We understand that the roof is scheduled for renovation. Sections of the roof were defined by the Client as sections A, B, C, D, E, F, and G. This report will provide the results of our investigation. 1.0 INTRODUCTION On February 27, 2017 and March 2, 2017, asbestos surveyors with our firm obtained a total of forty-six (46) bulk samples of suspect asbestos-containing building materials for analysis. Fiftyfour (54) samples were analyzed due to multiple-layered samples. The samples consisted of mastic, roofing felt, sealant, flashing roof coating, insulation, roofing tar, caulk and mortar. The bulk samples were sent to Carolina Environmental, Inc., an analytical laboratory in Cary, NC. Bulk samples were analyzed by Polarized Light Microscopy (PLM), E.P.A. Method 600/R- 93/116. Test results and sample locations are included in the attached Asbestos Analytical Report / Chain of Custody and Figure DEFINITIONS Asbestos Containing Materials (ACM): Building materials used for construction of a structure that are known or are suspect for containing asbestos. Asbestos: Asbestos is the asbestiform varieties of chrysotile, crocidolite, amosite, anthophylite, tremolite, and actinolite. Asbestos Inspection: An evaluation performed by a trained and E.P.A. certified inspector to determine the presence or absence of Asbestos-containing materials. Asbestos inspectors engage in the survey and assessment of ACBM. Category I non-friable ACM: asbestos-containing packings, gaskets, resilient floor covering and asphalt roofing products. 2 409 Harrison Boulevard Page 2 Category II non-friable ACM: any material, excluding Category I ACM, that when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. Demolition: the removal of load-bearing walls or structural components. Regulated Asbestos Containing Material (RACM): (a) Friable asbestos materials, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or, (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by NESHAPS. Renovation: the removal of any other building components other than load-bearing walls or structural components. 3.0 PHYSICAL SURVEY According to the Bay County Property Appraiser s Office, the northern portion of the structure containing roof sections A, B, C, E, F and G was constructed in The southern portion of the structure containing roof section D was constructed in Roof A was a sloped deck with rolled-on roofing over insulation on metal. Parapet walls surrounding roof A were covered with sealant, roofing felt and mastic over brick. The edges and penetrations of roof A were lined with flashing and sealant. Roof B was a flat deck covered with rolled-on roofing over insulation on metal. The edges and penetrations of roof B were lined with flashing and sealant. Standing water was noted on roof B during the time of our survey. Roof C was a flat deck covered with roofing tar over felt and insulation on metal. The edges and penetrations of roof C were lined with sealant and fabric over flashing on felt. Roof C was accessed with a hydraulic bucket lift. Roof D was a pitched metal roof over metal joists. Samples of caulk located around roof D were obtained for laboratory analysis. Roof sections E, F and G were located on top of the metal marquee located at the Harrison Avenue entrance of the Martin Theater. The marquee was anchored into the brick and mortar of the structure and was comprised of a metal deck and raised metal walls. Sealant and flashing lined the edges and penetrations of roof sections E, F and G. Conduits for the neon lights were also coated in sealant. A grey deck coating was applied to top of the deck. Yellow insulation was located under electrical panels on the deck. Caulk was applied around the walls of the marquee. Roof sections E, F and G were accessed with a hydraulic bucket lift.
3 409 Harrison Boulevard Page SUMMARY OF FINDINGS The E.P.A. definition for an asbestos-containing material is a building material that contains more than 1 percent asbestos when analyzed by PLM, and is placed into two categories; friable and non-friable. Friable ACM is a material that can be easily pulverized with hand pressure as opposed to non-friable ACM. Sample numbers and locations found on Figure 1 correspond with locations of samples obtained of roof sections. 4.1 FRIABLE ACM There were no friable asbestos containing materials identified in the buildings during our survey. 4.2 NON-FRIABLE ACM The felt with mastic on the parapet walls of roof A contained Chrysotile asbestos. The felt with mastic was weathered but intact and in fair condition. There is approximately 1,680 square feet of felt with mastic on the parapet walls of roof A. The flashing sealant of roof sections E, F and G contained Chrysotile asbestos. The flashing sealant was intact and in good condition. The area of roof sections E, F and G is approximately 272 square feet. The conduit sealant and deck coating of roof sections E, F and G contained Chrysotile asbestos. The conduit sealant was intact and in good condition. The deck coating was weathered but intact and in good condition. The area of roof sections E, F and G is approximately 272 square feet. The flashing on roof sections E, F and G contained 3% Chrysotile asbestos. The flashing was intact and in good condition. The area of roof sections E, F and G is approximately 272 square feet. 5.0 CONCLUSIONS AND RECOMMENDATIONS In accordance with the National Emission Standards for Hazardous Air Pollutants (NESHAPS), 40 CFR Part 61, Subpart M, Regulated Asbestos Containing Materials (RACM) are required to be removed prior to demolition. The felt with mastic located on the parapet walls of roof A are classified as a Category I nonfriable ACM. The flashing sealant, conduit sealant, flashing and deck coating located on roof sections E, F and G are classified as a Category I non-friable ACM. Although the felt with mastic, flashing sealant, conduit sealant, flashing and deck coating could be left in place during demolition, we recommend that these materials be removed prior to demolition. Removal of
4 409 Harrison Boulevard Page 4 these materials will allow the building materials to be recycled and/or disposed in a C&D landfill as non-acm waste. NESHAPS requires a 10-working day notification to the Florida Department of Environmental Protection (FDEP) Division of Air Management prior to the start date of an asbestos abatement project, prior to renovations that would disturb asbestos containing materials and prior to demolition. 6.0 GENERAL COMMENTS This asbestos survey has been performed to identify asbestos containing materials in the existing building and is not intended as abatement specifications and drawings. Comments and observations given above reflect an opinion as to the various materials and conditions visually observed during the inspections and should not be construed as a representation or warranty expressed or implied, as to scope, thoroughness or accuracy of the inspection. A conscious effort is made to identify all suspect materials. There is a possibility that conditions or materials may exist which could not be identified during our survey due to physical inaccessibility and the use of nondestructive sampling methods. Materials that typically do not contain asbestos have not been sampled. These materials include but are not limited to rubber, fiberglass, etc. Conclusions and recommendations given in this report are based upon our interpretation of current regulatory standards. Changes in regulatory standards may require changes in our conclusions and recommendations. We appreciate the opportunity to be of service to you on this project. EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request. This report relates only to the samples tested or analyzed and may not be reproduced, except in full, without written approval by CEI s, Inc. CEI s makes no warranty representation regarding the accuracy of client submitted information in preparing and presenting analytical results. Interpretation of the analytical results is the sole responsibility of the client. Samples were received in acceptable condition unless otherwise noted.
