3 1 PROJECT DETAILS 1.1 Summary Description of Project The project activity titled 4.50 MW Akkihebbal Mini Hydel Scheme, Cauvery Hydro Energy Ltd., India is validated under Voluntary Carbon Standard (VCS), The project details can be referred from the web link at: =12%2E630833&lon=76%2E411944&bp=1 The monitoring report covers the activity from to The project proponent, Cauvery Hydro Energy Limited, Bangalore is a Public Limited Company actively associated in the development of Power by setting up hydroelectric projects. Akkihebbal Mini Hydel Scheme is proposed across the river, Hemavathy, a tributary to the east flowing river, Cauvery (the life line of southern Karnataka). The project involves the construction of a diversion weir across the river Hemavathy, downstream of the Hemavathy dam near Akkihebbal. The project also diverts a part of river flow during floods in the monsoon and almost entire flow during rest of the period through a water conductor channel up to Forebay and then through a inlet casing up to the powerhouse. It also includes a small weir across the left limb of the river, to divert flow during non-monsoon period i.e. October to June. The main purpose of the project activity is to reduce GHG emission reductions in power generation from the Hydro resources available from the project site. In the monitoring period, 29,236 tco 2 emission reductions have been achieved by generating power through this project activity. 1.2 Sectoral Scope and Project Type The project activity falls under the following guidelines set in the Clean Development Mechanism under the Kyoto Protocol: Sectoral Scope : 1, Energy industries (renewable-/ non-renewable sources) Type : Renewable Energy Projects 1.3 Project Proponent The project activity is owned by Cauvery Hydro Energy Limited. The proposed scheme is located 3 Km from Akkihebbal Village, Krishnarajpet Taluk, Mandya District. Its exact location is given by the Latitude: 12º37 51 N and Longitude: 76º24 43 E which refers to the power house of the project activity. The powerhouse is located on the right bank of the river about 3 Km east of Akkihebbal village. Krishnarajpet is about 160 Km from the state capital, Bangalore Vis Mandya and Pandavapura or 190 Km from Bangalore via Nelamangala, Kunigal and Belur. Figure 01: Project Activity location on map 4

6 2 IMPLEMENTATION STATUS 2.1 Implementation Status of the Project Activity The project is a Mini hydel Scheme across the river Hemavathy (tributary of Cauvery). The project includes the renovation of an old weirs existing near Akkihebbal and also to divert the part of river flow during floods in monsoons and entire flow through rest of the period to generate electricity. For this purpose the work being done includes the repairs and renovation of the two diversion weirs, Main weir across the main (right) limb of the Hemavathy river about 0.5 km from Krishnarajapet (Akkihebbal Road), and another small weir located across the minor (left) limb of river 1 km from the road. The electricity generation after the diversion of flow is done by the use of Approach channel, Power intake channel Forebay, Penstock and the Power house. This project has an installed capacity of 4.5 MW and is generating GWh of net electricity generation during the crediting period 01/05/2009 to 31/10/2011. The above energy potential is harnessed by installing 2 units if 2.25 MW units with the combined design discharge of m 3 /sec. The project activity s inflow is to some extent dependent upon regulated release from the Hemavathy Dam, which includes a higher flow during non monsoon period due to storage of the dam. In addition inflow is also from independent catchment area also. The total catchment area of the river up to the project activity is about 4900 Km 2. The total design flood for the weirs is 6757 m 3 /sec. The monthly joint meter readings of the main meter and check meter at the substation is taken in the presence of the PP representative and KPTCL. Monitoring Frequency is continuous with monthly recording of energy exported. Value monitored: (from 01 st May, st Oct, 2011) A main meter and a check meter are used for monitoring the amount of electricity delivered by the project activity. 8 3.3 Description of the Monitoring Plan MONITORING REPORT: VCS Version 3 The monitoring plan includes monitoring of energy generation parameter at Akkihebbal substation. The metering system comprises of a main meter and a check meter. The meter is sealed in the presence of the representatives of the power producer and Karnataka Power Transmission Corporation Limited (KPTCL). The meters are the property of KPTCL. KPTCL personnel take the reading of the power generated every month; and this data is used for billing purposes. KPTCL official are the responsible for energy meter calibration. Both the energy meters are calibrated at least once a year. The accuracy class of the energy meters is 0.2 s. The Joint Meter Reading is used for the calculation