1 January 16, 2019 Mr. Andrew Nichols Minnesota Pollution Control Agency Voluntary Investigation and Cleanup Program 520 Lafayette Road Saint Paul, Minnesota Re: Soo Line Dump Site 2018 Annual Soil Cover Inspection Dear Mr. Nichols: The purpose of this letter is to summarize the results of the 2018 Annual Soil Cover Inspection at the Soo Line Dump Site (the Site). As noted in the MPCA-approved Remedial Action Plan Implementation Report (Barr, Oct. 2007): Additional activities at the Site include annual inspections of the [soil cover] for two years, with corresponding documentation to the MPCA. The first site inspection was performed in the spring of 2007, with the second planned for spring of 2008; both events occurring following the final snow melt. Both inspections will include a complete site walk with photos of the condition of the soil cover. If necessary, repairs will be performed to minimize the potential for future erosion. Annual inspections continued during preparation and agency review of the UECA. Although that process was completed in 2014, Canadian Pacific (CP) requested that Barr continue to perform the annual site inspections to document the condition of the soil cover. I performed the 2018 Site inspection on August 31, Key findings of the inspection are summarized below. Vegetation: In general, vegetative coverage is very good. The slopes are well-covered, and the hot spot excavation areas show nearly complete vegetative coverage. Vegetative cover in the ditch located west of the consolidated waste area, which was graded in 2011 as part of the stormwater utility improvement, is at nearly 100% coverage. The vegetative cover is sufficient to prevent erosion throughout the Site. Erosion: No erosion was present on the consolidated waste area or Stormwater Outfall/Stilling basin. Past erosion in the vicinity is discussed below in the Stormwater Outfall/Stilling Basin section. Roadway: The road which crosses the soil cover does not show signs of undue compaction; no significant erosion was observed. Vegetation on either sides of the roadway, as well as between the tire tracks on the roadway, was approximately 1-2 feet high at the time of the Site inspection. Fences: The chain-link fence is in place and competent. Stormwater Outfall/Stilling Basin: Site inspections completed in 2015, 2016, and 2017 noted that solids from the main rail yard had been carried by the stormwater conveyance system and deposited in the rip rap stilling basin, resulting in sediment buildup. During the 2017 site inspection, it was noted that the water that overtops the stilling basin appears to meander Barr Engineering Co MarketPointe Drive, Suite 200, Minneapolis, MN
2 Mr. Andrew Nichols January 16, 2019 Page 2 through the vegetated area downslope of the consolidated waste with some downstream sediment deposition, however, no evidence of off-site sediment transport was observed. Stilling basin maintenance was completed in October, 2017, and consisted of the removal of sediment for disposal as non-hazardous waste, re-arrangement of the rip rap, and re-establishment of vegetation in disturbed areas. During the 2018 Site inspection, no sediment buildup was observed within the basin and rip rap was in place to allow for adequate energy dissipation and basin function. Further, substantial vegetative cover was observed within the basin where re-establishment procedures were completed in In my professional opinion, there are no deficiencies in the soil cover that need to be actively addressed.
