Sixth Street Suite 900 Minneapolis, Minnesota Re: Soo Line Dump Site 2017 Annual Soil Cover Inspection Dear Aimee: The purpose of this letter is to summarize the results of the 2017 Annual Soil Cover Inspection at the Soo Line Dump Site (the Site). As noted in the MPCA-approved Remedial Action Plan Implementation Report (Barr, Oct. 2007): Additional activities at the Site include annual inspections of the [soil cover] for two years, with corresponding documentation to the MPCA. The first site inspection was performed in the Spring of 2007, with the second planned for Spring of 2008; both events occurring following the final snow melt. Both inspections will include a complete site walk with photos of the condition of the soil cover. If necessary, repairs will be performed to minimize the potential for future erosion. Annual inspections continued during preparation and agency review of the UECA. Although that process was completed in 2014, Canadian Pacific (CP) requested that Barr continue to perform the annual site inspections to document the condition of the soil cover. I performed the 2016 Site inspection on August 4, Key findings of the inspection are summarized below. Vegetation: In general, vegetative coverage is very good. The slopes are well-covered, and the hot spot excavation areas show nearly complete vegetative coverage. Vegetative cover in the ditch located west of the consolidated waste area, which was graded in 2011 as part of the stormwater utility improvement, is at nearly 100% coverage. The vegetative cover is sufficient to prevent erosion throughout the Site. Erosion: No erosion was present on the consolidated waste area. Erosion in the vicinity is discussed below in the Stormwater Outfall/Stilling Basin section. Roadway: The road which crosses the soil cover does not show signs of undue compaction; no significant erosion was observed. Fences: The chain-link fence is in place and competent. Stormwater Outfall/Stilling Basin: During the two previous annual inspections (2015 and 2016), it was noted that the solids from the main rail yard that are carried by the stormwater conveyance system were building up in the rip rap stilling basin. That observation was noted again during the 2017 inspection. Similar to previous years, it was noted in August 2017 that the water that overtops the stilling basin appears to meander through the vegetated area downslope of the consolidated waste with some downstream sediment deposition. Based on the continued buildup of sediment and the localized erosion, maintenance of the stilling basin was recommended and performed, as described below. Stilling Basin Maintenance: Stilling basin maintenance activities consisted of removal of sediment for disposal as non-hazardous waste, re-arrangement of the rip rap, and re-establishment of vegetation in disturbed areas. Stevens Drilling and Environmental Services (SDES) was retained to complete the maintenance activities. SDES used a tracked excavator to remove sediment and subsequently transported the sediment to Vonco II Landfill in Becker, Minnesota. Based on landfill records, 11 tons of sediment was disposed. Following removal, SDES performed minor rearranging of the rip rap in the stilling basin and seeded disturbed areas in the vicinity. By removing sediment, the depth of the stilling basin was increased, which should allow for greater energy dissipation and restored function of the basin. As long as stormwater is conveyed from the unpaved rail yard, routine maintenance, as described above, will likely be necessary on an asneeded basis. In my professional opinion, there are no deficiencies in the soil cover that need to be actively addressed. A photo log illustrating key observations of the inspection is attached.