of net power exported to the substation. The proponent maintains complete and accurate records and all other data required for the purpose of proper administration and operation of the hydro power plant. The data will be kept for at least 2 years after the end of the crediting period. The monitoring of project activity is done as per approved small scale methodology AMS-I. D(Version- 13, EB- 36). As per paragraph 13 of the approved methodology Monitoring shall consist of metering the electricity generated by the renewable technology. Thus as per above paragraph PP requires monitoring of Net electricity delivered to the grid (EG y ) by the project activity per annum, which is referred from the monthly invoices raised by the PP to the state electricity utility (KPTCL) on the basis of the monthly JMR Report issued by the KPTCL to PP. Purpose - The purpose of monitoring the project is to assess the annual emission reductions in tonnes of CO 2 that the project activity has achieved. Data to be reported - Net Electricity Exported Source of data - The basis of the net electricity exported will be the Joint Monitoring Readings which are taken in the presence of Electricity Board personnel and a representative of the proponent every month. Monitoring Frequency - The data will be monitored on a continuous basis but will be recorded monthly. Data Accuracy - The meters recording the electricity exported will be calibrated once a year. Emission Reduction Calculation Approach - The emission reductions are calculated as a product of the net electricity generated from the project activity and the combined margin emission factor of Southern grid. Emergency Preparedness: The energy meters (main and check meter) used in the project activity calibrated once in a year and sealed by KPTCL in presence of representative of Cauvery Hydro Power Limited. The calibration of meters is as per IEC / IS standards. During the test check, main meter and check meter is found to be within the permissible limits, the billing as well as emission reduction calculation are as per the main meter as usual. If during the test check, the main meter accuracy is found to be beyond permissible limits of error but check meter is found to be within permissible limits, billing for six month or up to the previous calibration whichever is less, shall be revised on the basis of consumption recorded by the check meter. However, the main meter shall be calibrated immediately and billing thereafter shall be as per recalibrated billing meter. 8

9 If during test check, the main meter and check meter are found beyond the permissible limits of error, then both meters shall be replaced with calibrated meters and billing shall be done by applying correction factor to the consumption registered by the main meter. The correction factor shall mean the percentage of error between the standard meter and the billing meter. Corrections in billing whenever necessary shall be applicable for the period of two billing months prior to the month in which test check has been done and up to the time of calibration / replacement of the defective meter. When error is observed the correction shall be for full value of absolute error. All the tests on the main and check meters shall be conducted by the meter relay testing staff of the electricity authority in presence of project proponent. If both, main and check meters become defective which is very unlikely, then emission reduction calculation for the month shall be based on hourly generation and auxiliary consumption data recorded by project proponents at generation end. The meter installed at generation end shall be test checked for once in a year. If during test check, meter is found to be beyond permissible limits, then the meter shall be calibrated or replaced with spare tested calibrated meter. 11 4 QUANTIFICATION OF GHG EMISSION REDUCTIONS AND REMOVALS 4.1 Baseline Emissions The baseline is the kwh produced by the renewable generating unit multiplied by an emission coefficient (measured in tco 2 e/mwh) calculated in a transparent and conservative manner as: A Combined margin consisting of the combination of operating margin (OM) and Build Margin (BM) according to the procedures prescribed in the Tool to calculate the emission factor for an electricity system. BE y = EG y * EF grid Where, BE y = baseline emissions in the year y (tco 2 ) EG y = Net electricity exported to grid in the year y (kwh) = Grid emission factor (tco 2 /MWh) EF grid GEF (grid emission factor) of Southern grid, the grid to which project activity supplies power. The GEF has been fixed ex-ante in the PD; value used is tco 2 / MWh. Energy exported to Grid The energy exported to grid is measured using energy meters installed at the Akkihebbal substation. The net electricity delivered to the grid is based on the company s readings taken in the presence of the plant personnel and KPTCL official. Monthly power generation details are as follows: Sl.
