1 May 4, 2015 Mr. Bruce Hampson Town of Wilton Miller-Driscoll School Building Committee 238 Danbury Road Wilton, Connecticut RE: Focused Soil Investigation Miller-Driscoll School Wilton, CT TRC Project No.: Dear Mr. Hampson: TRC is pleased to present the results of the focused soil investigation completed around two 10,000-gallon heating fuel underground storage tanks (USTs) and their associated piping at the Miller-Driscoll School in Wilton, Connecticut (see Figure 1). The USTs are located near the southwestern (referred to as the Driscoll-UST) and the northwestern (referred to as the Miller-UST) corners of the school (see Figure 2). The primary objective of this investigation was to allow for the evaluation of soil conditions in the above referenced areas of the site where there is anticipated to be earth-work conducted as part of the proposed renovations. Technical Approach To complete the objective noted above, a total of three soil borings were advanced along the western, northern and eastern sides of the Driscoll-UST and two soil borings were advanced along its associated pipe run (see Figure 3). These soil borings were identified as SB-1 through SB-5. Note that a soil boring could not be completed along the southern side of the Driscoll-UST due the steep slope adjacent to the tank and proximity to a buried electrical conduit.
2 Mr. Hampson May 4, 2015 Page 2 of 10 Four soil borings were advanced in along the northern, eastern, western and southern sides of the Miller-UST and three soil borings were advanced along its associated pipe run (See Figure 4). These soil borings were identified as SB-6 through SB-12. One soil sample was collected from each of the 12 soil borings and analyzed for extractable total petroleum hydrocarbons (ETPH) by the approved Connecticut Department of Energy and Environmental Protection (CTDEEP) method. Two of the soil samples (one from each UST location) were also analyzed for volatile organic compounds (VOCs) by EPA Method 8260 and semi-volatile organic compounds (SVOCs) by EPA Method All of the samples were analyzed by Complete Environmental Testing Laboratories (CET) of Stratford, Connecticut in accordance with Connecticut s Reasonable Confidence Protocols (RCPs). Prior to commencing work, TRC marked the proposed boring locations at the site with white paint on the pavement. Call Before You Dig (CBYD) was contacted to mark the locations of buried utilities in the proposed work zones. In addition, a private utility service (ACS Underground Solutions of Georgetown, Connecticut) was contracted by Turner Construction to conduct a detailed on-site mark-out given the presence of several utilities within the work areas. Sampling Methodology A total of 12 soil borings were advanced on April 14, 2015 by Berkshire Environmental Services and Technology, LLC (Berkshire) of Torrington, Connecticut, under the direct supervision of TRC personnel. These borings were advanced utilizing a truck-mounted GeoProbe. Soil cores were collected continuously from the ground surface to depths of eight feet below grade around the USTs and four feet below grade along the piping runs. Soil sample intervals were chosen to correspond to the approximate depths of the USTs and piping. Each four-foot soil core, collected in an acetate Macro-Core liner, was logged with respect to soil characteristics (i.e., grain size, moisture content and any other physical characteristics) and indications of potential impacts (e.g., stains and odors). In addition, each core was field-
3 Mr. Hampson May 4, 2015 Page 3 of 10 screened using a photo-ionization detector (PID) prior to the collection of soil samples for analysis. Soil boring logs are included in Attachment A. Soil samples submitted to the laboratory for VOC analysis were collected in accordance with EPA Method This method outlines the collection of soil samples, without homogenization and with minimal disturbance, and transfer into extraction solvents. The remaining soil was then homogenized and placed in the appropriate laboratory-supplied sample containers and then placed on ice, in a cooler, for delivery to the laboratory. The remaining soils and drill cuttings were returned to their respective boreholes, as none exhibited evidence of contamination. Final borehole locations were documented by measuring from two or more fixed locations and recording those measurements in the project field notebook. The probe tip and Macro-Core sampler were decontaminated between uses to minimize the potential for cross-contamination. The decontamination was completed by washing with an Alconox and tap water mixture, followed by a tap water rinse and a final deionized water rinse. Field Observations Based on the descriptions of the soil cores, the site is underlain primarily by silt, with varying amounts of fine sand and gravel. No petroleum odors, staining or elevated PID readings were observed in any of the cores collected from the soil borings. Quality Assurance/Quality Control Samples Quality Assurance/Quality Control Samples were collected as part of this limited Phase II investigation. In order to determine the effectiveness of the decontamination of the sampling equipment, a field rinsate blank was collected and analyzed for the same analyses as the primary samples submitted on the day of the sampling. The field rinsate blank was collected by pouring laboratory-supplied water over and/or through the sampling equipment used in the collection of the samples. The rinsate water was then collected into the appropriate laboratory-supplied

The field rinsate blank associated with the soil sampling program was designated as FB Duplicate sample, two separate samples taken from the same source, were also collected as part of this focused investigation. The procedure for collecting a duplicate sample consists of alternating the collection of the sample between the primary sample container and the duplicate sample container. The duplicate soil sample collected as part of this soil sampling program was labeled as SB-3A(6-8), a duplicate of soil sample SB-3(6-8). Investigation Results Thirteen soil samples (including a duplicate soil sample) were collected and analyzed for ETPH. Three soil samples (including the duplicate) were also analyzed for VOCs and SVOCs. The soil analytical results are summarized in Table 1 and a copy of the laboratory report is provided in Attachment B. As shown in Table 1, VOCs, SVOCs and ETPH were not detected in any of the soil samples collected as part of this investigation. In addition, there were no constituents detected in the field blank collected as part of this investigation, indicating that the field equipment used for the sampling had been adequately decontaminated and had no influence on the soil analytical results. Conclusion The soil borings drilled in the immediate vicinity of the USTs were advanced to eight feet below grade and the soil borings advanced in the vicinity of the associated piping runs were advanced to four feet below grade. In general, soils in the immediate vicinity of the USTs and piping can be characterized as silt, with varying amounts of fine sand and gravel. No field evidence of contamination (i.e. elevated PID readings, odors and/or staining) were observed. In addition, ETPH was not reported above analytical detection limits in any of the soils samples collected at the site. VOCs and SVOCs were not detected in either of the two samples in which they were analyzed. Based on the results of this investigation, there does not appear to have been a release of fuel oil from either of the two USTs and their associated piping runs.
