1 10 May 2017 Rod Walls - Director Facilities New Construction, Sustainability Hays CISD IH 35 Kyle, Texas Re: Hays CISD Proposed ES15 Site, Buda Phase II Soil Sampling Dear Rod: Concern has been raised over previous soil sampling efforts on properties nearby to the ES15 site that have exhibited possible contamination by Arsenic and slightly elevated levels of other heavy metals (Chromium, Lead, and Selenium) compared to the Texas Specific Soils Background Concentration (TSSBC). Additionally, there were minimal detections of Volatile Organic Compounds (VOCs), but which were well below health effect levels. These concerns are well founded for construction of a planned elementary school facility on the ES15 site by Hays CISD where the potential exposure to children would be of paramount concern. Per your request, Horizon Environmental Services, Inc. (Horizon) has conducted soil sampling investigations on the ES15 property. A total of 10 composite soil samples were taken from 5 different corings at various locations within the proposed footprint of the school facility on 26 April Corings were advanced with a Geoprobe 7822DT push-probe machine (photos, Attachment B). Corings were advanced in 4 ft increments to a depth of restrictive penetration (highly consolidated material or rock) (generally 20 to 25 feet in depth) with soil samples composited from the 0-8 foot range (A) and from the lower foot range (B) in each core. A coring log is provided in Attachment C. Core samples were collected in Butyrate plastic liners and placed in sterile glass containers provided by the laboratory (photos, Attachment B). Samples were placed on ice and transported to AnalySys, Inc., 3512 Montopolis Drive, Austin, Texas for analysis. Soil samples were tested for total petroleum hydrocarbons (TPH); RCRA metals, including cadmium, chromium, lead, barium, mercury, selenium, silver, and arsenic; and volatile organic compounds (VOC), including BTEX. Previous coring locations for geotechnical investigations were utilized for this effort due to existing equipment access corridors through the brush on the site. Our coring locations corresponded to those of geotech cores as follows and indicated on Figure 1. 3 No groundwater was encountered in any of our cores. The previous geotechnical borings by Raba Kistner encountered shallow groundwater in the ft depth range just above bedrock. The Raba borings were conducted in February during a period of high rainfall. The several weeks preceding our investigations were relatively dry. Shallow groundwater in this area is temporary and transient in nature related to rainfall and soil percolation to a relatively impervious layer of bedrock. Percolated water may temporarily perch on top of the bedrock until it drains laterally with the gradient of the bedrock or finds fissures in the rock to percolate vertically. Permanent groundwater (aquifer) in this location is several hundred feet deep. RESULTS A summary table (Table 1) of laboratory results is provided below. The full laboratory analysis is provided in Attachment A. Laboratory results were compared to the total exposure Protective Concentration Limits (PCL) (health effects levels) for residential soils in the Texas Risk Reduction Program (TRRP) standards maintained by the Texas Commission on Environmental Quality. The sample results were also compared to the Texas Specific Soil Background Concentration (TSSBC) for various of the metals. It should be noted however that the TSSBC is merely the median concentration that various metals occur naturally in Texas soils. The comparison to the TSSBC only serves to indicate the degree of variance (plus or minus) for detected values for any of the metals compared to the median values naturally occurring in Texas soils. The TSSBC values are neither regulatory nor health effect levels and do not have significant meaning other than a bar to assess the normalcy of detected values of those metals. As can be seen from the results table, there were no exceedances of the total exposure PCLs (concentrations for concern for health effects) for any of the samples. All VOC and TPH were below laboratory detection limits. CONCLUSIONS None of the samples analyzed indicated any level of contamination of concern for health effects as compared to minimum regulatory levels for residential soils (TRRP-PCLs). All detected levels of metals (Arsenic, Barium, Chromium, and Lead) were at or below the naturally occurring median levels (TSSBC) of those metals in Texas soils. Therefore, it is our opinion that the soils on the subject site do not contain contamination of concern for health effects to construction workers during construction or students and faculty utilizing the future school facilities.
