the JI project is defined as the key activity to monitor. The wind farm connection to the Main Grid (35 kv) is established via two connection points. Totally there are 8 wind turbines. Four turbines are connected to the first and another four to the second connection point. For each connection point, there is a separate meter. Additionally there is a third 400 V connection point to provide backup energy in case of failures of the 35 kv-line. Type: MC3, No:
3 Calibration is processed according to Estonian legislation and standards. The two main grid meters are connected to Main Grid SCADA and monitored remotely. The backup meter is read once per year. No meters have been changed and all meters functioned properly during 2009 and can therefore be properly used as basis for the calculation of achieved emission reductions. 3.
